Decree of 4 December 2003 establishing conditions for admission of non-public servants to the National School of Statistics and Economic Administration

Minister of Economy, Finance and Industry,
In view of Decree No. 94-525 of 27 June 1994, organizing the group of national schools of economy and statistics;
In view of the decision of 12 May 1997 setting the conditions for organizing the recruitment examinations of the National Institute of Statistics and Economic Studies and the admission examinations of students holding the National School of Statistics and Information Analysis and the National School of Statistics and Economic Administration;
In view of the decree of 28 July 2000, as amended by the decree of 8 November 2000, concerning the modalities of the examinations and the admission of students engineers of French nationality and foreign nationality to the National School of Bridges and Roads,
Stop it!

Article 1


In accordance with the provisions of Article 16 of the above-mentioned Decree of 27 June 1994, non-public servants are admitted to the National School of Statistics and Economic Administration (ENSAE) either by competition or by title.

  • TITRE Ier : ADMISSION PAR CONCOURS Article 2


    A contest, economic option, and a contest, mathematical option, are organized each year for the admission of non-public servants students. These competitions are organized in accordance with the following procedure.

    • Chapter I: Competition, Economy option Article 3


      The contest, an economic option, is open to candidates under twenty-two years of age on January 1 of the year of the contest. It has two specialties:
      - a speciality in social sciences, says B/L;
      - an economic and commercial specialty, called EC/S.
      Each specialty includes written examinations of eligibility and oral examinations of admission. Applicants are subject to a separate classification in each specialty following the eligibility tests and admission tests.

      Article 4


      The tests of this competition, speciality B/L, are as follows:


      I. - Written proof of eligibility


      Test number 1 (duration: six hours); coefficient 20): social sciences test.
      This test consists of a dissertation with documents.
      Test 2 (duration: four hours); coefficient 25): composition of mathematics.
      Test number 3 (duration: three hours); coefficient 10): foreign living language test.
      This test, at the choice of the candidate, bears one of the following living languages: German, English, Spanish, Italian, Japanese and Russian. It consists of a version exercise on a text of general, economic and/or sociological interest, possibly completed by an expression exercise in the chosen foreign language, in response to one or two questions on the text. The use of the dictionary is prohibited, except for Japanese, for which the use of one or more bilingual or unilingual dictionaries is permitted.
      Test number 4 (duration: five hours); coefficient 15): option test (the candidate must choose an option to register):
      - test of sociology;
      - economic test.


      II. - Oral admission tests


      Test number 1 (duration: 30 minutes); coefficient 12): presentation consisting of a synthetic presentation of documentation, followed by a 15 to 20 minute conversation with the examiners.
      Test 2 (duration: 30 minutes); coefficient 10): Mathematics ( exercises to be treated in the table).
      Test number 3 (duration: 30 minutes); coefficient 10): Mathematics ( exercises to be treated in the table).
      Test number 4 (duration: 30 minutes); coefficient 6); foreign language.
      The test consists of a version followed by a conversation with the examiners in the same language as that chosen in the written test No. 3.
      Test number 5 (duration: 30 minutes; coefficient 12): economic analysis question.

      Article 5


      The subjects of the written test No. 2, oral tests No. 2, 3 and 5 relate to the program annexed to this Order (1). The programs of the written examinations of eligibility 1 and 4 are set by order of the Minister for Higher Education.

      Article 6


      The tests of this competition, speciality EC/S, are as follows:


      I. - Written proof of eligibility


      Test number 1 (duration: four hours); coefficient 20): general dissertation.
      Test 2 (duration: four hours); coefficient 25): composition of mathematics.
      Test number 3 (duration: four hours); coefficient 10): foreign language test. This event, at the choice of the candidate, bears one of the following seven languages: German, English, Arabic literary, Spanish, Italian, Portuguese and Russian.
      Test number 4 (duration: four hours); coefficient 15): history test and economic geography.


      II. - Oral admission tests


      Test number 1 (duration: 30 minutes); coefficient 12): presentation consisting of a synthetic presentation of documentation, followed by a conversation of about fifteen to twenty minutes with the examiners.
      Test 2 (duration: 30 minutes); coefficient 10): Mathematics ( exercises to be treated in the table).
      Test number 3 (duration: 30 minutes); coefficient 10): Mathematics ( exercises to be treated in the table).
      Test number 4 (duration: 30 minutes); coefficient 6): foreign language. The test consists of a version followed by a conversation with the examiners in the same language as that chosen in the written test No. 3.
      Test number 5 (duration: 30 minutes; coefficient 12): history test and economic geography.

      Article 7


      The subjects of written examinations and oral examinations 2, 3 and 4 relate to the curriculum of preparatory classes for major schools, economic and commercial sector, scientific option, defined in the Official Bulletin of National Education. The oral examination program No. 1 is annexed to this Order (1).

      Article 8


      The conditions for organizing the contest are defined by the above-mentioned decision of 12 May 1997.

    • Chapter II: Competition, mathematical option Article 9


      The contest, a mathematical option, includes written examinations of eligibility and oral examinations of admission. The organisation of the written and oral examinations is common with that of all the mandatory and optional tests of the mathematical and physical sector (MP) of the joint competition for admission to the Ecole Nationale des Ponts et chemins and to the national higher schools of the aeronautics and space, advanced techniques, telecommunications, mines of Paris, mines of Saint-Etienne, mines of Nancy, and telecommunications of the so-called bridges

      Article 10


      Applicants to the ENSAE Entry Competition, a mathematical option, must register in the MP channel of the joint mine deck contest. The calculation of the eligibility and admission points is identical to that of the joint mine deck competition, particularly with regard to the test coefficients and possible improvements.

      Article 11


      At the end of the written exams, are eligible for the ENSAE entry competition, mathematical option, candidates eligible for the mine bridges, MP-track contest, and enrolled in the ENSAE entry contest, mathematical option.

      Article 12


      At the end of the oral examinations, candidates are classified by mine deck contests as described in article 14 of the above-mentioned decision of 28 July 2000. The candidates enrolled in the ENSAE Entry Competition are classified in the same order as at the end of the Deck Mining Competition jury.

      Article 13


      Candidates received at the same time at the Polytechnic School and ENSAE and who opted for the first one year to retain the possibility of being admitted to ENSAE, in case they could not remain students of the Polytechnic School because they were declared unfit for medical reasons.

  • TITRE II : ADMISSION SUR TITRES Article 14


    Applicants for admission as non-public servants to the National School of Statistics and Economic Administration must:
    Either justify the following degree:
    - Mastery of economic science;
    - control of econometrics;
    - Master of Applied Economics from Paris-IX University;
    - Mastering computer methods applied to management;
    - Computer master.
    These candidates must also justify a degree or a certificate of study allowing them to access the second cycle of higher education with a view to mastering mathematics.
    Either justify one of the following degrees:

    - Master of mathematics;
    - Mastery of applied mathematics to the social sciences provided that units of value or certificates entering the composition of this mastery provide candidates, in fundamental disciplines (mathematics in particular), an adequate level to enable them to follow in good conditions the teachings;
    - Mastery of science and technology, provided that the mention of speciality, units of value or certificates in the composition of this mastery provide candidates, in fundamental disciplines (mathematics in particular), an adequate level to enable them to follow in good conditions the teachings;
    - Magisterium in a speciality with dominant economic, computer, mathematical or statistical subject to the fact that the units of value or certificates in the composition of this magisterium provide candidates, in the fundamental disciplines (mathematics in particular), an adequate level to enable them to follow in good conditions the teachings;
    - diplomas issued by foreign universities of a similar nature and level to previous ones, approved by the Education Committee of the National School of Statistics and Economic Administration.
    Either graduate or have completed the exit examinations of one of the following schools:
    Polytechnic school.
    Higher national mine schools.
    National School of Bridges and Roadways.
    Graduate School of Advanced Techniques.
    Graduate national telecommunications schools.
    École nationale supérieure de l'aéronautique et de l'espace.
    Central schools in Paris, Lyon, Lille and Nantes.
    Institut national agronomique de Paris-Grignon.
    National School of Rural Engineering, Water and Forests.
    Graduate School of Electricity.
    School of High Commercial Studies.
    School of Economic and Commercial Sciences.
    Ecole supérieure de commerce de Paris.
    Either be a student or a former student of one of the upper normal schools.

    Article 15


    Admission on titles of non-public servants to the National School of Statistics and Economic Administration is announced by a notice inserted in the Official Journal of the French Republic.
    This notice includes the deadline for applications and the number of places available.

    Article 16


    Applicants must, prior to the deadline for submission of applications, address to the Director of Higher Education and Research of the National Institute of Statistics and Economic Studies:
    1° An application made in accordance with the terms and conditions described in the contest notice.
    2° Copy of their identity card or passport.
    3° As part of the admission to titles, a copy of the titles or diplomas obtained as well as detailed information on their graduate studies (certificates, records obtained, educational options followed, etc.).

    Article 17


    Admissions on titles of non-public servants to the National School of Statistics and Economic Administration are pronounced under the conditions laid down by the decree of 27 June 1994 referred to above.

    Article 18


    The amended decision of 6 December 1999 setting the conditions for admission of non-public servants to the National School of Statistics and Economic Administration is repealed.

    Article 19


    The Director General of the National Institute of Statistics and Economic Studies and the Director of Personnel, Modernization and Administration are responsible, each with respect to it, for the execution of this Order, which will be published in the Official Journal of the French Republic.
