Having regard to Council Directive 94/55/EC of 21 November 1994 amended on the approximation of member States concerning the transport of dangerous goods by road;
Having regard to Council Directive 96/49/EC of 23 July 1996 amended on the approximation of member States concerning the transport of dangerous goods by rail;
Having regard to Council Directive 96/35/EC of 3 June 1996 concerning the designation and professional qualification of safety advisers for road, rail or inland water transport of dangerous goods;
Considering Act No. 263 of 5 February 1942 on the carriage by rail, road or inland navigation of dangerous goods;
Having regard to the decision of 12 March 1999 concerning the designation of the examining body for the issuance of safety advisory certificates for the carriage of dangerous goods by road, rail and inland waterways;
Having regard to the amended decision of 5 December 2002 on the carriage of dangerous goods by road (see ADR) and the annexed ADR international agreement;
Having regard to the amended decision of 5 December 2002 on the carriage of dangerous goods by rail (as defined in RID) and the annexed RID international agreement;
Having regard to the amended decision of 5 December 2002 on the carriage of dangerous goods by inland waterways (as defined in ADNR) and the annexed ADNR regulations;
In light of the opinion of the Interdepartmental Commission on the Transport of Dangerous Goods consulted on 28 November 2003,

The Inter-Professional Committee for the Development of Training in the Transport of Dangerous Goods (CIFMD), an association according to the law of 1 July 1901, whose seat is 14 rue de la République in Puteaux, is designated as a body authorized to pass, in France, the examinations for the renewal of the certificate of professional qualification of safety advisers mentioned in the ADR, RID and ADNR orders, the agreements and regulations annexed above.

It will be held at least one review session in 2004 as well as in the following years. The schedule is approved by the administration and published in the Official Journal, at least five months before the beginning of the first session.
Registrations of candidates concerned with the renewal of their certificates are closed three months before the date of the session.
The venue and schedule of the tests are communicated to the candidates at least one month in advance.
The cost of the review is determined by the organization after approval of the administration.

The review body develops procedures for the preparation of the questionnaires for the written examinations and the procedure for examination of the oral test, the designation of the jury, the correction of the tests, the communication of the results to the candidates and the possible review procedure. These procedures also indicate the objectives pursued by each test, including the nature and extent of the knowledge or skill that the test is intended to verify. These review procedures and procedures will be submitted and will be approved by the administration. They will be communicated to the candidates upon registration. The questionnaires may be forwarded to the administration upon request.

The Director of Land Transport and the Director General of Nuclear Safety and Radiation Protection are responsible, each with regard to the execution of this Order, to be published in the Official Journal of the French Republic.
