President of the Republic,
On the report of the Prime Minister and the Minister for Foreign Affairs,
Considering articles 52 to 55 of the Constitution;
Having regard to the amended Decree No. 53-192 of 14 March 1953 concerning the ratification and publication of the international commitments undertaken by France;
Having regard to Decree No. 82-781 of 1 September 1982 on the publication of the agreement between the Government of the French Republic and the Swiss Federal Council on fishing in Lake Geneva (a joint annex and a regulation of application), signed in Bern on 20 November 1980;
Having regard to Decree No. 97-576 of 30 May 1997 on the publication of the agreement in the form of an exchange of notes between the Government of the French Republic and the Swiss Federal Council amending the agreement of 20 November 1980 concerning fishing in Lake Geneva (two annexes), signed in Paris on 7 and 17 November 1995;
In view of Decree No. 2002-405 of 20 March 2002 on the publication of the agreement in the form of an exchange of notes between the Government of the French Republic and the Swiss Federal Council on the regulation of the implementation of the agreement of 20 November 1980 on fishing in Lake Geneva (a joint annex) signed in Paris and Bern on 19 and 28 December 2000,
Decrete:

Article 1


The agreement in the form of an exchange of notes between the Government of the French Republic and the Swiss Federal Council on the amendment of the regulation of the application of the agreement of 20 November 1980 concerning fishing in Lake Geneva, made in Paris on 15 October 2003, will be published in the Official Journal of the French Republic.

Article 2


The Prime Minister and the Minister for Foreign Affairs are responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

EXCHANGE OF NOTES AGAINST THE GOVERNMENT OF THE FRENCH REPUBLIC AND THE SWITZERLAND COUNCIL RELATING TO THE MODIFICATION OF THE AGREEMENT REGULATION OF THE 20 NOVEMBER 1980 CONCERNING THE LEMAN LAW

The Ministry of Foreign Affairs presents its compliments to the Swiss Embassy and has the honour to refer to the agreement of 20 November 1980 between the Government of the French Republic and the Swiss Federal Council on fisheries in Lake Geneva (hereinafter "the Agreement").
In its deliberations on 10 October 2002, the Consultative Commission for Fisheries in Lake Geneva, pursuant to Article 7 of the Agreement, adopted a notice proposing to amend Article 44 of the Agreement's Regulations as follows:


“Article 44, paragraph 2


The use of live bait fish is allowed from the shore or non-museum boat voluntarily and only for fishing by means of a dormant thread or floating, dormant line, as well as the dive line with the exception of the gambe. Live bait fish, used with a line, must be attached only by the mouth. »
Article 4 of the Agreement provides that this text shall be exchanged with notes between Contracting Parties.
The Government of the French Republic approved the amendment of the Agreement's Regulations.
This note and the note that the Embassy may wish to address to the Ministry of Foreign Affairs will form the agreement between our two Governments on the amendment of the Agreement's Regulations, which will come into force on the date of the Embassy's response note.
The Ministry of Foreign Affairs takes this opportunity to renew to the Swiss Embassy the assurances of its high consideration.
