Judgment of 25 November 2005 on the modalities of organization, the nature and the programmes of the tests of the internal competition for the recruitment of engineering students of the public works of the State (service of equipment) (women and men)

The Minister of Transport, Equipment, Tourism and the Sea and the Minister of Public Service,
Having regard to Act No. 83-634 of 13 July 1983, amended on the rights and obligations of public servants, together with Act No. 84-16 of 11 January 1984 amended on statutory provisions relating to the public service of the State;
In view of Decree No. 2005-631 of 30 May 2005 on the special status of the body of the engineers of the public works of the State, in particular its Article 6 (2°);
In view of the decree of 19 July 1991 establishing the organization of the National School of Public Works of the State,

The internal competition provided for in Article 6 (2°) of the above-mentioned Decree of 30 May 2005 is organized in accordance with the following provisions.

The competition includes eligibility tests and admission tests for the program annexed to this Order.

I. - Written proof of eligibility:
Test #1: writing a summary note relating to a topic of general scope followed by a comment (duration: four hours, coefficient 2).
Test 2: First composition of mathematics consisting of a series of exercises (duration: three hours, coefficient 2).
Test 3: second mathematical composition consisting of solving one or more problems (duration: four hours, coefficient 2).
Test 4: first composition of physical sciences consisting of a series of exercises (duration: three hours, coefficient 2).
Test #5: second composition of physical sciences consisting of solving one or more problems (duration: four hours, coefficient 2).
II. - Oral admission tests:
Test 1: Mathematics interrogation (preparation: thirty minutes); interrogation: about thirty minutes; coefficient 4).
Test 2: interrogation of physical sciences (preparation: 30 minutes; interrogation: about thirty minutes; coefficient 4).
Test 3: interview with the jury on a document drawn by lot and allowing the jury to appreciate the general culture knowledge of the candidate(s) and his qualities of expression, analysis and synthesis (preparation: fifteen minutes; interrogation: about thirty minutes; coefficient 2).

Each of the tests is assigned a rating ranging from 0 to 20. Only candidates who have obtained a total of points fixed by the jury for all written examinations may be admitted to oral examinations, which in no case may be less than 90. Any rating less than 5 out of 20 at any of these tests may result in the elimination of the candidate(s).
No one may be declared admitted if he (if she) has not obtained a total of points for all tests that cannot in any case be less than 180. Any rating less than 5 out of 20 at one of the three oral examinations may result in the elimination of the candidate(s).

The jury designated for each competition session by the Minister responsible for equipment is composed, in addition to its president, general engineer, of at least five members designated among the following personalities:
- responsible for the sub-direction of recruitment, competitions and training to the general management of staff and administration of the department responsible for equipment;
- the director of the National School of Public Works of the State or its deputy;
- officials and officers of the department responsible for equipment;
- officials and agents in other jurisdictions;
- one or more persons outside the administration that designate their particular skills.
The jury draws a list of eligible candidates in alphabetical order and then a list of rankings, in order of merit, of candidates definitively admitted, taking into account the points acquired in all the trials.

The procedure for the presentation and transmission of applications, the dates and schedules of the tests, the list of authorized candidates and the list of examination centres shall be determined by the Minister responsible for equipment.

In accordance with the provisions of Article 7 of the above-mentioned Decree of 30 May 2005, candidates received at the competition shall perform a probationary course for a period of fifteen months. At the end of this period, the development council of the National School of Public Works of the State determines the list of trainees who, having obtained satisfactory results, are appointed students of the first-year state public works.

The amended decision of 18 January 1989 on the terms and conditions of organization, the nature and the programmes of the tests of the internal competition for the recruitment of engineering students of public works of the State (service of equipment) is repealed.

The Director General of Personnel and Administration of the Ministry of Transport, Equipment, Tourism and the Sea is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

REDACTION OF A SYNTHÈSE NOTE
REPORTING TO A SUJECT OF GENERAL SCOPE


On a given subject, candidates will have several documents (regulatory texts, press articles, various information elements...)
This test is intended to assess the candidate's analytical and synthesis faculties, their expression qualities and their ability to reason. The commentary must allow to judge the qualities of reflection and the general knowledge of the candidates.


MATHEMATIC AND PHYSICAL SCIENCES
(written and oral)


For mathematical trials, the program is that of the first year preparatory classes of the PCSI sector. For physical science trials, the program is the first-year preparatory classes of the MPSI sector.
