Judgment of 25 November 2005 setting out the nature and program of the special examinations for the recruitment of customs and indirect fees controllers

In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
In light of the amended Decree No. 71-342 of 29 April 1971 on the situation of officials assigned to the processing of information;
Having regard to amended Decree No. 95-380 of 10 April 1995, setting out the special status of the body of the Comptrollers of the General Directorate of Customs and Indirect Rights;
Having regard to the amended decision of 10 June 1982 relating to the programs and the nature of the examinations and examinations relating to the processing of information;
In view of the decision of 19 January 1996 setting out the nature and program of the examinations for the recruitment of customs and indirect duties controllers;
In view of the decision of 3 March 1997 setting the conditions for the organization of competitive examinations and examinations in the deconcentrated services of the General Directorate of Customs and Indirect Rights;
In view of the amended decision of 23 June 2003, setting out the list of specialties for which the examinations of the inspection officer, controller and inspector of the General Directorate of Customs and Indirect Rights may be opened;

The nature and programme of the examinations for the recruitment of customs and indirect duties, open by speciality, as provided for in Article 8 II of the above-mentioned Decree of 10 April 1995, shall be determined in accordance with the following provisions:

    Speciality " Surveillance and Aeronautics:

      The external competition for the recruitment of Customs and Indirect Duties Controllers of the Supervisory Branch includes, under the speciality "attendance and aeronautical: aeroplane pilot" provided for in section 3 of the above-mentioned Judgment of June 23, 2003, the written eligibility tests and the following admission tests:


      I. - Written proof of eligibility


      Test number 1 (duration: 3 hours); coefficient 3): writing a note on a general topic relating to the economic, cultural or socio-political problems of the contemporary world from a dossier.
      Test 2 (duration: 4 hours); coefficient 6): QCM on technical knowledge of aeronautics.
      Test No. 3 to the candidate's choice, the choice being specified when filing the application for admission to compete (duration: 3 hours); coefficient 3)
      (a) Mathematics;
      (b) Geography.
      Test number 4 (duration: 1 hour; coefficient 2): foreign language (translation without dictionary): translation of a technical text written in English. Any rating less than 12/20 is eliminated.


      II. - Oral admission tests


      Test number 1 (duration: 2 hours); coefficient 5): air-flight exercises.
      Test 2 (preparation: 15 minutes; duration: 30 minutes; coefficient 3): presentation on a subject related to aeronautical knowledge followed by a general, technical or administrative interview with examiners to assess the candidate's ability to perform the tasks entrusted to him.
      Test number 3 (duration: 10 minutes); coefficient 2): foreign language: oral translation in French of a technical text written in English followed by a conversation in that same language. Any rating less than 12/20 is eliminated.
      Test number 4 (coefficient 1): physical exercise tests on the foot race, height jump, weight launch and swimming.

Test number 1 (duration: 3 hours); coefficient 3): writing of a note on a general topic relating to the economic, cultural or socio-political problems of the contemporary world from a dossier.

The external competition for the recruitment of Customs controllers and indirect duties of the surveillance branch includes, under the specialty " Naval Monitoring and Maintenance", provided for in Article 3 of the above-mentioned Order of June 23, 2003, the written tests of eligibility and the following admission tests:


I. - Written proof of eligibility


Test number 1 (duration: 3 hours); coefficient 3): writing a note on a general topic relating to the economic, cultural or socio-political problems of the contemporary world from a dossier.
Test 2 (duration: 4 hours); coefficient 6): composition on one or more questions relating to technical knowledge of naval mechanical and electrotechnical.
Test No. 3 to the candidate's choice, the choice being specified when filing the application for admission to compete (duration: 3 hours); coefficient 3)
(a) Mathematics (resolution to one or more problems or exercises);
(b) Naval electricity and electronics (one or more exercises followed by questions).
Test number 4 (optional test) (duration: 1 hour; coefficient 2): translation without dictionary, except for Arabic, of a text written in one of the following languages: German, English, Arabic, Spanish, Italian or Russian.


II. - Oral admission tests


Test number 1 (preparation: 15 minutes; duration: 20 minutes; coefficient 3): exposed on a subject relating to knowledge of naval mechanics and electrotechnics followed by a general, technical or administrative interview with examiners to assess the candidate's ability to perform the tasks entrusted to him.
Test 2 (duration: 45 minutes; coefficient 5): practical naval maintenance exercises.
Test number 3 (duration: 10 minutes); coefficient 2): foreign language interrogation consisting in the oral translation in French of a text written in the chosen foreign language, followed by a conversation in the same language.
The candidates have the choice between the following languages: German, English, Arabic, Spanish, Italian or Russian.
However, this language must be different from the language that the candidate may have chosen for the optional written test 4 of eligibility.
Test number 4 (coefficient 1): physical exercise tests on the foot race, height jump, weight launch and swimming.

Test number 1 (preparation: 15 minutes; duration: 20 minutes; coefficient 3): exposed on a subject relating to knowledge of naval mechanics and electrotechnics followed by a general, technical or administrative interview with examiners to assess the candidate's ability to perform the tasks entrusted to him.
Test 2 (duration: 45 minutes; coefficient 5): practical naval maintenance exercises.

I. - Written proof of eligibility


Test number 1 (duration: 3 hours); coefficient 3): writing a note on a general topic relating to the economic, cultural or socio-political problems of the contemporary world from a dossier.
Test 2 (duration: 4 hours); coefficient 6): composition on one or more questions relating to technical knowledge of mechanical and automotive electrotechnical.
Test No. 3 to the candidate's choice, the choice being specified when filing the application for admission to compete (duration: 3 hours); coefficient 3)
(a) Mathematics (resolution to one or more problems or exercises);
(b) Electricity and electronic automobiles (one or more questioned exercises).
Test number 4 (optional test) (duration: 1 hour; coefficient 2): translation without dictionary, except for Arabic, of a text written in one of the following languages: German, English, Arabic, Spanish, Italian or Russian.


II. - Oral admission tests


Test number 1 (preparation: 15 minutes; duration: 20 minutes; coefficient 3): exposed on a subject relating to the knowledge of motor mechanics and electrotechnics followed by a general, technical or administrative interview with the examiners and allowing to assess the candidate's ability to perform the tasks entrusted to him.
Test 2 (duration: 45 minutes; coefficient 5): practical motor maintenance exercises.
Test number 3 (duration: 10 minutes); coefficient 2): foreign language interrogation consisting of an oral translation in French of a text written in the chosen foreign language, followed by a conversation in the same language.
The candidates have the choice between the following languages: German, English, Arabic, Spanish, Italian or Russian.

The candidates have the choice between the following languages: German, English, Arabic, Spanish, Italian or Russian.

Test number 1 (duration: 3 hours); coefficient 3): writing a note on a general topic relating to the economic, cultural or socio-political problems of the contemporary world from a dossier.
Test 2 (duration: 4 hours); coefficient 6): QCM on technical knowledge of electricity and avionics.
Test number 3 (duration: 3 hours); coefficient 3): composition on a subject, including a response to a question and resolution of one or more practical cases, relating to customs missions, organisation and regulation. Three topics are proposed for the candidate's choice.

Practical motorcycle exercises:
- evolution in a reduced space (maneuvrability control): timed path, rapid and slow slaloms, demotion, acceleration and braking, chains and obstacle crossings;
- evolution on circuit: timed exercise, respect and control of the trajectories, use of the gearbox, braking control, rhythm used.
Note. - For the performance of practical motorcycle exercises, candidates must, for safety reasons, have an approved helmet, a jacket/pantalon set (or a combination) specially adapted to the motorcycle practice (preferably leather). Candidates who do not meet these conditions would be denied participation in the practical tests.
