Order of September 15, 2004 establishing the Committee of Directors for Sustainable Development of the Ministry of Equipment, Transport, Land Management, Tourism and the Sea

Minister of Equipment, Transport, Land Management, Tourism and the Sea,
Having regard to amended Decree No. 85-659 of 2 July 1985 on the organization of the central administration of the Ministry of Planning, Housing and Transport;
Having regard to Decree No. 86-1175 of 31 October 1986 on the organization of the General Council of Bridges and Roads;
Having regard to Decree No. 93-861 of 18 June 1993, as amended by Decree No. 96-662 of 24 July 1996, establishing the meteo-France public establishment;
Having regard to Decree No. 2004-320 of 8 April 2004 on the powers of the Minister of Equipment, Transport, Land Management, Tourism and the Sea;
On the proposal of the Vice-President of the General Council of Bridges and Roads, the Director of Personnel, Services and Modernization and the Director of Economic and International Affairs,
Stop it!

Article 1


It is established, with the Minister of Equipment, Transport, Land Management, Tourism and the Sea, a committee of directors for sustainable development.

Article 2


The committee is responsible for expelling and helping to implement the Ministry's sustainable development policies, within the framework defined by the Government and by the European Union.
As such:
It contributes to the implementation of the national sustainable development strategy, including the effective implementation of the actions contained therein and which are the responsibility of the ministry, and assessing the results of these actions.
It proposes all modifications that seem desirable to bring to this strategy in the department's field of competence.
It coordinates management proposals in national or international programmes on energy and climate change.
It assesses in these areas the coherence of the objectives pursued with the organization and competence of the department, and proposes the necessary developments.

Article 3


The chair of the committee is the vice-president of the General Council of Bridges and Roads, and the Secretary-General is the senior officer in charge of sustainable development, responsible for the sustainable development mission in the direction of economic and international affairs. The Chair shall designate a Vice-Chair among the Section Chairs of the General Council of Bridges and Grounds.
The committee shall, in addition to its Chair and the Vice-Chair:
- the central directors of the Ministry of Equipment, Transport, Land Management, Tourism and the Sea;
- chairs of the Transport and Urban Development Steering Committees of the Ministry;
- the other section presidents of the General Council of Bridges and Roadways;
- President and CEO of Météo-France.
Upon the decision of the chair, the committee associates with its work any qualified person whose collaboration it considers useful.
The Secretary General participates in all meetings of the committee, which he prepares the work with the support of the relevant branches.

Article 4


The committee meets at least twice a year.
It can create thematic working groups within it.
The summary of his work is provided in the form of reports, opinions or draft decisions sent by his president to the Minister of Equipment, Transport, Land Management, Tourism and the Sea and to the State Secretaries appointed to him.
It prepares an annual report reporting on its activity.

Article 5


The Order of November 17, 2000 establishing the Energy Directors Committee is repealed.

Article 6


The Vice-President of the General Council of Bridges and Roads, the Director of Personnel, Services and Modernization and the Director of Economic and International Affairs are responsible, each with respect to him, for the execution of this Order, to be published in the Official Journal of the French Republic.
