In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
In light of the amended Decree No. 83-1033 of 3 December 1983 establishing the special statutes of the bodies of the school and university administration and establishing the provisions applicable to the employment of general secretary of school and university administration;
Having regard to amended Decree No. 87-155 of 5 March 1987 on the missions and organization of academic works;
Having regard to Decree No. 92-668 of 13 July 1992 establishing statutory provisions for the employment of Director of Regional Centre for Academic and Academic Works and the employment of Director of Local Centre for Academic and Academic Works, as amended by Decree No. 98-394 of 20 May 1998 and Decree No. 2003-34 of 7 January 2003;
Considering the opinion of the Central Joint Technical Committee established with the Director of the National Centre for Academic and Academic Works of 3 April 2006;
The State Council (Finance Section) heard,
Decrete:
The above-mentioned decree of 13 July 1992 is amended as follows:
1° Its title is replaced by the following title:
"Regulation of statutory provisions applicable to the employment of Director of Regional Centre for Academic and Academic Works".
2° Section 4 is replaced by the following:
“Art. 4. - In each of these groups, the jobs have seven levels. The service time required in each step to reach the upper level is fixed at one year in the first step, one year and six months in the second and third step and two years for the next steps. »
3° Section 5 is replaced by the following:
“Art. 5. - Can be appointed as Regional Centre Director:
1° Staff recruited by the National School of Administration;
2° Officials appointed:
(a) In a job as secretary general of academy;
(b) In a job as secretary general of public institution of higher education;
(c) In the employment of Deputy Director or in a position of Deputy Director of the National Centre for Academic and Academic Works;
(d) In a job as Secretary General of School and University Administration;
3° School and academic boards who have completed at least 10 years of actual service in the class A and either from the off-class, or having reached at least the 5th step of the normal class;
4° Civil officials of the State, territorial authorities or public institutions that depend on them belonging to a body, employment framework or administrative, technical, managerial or inspection position classified in category A, whose terminal index is at least equal to the gross index 966, having completed at least 10 years of actual service in category A and having reached at least the gross index 705. »
4° Title II is repealed.
The directors of the regional centre of academic and academic works as of the date of effect of this decree shall be reclassified in accordance with the following table:

Officials seconded in the employment of local director of university and school works on the date of effect of this decree are maintained in a position of detachment in the employment of general secretary of school and university administration governed by the decree of 3 December 1983 referred to above. They are classified at the level with an equal index or, if not, immediately higher than that of which they were in their previous employment.
Within the limit of the seniority required in section 58 of the same order for a promotion at the higher level, they retain the seniority they had acquired in their previous job when the increase in treatment following their appointment is less than that which would result from a level advancement in their former situation.
The Minister of Economy, Finance and Industry, the Minister of National Education, Higher Education and Research, the Minister of Public Service, the Minister for Budget and State Reform, the spokesperson for the Government, and the Minister for Higher Education and Research are responsible, each with respect to it, for the execution of this decree, which will be published in the Official Journal of the French Republic.
