Judgment of 7 November 2002 setting out the general rules of organisation, the nature and program of the competitions for the recruitment of technical services controllers of the Ministry of Interior, Internal Security and Local Freedoms

The Minister of Interior, Homeland Security and Local Freedoms and the Minister of Public Service, State Reform and Land Management,
In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
Having regard to amended Decree No. 94-1016 of 18 November 1994, setting out the common statutory provisions applicable to various bodies of category B officials;
Having regard to Decree No. 97-259 of 17 March 1997 concerning the special status of the body of the controllers of the technical services of the Ministry of Interior, and in particular its Article 10;
On the proposal of the Director General of Administration to the Ministry of Interior, Internal Security and Local Freedoms,
Stop:

Article 1


Pursuant to Articles 4 to 12 of the above-mentioned Decree of 17 March 1997, the Minister of Interior, Homeland Security and Local Freedoms conducts competitive recruitment of technical services controllers under the conditions set out in this Order.

Article 2


Pursuant to the provisions of Article 4 of the above-mentioned Decree of 17 March 1997, the list of specialties of controller of technical services is fixed as follows:
- real estate sector: speciality building (heavy management, investment projects, exploitation/maintenance);
- logistics sector: automotive specialities, weapons, clothing, equipment management.

Article 3


An Order of the Minister of the Interior, Internal Security and Local Freedoms announces the opening of each session, the number of positions to be filled by competition and, where applicable, by technical specialty and industry, the supporting documents to be provided in support of the applications, the deadline for withdrawal and submission of applications, the list of centres for the examinations and the list of candidates admitted to the contest.

Article 4


Each competition, external and internal, has the following tests:


Eligibility phase


The eligibility phase has two tests.
The first test consists of an explanation of a dominant technical or scientific text, followed by questions related to it in order to assess the level of general knowledge and skills of candidates and their qualities of written expression, with regard to the functions of controller of technical services (duration: two hours; coefficient 2).
The second test consists of a case study or a technical dossier on the extent of the specialty for which the candidate participates, allowing to appreciate the qualities of reflection and the meaning of the organization of the latter. This test includes an analysis of a situation requiring a treatment or technical operation as well as the presentation of a report or intervention report, whether or not accompanied by an amendment proposal. The problems posed may relate to the exploitation, use of materials and/or tools commonly used in specialty and involve the realization of partial diagrams or sketches. These problems may be in the form of multiple-choice questionnaires, technical sheets, tables, grids, diagrams, plans, diagrams or sketches to be analysed, completed, completed or any other method of interrogation of the same type (duration: four hours); coefficient 3).


Intake phase


The admission phase consists of:
- an interview allowing the jury to appreciate the candidate's ability to carry out the missions to the technical service controllers, his training and career path, his degree of knowledge of the organization and administrative environment of the Ministry of Interior, Internal Security and Local Freedoms, as well as his qualities of reflection and his potential ability to frame a working team (maximum duration: thirty minutes; coefficient 5);
- an optional oral test of foreign living language consisting of a conversation from a text written in one of the following languages: German, English or Spanish (preparation: fifteen minutes; maximum duration: fifteen minutes; coefficient 1). Only points above 10/20 are considered for admission.

Article 5


The possible programmes and practical modalities of the tests described in Article 4 shall be set, for each competition, in the annex to this Order.

Article 6


The trials are subject to the assessment of a jury whose composition is fixed by order of the Minister of Interior, Internal Security and Local Freedoms and which includes:
- the president, chosen from among the senior officials of the Ministry of Interior, Internal Security and Local Freedoms;
- at least three representatives of the Ministry of Interior, Homeland Security and Local Freedoms, selected from category A officials;
- persons designated because of their skills in the field of professional activity concerned by the competitions. Their number depends on the technical channels open to the competitions.

Article 7


Each test shall be assigned a rating ranging from 0 to 20. Each note is multiplied by the corresponding test coefficient.
The jury shall determine, in alphabetical order, for each contest and technical course, the list of eligible candidates.
Only candidates who have obtained a score fixed by the jury, which cannot be less than 6 out of 20, before applying the corresponding coefficients, are allowed to participate in the admission phase.
At the end of the admission phase, the jury determines, in order of merit, the list of candidates admitted for each competition and industry and, under the same conditions, a supplementary list.
In the event of an equal number of points between several candidates, the order of classification is determined by the note obtained in the mandatory oral examination with the jury of the admission phase.
No one may be declared admitted if he does not obtain at least one note fixed by the jury which cannot be less than 8 out of 20, before applying the coefficient, to the mandatory oral examination with the jury of the admission phase.

Article 8


The provisions of the Orders of 23 October 1997 setting out the list of professional specialties carried out by the Comptrollers of the Technical Services of the Ministry of Interior and of 17 April 2000 setting out the modalities for the recruitment of the Comptrollers of the Technical Services of the Ministry of Interior are repealed at the date of application of this Order.

Article 9


The Director General of the Administration of the Ministry of Interior, Internal Security and Local Freedoms is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
