Judgment of 7 November 2002 setting out the modalities for organizing competitions for the recruitment of engineers of the technical services of equipment of the Ministry of Interior, Internal Security and Local Freedoms

The Minister of Interior, Homeland Security and Local Freedoms and the Minister of Public Service, State Reform and Land Management,
In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
Having regard to amended Decree No. 65-1147 of 15 December 1965 concerning the special status of engineers of the technical services of the Ministry of Interior, Homeland Security and Local Freedoms, including Articles 6 to 11;
On the proposal of the Director General of Administration,
Stop:

Article 1


The external and internal competitions provided for in Articles 6 to 11 of the decree of 15 December 1965 referred to above for the recruitment of engineers of the technical services of the Ministry of Interior, Internal Security and Local Freedoms are organized in accordance with the provisions of this Order.

Article 2


An Order of the Minister of Interior, Homeland Security and Local Freedoms announces the opening of each session, the number of positions to be filled by competition and, if necessary, by technical channel, the supporting documents to be provided in support of the applications, the deadline for withdrawal and submission of applications, and the list of the centres to be held.

Article 3


Pursuant to Article 7(c) of the above-mentioned Decree of 15 December 1965, are recognized as equivalent to the required diplomas of candidates for the external examination the diplomas on the list established by the commission of engineering titles of public schools, private technical schools recognized by the State, private technical schools authorized to issue an engineering degree.

Article 4


The application for admission to compete is mandatory for both competitions:
1. A curriculum vitae absolutely limited to two pages;
2. A maximum of three pages, including:
- for candidates for the external contest: their motivation, the jobs they occupied, the internships they carried out and the nature of the activities and work they carried out or to which they took part;
- for candidates for the internal competition: their experiences and motivations to occupy a position as engineer of the technical services of the equipment.

Article 5


The list of candidates authorized to participate in the contest is stopped by the Minister of Interior, Homeland Security and Local Freedoms.

Article 6


Each competition has the following tests:


A. - External competition, real estate and/or logistics sectors
Eligibility phase


The eligibility phase consists of a review by the jury of the files of candidates authorized to participate in the competition. On the basis of their degrees, titles and works, as well as the curriculum vitae and the note provided for in Article 4 above, this examination shall include an assessment of the level of knowledge and skills of candidates as well as the adequacy of the various elements of the file with regard to the technical services and equipment engineering functions (coefficient 3).
It also includes a written test consisting of writing a note from a dossier on a technical subject, aiming at analyzing it and proposing a possible synthesis of proposals (duration: four hours); coefficient 2).


Intake phase


The admission phase consists of an interview with the jury to assess the qualities of reflection, if any, the activity and professional experience of the candidate, his motivations and his ability to perform the functions of engineer of the technical services of the material (maximum duration: forty minutes; coefficient 5).
It also includes a mandatory foreign living language test consisting of a conversation from a text written in one of the following languages: German, English or Spanish (preparation: fifteen minutes; maximum duration: fifteen minutes; coefficient 1).


B. - Internal competition, real estate and/or logistics sectors
Eligibility phase


The eligibility phase has two tests.
The first test consists of writing a note from a file to verify the analytical and synthesis capacity of candidates and using general knowledge of the industry in which they compete (duration: four hours); coefficient 3).
The second test is to verify the technical knowledge of the candidates and to assess their abilities to perform the functions of technical services and equipment engineer. It consists of the study of a case file containing, where appropriate, technical questions and the drafting of a note of analysis of the problems posed with solutions proposals (duration: three hours; coefficient 2).


Intake phase


The admission phase consists of an interview with the jury on the candidate's career path, having as its starting point the curriculum vitae and the rating provided for in article 4 above as well as the experience of the candidate, allowing to appreciate his abilities to perform his future functions and his qualities of supervision and management (maximum duration: forty minutes); coefficient 5).
It also includes an optional foreign living language test consisting of a conversation from a text written in one of the following languages: German, English or Spanish (preparation: fifteen minutes; maximum duration: fifteen minutes; coefficient 1). Only points above 10 of 20.

Article 7


The trials are subject to the assessment of a jury whose composition is fixed by order of the Minister of Interior, Internal Security and Local Freedoms and which includes:
- the president, chosen from among the senior officials of the Ministry of Interior, Internal Security and Local Freedoms;
- at least three representatives of the Ministry of Interior, Homeland Security and Local Freedoms, selected from category A officials;
- persons designated because of their skills in the field of professional activity concerned by the competitions. Their number depends on the technical channels open to the competitions.

Article 8


Each test shall be assigned a rating ranging from 0 to 20. Each note is multiplied by the corresponding test coefficient.
The jury determines in alphabetical order, for each competition and by technical sector, the list of eligible candidates.
Only candidates who have obtained a score fixed by the jury, which cannot be less than 6 out of 20, before applying the corresponding coefficients, are allowed to participate in the admission phase.
At the end of the admission phase, the jury determines, in order of merit, the list of candidates admitted for each competition and industry and, under the same conditions, a supplementary list.
In the event of an equal number of points between several candidates, the order of classification is determined by the note obtained at the oral examination with the jury of the admission phase.
No one may be declared admitted if he does not obtain at least one note fixed by the jury which cannot be less than 8 out of 20, before applying the coefficients, at the oral tests of the admission phase.

Article 9


The amended Order of September 4, 1979 setting out the modalities for organizing competitions for the recruitment of engineers of the technical services of equipment of the Ministry of Interior, Internal Security and Local Freedoms is repealed.

Article 10


The Director General of Administration at the Ministry of Interior, Internal Security and Local Freedoms is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
