Decree of 16 November 2004 on delegation of signature (centre of studies on networks, transport, urban planning and public constructions)

The Prime Minister,
On the report of the Minister of Equipment, Transport, Land Management, Tourism and the Sea,
In view of the amended Decree No. 47-233 of 23 January 1947 authorizing Ministers to delegate, by order, their signature;
In view of the amended Decree No. 85-659 of 2 July 1985 establishing the organization of the central administration of the Ministry of Planning, Housing and Transport;
In view of Decree No. 94-134 of 9 February 1994, establishing the Centre for Studies on Networks, Transport, Urban Planning and Public Construction;
Having regard to the decree of 30 March 2004 appointing the Prime Minister;
Having regard to the amended Decree of 31 March 2004 on the composition of the Government;
Having regard to Decree No. 2004-320 of 8 April 2004 on the powers of the Minister of Equipment, Transport, Land Management, Tourism and the Sea;

Having regard to the decree of 31 August 2004 on delegation of signature (centre of studies on networks, transport, urban planning and public buildings);
In view of the decision of 15 June 1994 that the director of the study centre on networks, transport, urban planning and public constructions of the functions of a secondary official;
Considering the decision of 24 September 1996 on the organization of the study centre on networks, transport, urban planning and public constructions;
Having regard to the decision of 22 June 2000 appointing the Director of the Study Centre on Networks, Transport, Urban Planning and Public Construction;
In view of the decision of 19 October 2001 to appoint persons responsible for the contracts,
Decrete:

Article 1


Article 3 of the above-mentioned Decree of 31 August 2004 is amended as follows:
“Art. 3. - In the event of the absence or incapacity of Mr. Paul Martin, Director of the Centre for Studies on Networks, Transport, Planning and Public Buildings, Mr. Jean-Paul Dumontier, Chief Urbanist Architect of the State, and Mr. Marc Ellenberg, Contractual Agent, Delegation is given to the effect of signing, within the limits of their respective responsibilities, all agreements, decisions, contracts
Mr. Maurice Abeille, contractual agent;
Mr. René Baroux, contractual agent;
Mr. Michel Cenut, divisional engineer of public works of the State;
Mr. Robert Charvin, divisional engineer of public works of the State;
M. Jean-Claude Galléty, architecte urbaniste de l'Etat ;
M. Jean-François Guet, architecte urbaniste en chef de l'Etat;
Marie-Madeleine Le Marc, a divisional engineer of public works of the state;
Mr. Jacques Limouzin, contractual agent;
Mr. Dominique Prat, a divisional engineer of public works of the State. »

Article 2


The Minister of Equipment, Transport, Land Management, Tourism and the Sea is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
