The professional competition provided for in section 35 of the above-mentioned Decree of 28 December 2001 is open by order of the Minister of Health, Family and Persons with Disabilities.
It is announced at least two months in advance by insertion into the Official Journal of the French Republic.
The jury is appointed by order of the Minister of Health, Family and Persons with Disabilities. It includes:
- the director of hospitalization and care organization or his representative;
- the Director General of Social Action or his representative;
- a departmental director of health and social affairs, appointed by the Minister of Health, Family and Persons with Disabilities;
- two senior management staff from the head of social and psychosocial institutions appointed by the Minister of Health, Family and Persons with Disabilities.
The chair of the jury is exercised by the director of hospitalization or organization of care or, in the event of absence or incapacity of the latter, by a member of the jury appointed by the Minister of Health, Family and Persons with Disabilities.
The secretariat is provided by the management of hospitalization and care organization.
The contest includes the following test:
A conversation, based on the individual file of the candidate, with the members of the jury, of a maximum duration of 20 minutes, which is as follows:
- on the one hand, a presentation of the candidate's career path and motivations (maximum duration: five minutes);
- on the other hand, exchanges with the jury (maximum duration: fifteen minutes).
It is awarded for the trial, by the members of the jury, a rating ranging from 0 to 20. Candidates who have obtained a total of points set by the jury, and who cannot be less than 10, may only be declared admitted. In the event of equal points of candidates, the jury sovereignly determines the order of ranking of the candidates concerned. The jury sets out the list of candidates he declares admitted.
Applications must be submitted to the Ministry of Health, the family and persons with disabilities (directing hospitalization and the organization of care, room P3), 8 Avenue de Ségur, 75350 Paris 07 SP, before the closing date of registration. The order opening the contest sets this date.
These files include for each candidate:
- a letter of application;
- a very detailed curriculum vitae;
- titles and work done;
- a copy of the national identity card or family booklet;
- a state of the civil services performed;
- a copy of the order dependant on the candidate of the position of Director or Deputy Director;
- copy of the last indiciary decision;
- the last three scorecards;
- three timbrated envelopes and labeled at the candidate's address.
The Director of Hospitalization and Care Organization at the Ministry of Health, Family and Persons with Disabilities is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
