Decree of 13 November 2002 on delegation of signature

The Prime Minister,
On the report of the Minister of Agriculture, Food, Fisheries and Rural Affairs,
In view of the amended Decree No. 47-233 of 23 January 1947 authorizing Ministers to delegate, by order, their signature;
In view of Decree No. 99-555 of 2 July 1999 establishing the organization of the central administration of the Ministry of Agriculture and Fisheries;
Having regard to Decree No. 2002-579 of 24 April 2002 on the missions and organization of the General Council for Rural Engineering, Water and Forests;
Having regard to the decree of 17 June 2002 appointing the Prime Minister;
Having regard to the decree of 17 June 2002 on the composition of the Government;
In view of the decision of 1 March 1994 to the General Council of Rural Engineering, Water and Forests, the Central Commission for Water Legislation, established by decree of 7 November 1975;
Having regard to the decision of 24 April 2002 on the competence and functioning of the General Council for Rural Engineering, Water and Forests;
Having regard to the decision of 12 July 2002 appointing the Vice-President of the General Council for Rural Engineering, Water and Forests,
Decrete:

Article 1


Permanent delegation is given to Mr. André Grammont, Vice-President of the General Council of Rural Engineering, Water and Forests, to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, with the exception of decrees, all acts, decisions and supporting documents relating to missions entrusted to general engineers of rural engineering, water and forests assigned to the General Council of Rural Engineering,

Article 2


Permanent delegation is given to Mr. André Grammont, Vice-President of the General Council for Rural Engineering, Water and Forests, to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs, all decisions to ensure the functioning of the Council, including the following:
- permanent commission for the guidance and monitoring of engineers of the interdepartmental body of rural engineering, water and forests;
- delegation to the direction and follow-up of engineers;
- commission for the evaluation of specialist engineers;
- inspection commission;
- commission of the evaluation of public policies and programs;
- Water Law Commission;
- Commission of Legal Studies;
- technical support mission.

Article 3


In the event of the absence or incapacity of Mr. André Grammont, Mr.Michel Bessin, Secretary-General, has a delegation to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs and within the limits of the powers entrusted to him, with the exception of decrees, any acts, decisions and supporting documents relating to the missions referred to in section 1 above.

Article 4


In the event of the absence or incapacity of Mr. André Grammont and Mr. Michel Bessin, Mr. Bernard Lévêque, general engineer of rural engineering, water and forests, has delegation to sign, on behalf of the Minister of Agriculture, Food, Fisheries and Rural Affairs and within the limits of the powers entrusted to him, with the exception of the decrees, any acts, decisions and supporting documents relating to the above-mentioned

Article 5


The Minister of Agriculture, Food, Fisheries and Rural Affairs is responsible for the execution of this decree, which will be published in the Official Journal of the French Republic.
