Considering Decree No. 2004 - 1105 October 19, 2004 on the opening of the recruitment procedures in the public service of the State, including its articles 19 and 26;
Having regard to Decree No 2006 - 441 dated April 14, 2006 on the special status of the body of supervisor of the prison administration, particularly articles 23 and 24;
Considering the Decree of 26 September 2006 on the conditions of physical fitness for admission in the body of command and in the body of framing and application of prison administration, stop supervisory staff: section 1 external and internal competitions provided for in article 23 of the Decree of 14 April 2006 referred to above for the recruitment of correctional lieutenants are opened by Decree of the garde des sceaux Minister of justice, in accordance with the provisions of the Decree of October 19, 2004 referred to above. This order sets the number of positions offered to candidates.
Article 2 these competitions are open to applicants satisfying the conditions laid down in article 23 of the Decree of 14 April 2006 referred to above.
Article 3 the list of candidates allowed to stand for these competitions is stopped by the keeper of the seals, Minister of justice.
Article 4 the two competitions include events written qualifying and oral tests or admission practices rated from 0 to 20.
The programme of events is annexed to this order.
Article 5 the two competitions have two separate written tests of eligibility for any less than 5/20 note is eliminatory.
Eligibility tests are the following: external competition: first round (duration: four hours; coefficient 3): essay on a topic involving general knowledge.
Internal competition: first round (duration: four hours; coefficient 3): drafting of a note of synthesis from documents provided.
Second test common to both competitions consisting of a written composition on the choice of candidates on one of the following materials (duration: three hours; coefficient 3): administrative law;
Criminal law and criminal procedure;
The programme is set in the annex to this order.
At the time of registration, applicants indicate the material chosen for the second round. This choice is final and may not be the object of no change.
Article 6 only candidates having obtained for all of the written tests a total at least 60 points may take the tests for admission. This total number of points is arrested by the jury, which establishes the list of eligible candidates, after equalization, if applicable.
Admission tests include three mandatory tests and an optional test.
Mandatory tests 1. Maintenance of personality on the ability of the candidate to perform the duties of prison lieutenant (maximum duration: 30 minutes; coefficient 5).
This interview is conducted by the jury, excluding the psychologist.
The candidate is subjected, prior to maintenance of personality, psychotechnical tests followed by an exclusively psychological examination by a psychologist.
The jury, including the psychologist, relies on psychological testing and maintenance both for assessing the ability of the candidate to perform the duties of prison lieutenant and assigns a score of 0 to 20.
Any score below 10 on 20 is eliminatory.

Article 7 the jury, whose members are appointed by order of the guard seals, Minister of justice, includes:-the Director of the prison administration or his representative, president;
-two category A officials under the Ministry of justice, including at least a Director of prison services;
-three members of the command corps engaged in prison, including at least a prison lieutenant;
-a psychologist or a psychiatrist not exercising his professional activity with the criminal population.
In case of equal division of votes, the vote of the president is dominating.
Order appointing the members of the Board may provide for the appointment of qualified examiners of the grading of certain events.
The secretariat of the Board is provided by the office of recruitment within the Directorate of the penitentiary administration.
Article 8 the Board stops, for each of the competitions, the list of candidates, in alphabetical order, admitted to take part in the tests for admission. At the end of admission tests, the list of admitted candidates is stopped, by order of merit, among the candidates, for all of the eligibility and admission tests, a number of points fixed by the jury which may not be less than 150 points.
If several candidates have scored the same number of points, priority is given to the one who posted the best score in the first round of admission and then, if new equality, than having obtained the best score in the first test of eligibility.
Board shall adopt, for each of the competition, an additional list containing the names of the candidates it considers suitable to be admitted to the competition.
Article 9 the Decree of 15 February 2002 on the modalities of organization, the program and the nature of the examination for the recruitment of Heads of prison service is repealed.
Article 10 the Director of the prison administration is responsible for the execution of this order, which will be published in the Official Journal of the French Republic.

A N N E X E I I tests physical for ADMISSION to competitions for recruitment of correctional LIEUTENANTS physical testing of competitions for recruitment of correctional lieutenants include: for men:-a race of speed of 80 meters.
-a race of middle distance of 1,000 metres;
-a launch weight of 5 kg.
For women:-a race of speed of 60 meters.
-a race of 400 metres runner;
-a launch weight of 3 kg.
Candidates may undergo the physical tests for admission on presentation, the day of the tests, by a certificate issued by a doctor approved stating that they are able to pass these tests.
Pregnant so candidates that those post-partum benefiting from the postnatal period and breastfeeding beyond the legal limit postnatal women are exempted from the physical challenges. They must be in possession of a medical certificate from a doctor approved establishing their State. They are credited a note equal to the average of the scores obtained by all the candidates in the competition in which they participate.
If a candidate, due to an injury occurred during one of the physical tests, cannot perform all of it, he is awarded lump note laid down by Annex III of this order.
Any absence in sporting events not justified by a medical certificate of temporary unfitness to the sporting practice prepared by a licensed physician is eliminatory. Once a medical certificate is provided, candidates are credited with a score equal to the average of the scores obtained by all the candidates in the competition in which they participate.
Candidates exempted from sports events after presentation of a certificate of unfitness for the sport's medical will be, if successful in the competition and prior to their appointment, a medical visit certifying their ability to resume physical and sports activities.
A N N E X E I I I terms of APPLICATION of scales the physical tests are performed taking into account the following: weight (3 tests): men: weight of 5 kilograms;
Women: weight of 3 kg.
Middle distance: Men: 1 000 metres;
Women: 400 metres.
Speed (individual race, 1 single test): men: 80 metres.
Women: 60 meters.
The scales corresponding to the three events are staggered 4 in 4 points. Each of these points corresponds to 0.25 point for the calculation of the average of 20.
Force majeure caused by inclement weather and endangering the safety of the candidates, the jury will have the opportunity to cancel any of the events or all of them.
In case the jury should cancel one of the tests and in order to always use the rating table, a lump sum will be assigned to candidates for the deleted event as follows: candidates correctional lieutenants: candidates-30 years: 26 points.
+ 30 years candidates: 25 points.
Correctional lieutenants candidates: Candidates-30 years: 19 points.
+ 30 years candidates: 18 points.
In case the jury should cancel all events, all applicants must be reconvoqués as soon as possible.
If a candidate, due to an injury during one of the physical tests, can perform all of the test, he is awarded for the following flat note.
Correctional lieutenants candidates: candidates-30 years: 26 points.
