Mindful of Decree No. 82-886 of October 15, 1982 amended fixing the list of the body for which can be provided separate recruitment for men and for women;
Considering Decree No. 2004 - 1105 October 19, 2004 on the opening of the recruitment procedures in the public service of the State, including its articles 19 and 26;
Having regard to Decree No 2006 - 441 dated April 14, 2006 on the special status of the body of supervisor of the prison administration, particularly its articles 4 and 5;
Considering the Decree of 26 September 2006 on the conditions of physical fitness for admission in the body of command and in the body of framing and application of prison administration, stop supervisory staff: Article 1 the external competition provided by the Decree of 14 April 2006 referred to above for the recruitment of prison warders opened by order of the garde des sceaux Minister of justice, in accordance with the provisions of the Decree of October 19, 2004 referred to above. This order sets the number of positions offered to the applicants and determines the distribution of these posts among the sexes.


Article 2 the contest includes tests for eligibility and admission.


1. eligibility the eligibility tests consist of: a. - a composition on a topical subject or theme of a general nature designed to assess the candidate's ability to present ideas and string together them logically written and control his mastery of spelling (duration: two hours; coefficient 2).
B. - A series of multiple-choice questions and a series of short-answer questions designed to appraise the General knowledge of the candidates and their abilities of reflection (duration: a thirty hour; 2 coefficient).
All of the issues relates to the following areas:-the historical evolution of France since the beginning of the twentieth century.
-Geography physical, human, and economic of the France;
-the latest news (international relations, politics, and economic, scientific issues, movements cultural, sport, daily life...).
Each event is rated from 0 to 20. Any score below 5/20 to one of the two events is eliminatory.
Only candidates having obtained a total number of points at least 40, after application of the coefficients, for these events may have access to the tests for admission. This total number of points is arrested by the jury, which establishes the list of candidates after adjustments, if applicable.
2. admission the admission tests are preceded by a presentation lasting 30 minutes made to eligible applicants by the prison administration and the job of supervisor missions, for which the presence of the candidates is required.
Admission tests are formed: a. - maintenance of personality on the ability of the applicant to perform the functions of supervisor (coefficient 5), for a period of fifteen minutes.
This interview is conducted by the examining group whose composition is defined by article 3 of this order, excluding the psychologist or psychiatrist.
The candidate is subjected, prior to maintenance of personality, psychotechnical tests followed by an exclusively psychological examination by a psychologist or a psychiatrist.
The examining group and the psychologist or psychiatrist meet then to assign a note on 20 to the candidate.
Less than 10 out of 20 in this test is eliminatory.
B. - A series of physical tests scored on 20 (coefficient 2), whose nature and modalities are laid down in the annex to this order.
A score of 0 to the set of physical testing is eliminatory.
Candidates may undergo the physical tests for admission on presentation, the day of the tests, by a certificate issued by a doctor approved stating that they are able to pass these tests.
Candidates pregnant and post-partum, benefiting the postnatal period and breastfeeding beyond the legal limit postnatal women are exempted from the physical challenges. They must be in possession of a medical certificate from a doctor approved establishing their State. They are credited a note equal to the average of the scores obtained in the sporting events by all of the candidates in the competition in which they participate.
If a candidate, due to an injury occurred during one of the physical tests, cannot perform all of it, he is awarded lump note laid down by Annex III of this order.
Any lack in sporting events not justified by a medical certificate of temporary unfitness to the sports practice established by a licensed physician is sanctioned by the 0 playoff mark.
Any candidate who produced, at the latest, the day of the tests, a certificate of temporary unfitness to the sport by a doctor approved is credited with note 0 non-eliminatory.
Candidates exempted from sports events after presentation of a certificate of temporary unfitness for the sport's medical will be, if successful in the contest, and prior to their appointment, a medical visit certifying their ability to resume physical and sports activities.


Article 3 the jury, whose members are appointed by order of the guard seals, Minister of justice, includes: the Director of the prison administration or his representative, president;
Groups of examiners composed as follows:-the regional director of the prison area, seat of a test center, or his representative;
-an official of the Directorate of the penitentiary administration staff body;
-a member of the body of command of the prison supervisory staff;
-a major prison or a first supervisor with at least five years of effective public services in his body;
-a supervisor or a brigadier supervisor with at least five years of effective public services in the body;
-a psychologist or psychiatrist who is not exercising his professional activity with the criminal population.
In case of equal division of votes, the vote of the president is dominating.
The secretariat of the Board is provided by the office of recruitment within the Directorate of the penitentiary administration.


Article 4 at the end of the tests for admission, the Board meets to deliberate on the results transmitted by each group of examiners and sets after adjustments if applicable, and by order of merit, the list of candidates admitted to the competition.
Only may be included on this list the candidates for all of the eligibility and admission tests a number of points set by the jury, which may not be less than 110 points or understand no playoff notes.
The jury may draw up an additional list of candidates it considers suitable to be admitted to the competition.
If several candidates have scored the same number of points, priority is given to the one who posted the best score in the first round of admission then, in case of new equality, than having obtained the best score the written composition test.


Article 5 the Decree of 17 April 2000 on the terms of organization, the program and the nature of the examination for the recruitment of prison guards is repealed.


Article 6 the Director of the prison administration is responsible for the execution of this order, which will be published in the Official Journal of the French Republic.


Annex A N N E X E I tests physical for ADMISSION to the competition external recruitment of supervisors of the ADMINISTRATION prison physical testing of the external assistance of recruitment of prison warders include: for men:-a race of speed of 80 meters.
-a race of middle distance of 1,000 metres;
-a launch weight of 5 kg.
For women:-a race of speed of 60 meters.

-a race of 400 metres runner;
-a launch weight of 3 kg.
A N N E X E I I terms of APPLICATION of scales the physical tests are performed taking into account the following: weight (3 tests): men: weight of 5 kilograms;
Women: weight of 3 kg.
Middle distance: Men: 1 000 metres;
Women: 400 metres.
Speed: individual race (1 test): men: 80 metres.
Women: 60 meters.
The scales corresponding to the 3 events are staggered 4 in 4 points. Each of these points corresponds to 0.25 point for the calculation of the average of 20.
Force majeure caused by inclement weather and endangering the safety of the candidates, the jury will have the opportunity to cancel any of the events or all of them.
In case the jury should cancel one of the tests and in order to always use the rating table, a lump sum will be assigned to candidates for the deleted event as follows: candidates supervisors: candidates under 30 years: 26 points.
Candidates more of 30 years: 25 points.
Candidates supervisors: Candidates age 30: 19 points;
Candidates more of 30 years: 18 points.
In case the jury should cancel all events, all applicants must be summoned again as soon as possible.
If a candidate, due to an injury during one of the physical tests, can perform all of the test, it is awarded for it the following lump note: candidates supervisors: candidates in less than 30 years: 26 points.
Candidates more of 30 years: 25 points.
Candidates supervisors: Candidates age 30: 19 points;
Candidates more of 30 years: 18 points.
