Decision of 19 September 2006 on the organization of the delegation to European and international affairs

Minister of Employment, Social Cohesion and Housing and Minister of Health and Solidarity,
Having regard to amended Decree No. 87-389 of 15 June 1987 on the organization of central administration services;
In view of Decree No. 90-665 of 30 July 1990 on the organization of the central administration of the Ministry of Labour, Employment and Vocational Training and the Ministry of Solidarity, Health and Social Welfare, as amended by Decree No. 97-531 of 27 May 1997 establishing a delegation to European and international affairs;
In view of Decree No. 2005-661 of 9 June 2005 on the powers of the Minister of Health and Solidarity;
Having regard to Decree No. 2005-670 of 16 June 2005 on the powers of the Minister of Employment, Social Cohesion and Housing;
Considering the advice of the Joint Central Joint Technical Committee to the Central Administration of the Ministry of Labour and Social Affairs of 11 July 2006,

Article 1


The delegation to European and international affairs is placed under the authority of a delegate. The delegate is assisted by a deputy who begged him in the event of absence.
The delegation to European and international affairs includes:
- the mission of resources, animation and synthesis, including an office of human resources and general affairs;
- the office of European policies and relations;
- the office of international affairs in the field of health and social protection;
- the office of international affairs in the field of labour, employment, social affairs and human rights.

Article 2


The European Policy and Relations Office is responsible, within the framework of and within the scope of competence established by the above-mentioned decree of 30 July 1990 in connection with the departments and services of the Ministry:
- to organize the preparation and follow-up of the decisions of the Council of the European Union and, as necessary, the work of the other councils as well as the work of the European Commission, the European Parliament and other institutions and bodies of the European Union;
- to develop the ministry's positions on European Union issues;
- to ensure:
- the preparation and monitoring of all policies and activities of the Council of the European Union and the monitoring of the policies and activities of the Member States or candidates for accession in the areas of competence of the Ministry;
- monitoring the execution of regulations, directives and decisions, taking into account the notices, deliberations and monitoring of the execution of judgments rendered by the Court of Justice of the European Communities;
- information and consultation of social partners, under the conditions set out in Article 5 of Decree No. 98-1080 of 30 November 1998 establishing a committee for social dialogue for European and international issues.
It also ensures the animation and coordination of bilateral relations between France and other Member States of the European Union or candidates for accession as well as cooperative actions with those countries.
It prepares and negotiates agreements and arrangements arising from previous missions.
It maintains, in accordance with the respective competences, with social affairs advisers, with the General Secretariat of European Affairs, the permanent representation with the European Union and the Ministry of Foreign Affairs, the relations necessary for the success of its missions.

Article 3


The Office of International Affairs in the area of health and social protection is responsible, within the framework and field of competence set out in the aforementioned Decree of 30 July 1990 and in liaison with the departments and services of the Ministry:
- to participate in reflections on the French strategy and the orientation of interventions in bilateral and multilateral cooperation and funding in conjunction with other ministries, including the Ministry of Foreign Affairs, the IPF "France international cooperation" and the French Agency for Development;
- to ensure the representation of the ministry in the work of the specialized agencies of the United Nations, including those of the World Health Organization, UNAIDS, the Global Fund, in liaison with the representatives of France to the governing bodies of the organizations;
- to ensure the representation of the ministry in the work of the most industrialized groups and relevant multilateral economic organizations, including the World Bank and the International Monetary Fund;
- to follow up on the work of the Organisation for Economic Cooperation and Development on Health;
- to follow up on multilateral and bilateral cooperation as well as monitoring relations with States not belonging to the European Union or candidates for accession.
In connection with the directions concerned, he exercised State supervision over the IPF "Together for a therapeutic solidarity in the network" (ESTHER).
It monitors the activities of the IPF "Health-Social Protection".
It prepares and negotiates agreements and arrangements arising from previous missions.

Article 4


The Office of International Affairs in the Field of Labour, Employment, Social Affairs and Human Rights is responsible, within the framework and field of competence established by the decree of 30 July 1990 and in liaison with the departments and services of the Ministry:
- to participate in reflections on the French strategy and the orientation of interventions in bilateral and multilateral cooperation and funding in conjunction with other ministries, including the Ministry of Foreign Affairs, the IPF "France international cooperation" and the French Agency for Development;
- to monitor all activities of the United Nations;
- to ensure the representation of the ministry in the work of the specialized agencies of the United Nations, in particular those of the International Labour Organization, in liaison with the representatives of France to the governing bodies of those bodies;
- to ensure the information and consultation of social partners under the conditions established by ILO Convention No. 144 and Decree No. 98-1080 of 30 November 1998;
- to ensure the monitoring and representation of the Ministry in the work of the Organisation for Economic Co-operation and Development, the World Trade Organization, groups of the most industrialized countries and relevant multilateral economic institutions, including the World Bank and the International Monetary Fund;
- to follow up on multilateral and bilateral cooperation as well as monitoring relations with States not belonging to the European Union or candidates for accession; it raises and implements, as appropriate, the financing of the voluntary contributions of France to multilateral organizations within the framework of the conventions of cooperation with those organizations;
- to ensure the monitoring and representation of France in the work of the Council of Europe.
In liaison with the relevant branches, he exercises the guardianship of the State on the public interest group for the development of technical assistance and international cooperation "International IPTF".
It monitors issues related to the social dimension of globalization.
It contributes to the animation of dialogue with civil society.
It prepares and negotiates agreements and arrangements arising from previous missions.

Article 5


In their respective areas, the Office of International Affairs in the field of health and social protection and the Office of International Affairs in the field of labour, employment, social affairs and human rights associate social advisers, public institutions and agencies that depend on the Ministry with all French agencies involved in international cooperation in the field of ministries' competence.

Article 6


In their respective fields, the office of European policies and relations, the office of international affairs in the field of labour, employment, social affairs and human rights and the office of international affairs in the field of health and social protection prepare, in liaison with the Ministry of Foreign Affairs, the movements abroad of ministers responsible for health, social protection, social action, employment education of the city,

Article 7


The mission of resources, animation and synthesis, which participates in the animation of dialogue with civil society, includes:
- the Office of Human Resources and General Affairs. It is responsible, in conjunction with DAGPB, for the preparation of budgetary requests for international action and for the monitoring and dialogue of management on the use of these credits; prepares and monitors annual projects and performance reports for the actions of the delegation; it conducts and accompanies the modernization of the delegation; It is responsible for the administrative management of individual officer situations and is responsible for the design and management of the training plan in connection with the DAGPB. It manages the material resources necessary for the functioning of the delegation and ensures the working conditions of the officers. It organizes and manages the movement and missions of officers. It supports the organization of events and events;
- the cell responsible for communication, information and synthesis. It is responsible for designing, monitoring and animating the internal communication of the delegation and proposing external communications actions in connection with the department's information and communication department. It identifies and exploits the work and documents on the files followed by the delegation in order to synthesize and disseminate relevant information to, where appropriate, administrations and civil society;
- the cell responsible for the animation of the networks and the presence of France. She manages the network of social affairs advisers; as such, she coordinates and directs the work of social affairs advisers abroad. It maintains, in connection with the management of the general administration and the modernization of services and the management of the general administration, staff and budget, the state of the agents of the ministry stationed abroad or occupying European or international missions in France. She participates in the animation of the network they form.
It ensures the development of relations with non-governmental organizations.

Les arrêtés du 14 septembre 1999 portant organisation de la délégation aux affaires européennes et internationales en sous-directions et portant organisation des sous-directions de la délégation aux affaires européennes et internationales en bureau sont repeals.

The present order will be issued in the Official Journal of the French Republic.
