Having regard to Organic Law No. 2001-692 of 1 August 2001 on Financial Laws;
Having regard to Act No. 95-115 of 4 February 1995 on guidance for the development and development of the amended territory, including its Article 33;
Considering Decree No. 99-1060 of 16 December 1999 on State subsidies for investment projects,
Decrete:
It is established with the Prime Minister an interdepartmental committee on land development and competitiveness.
This committee decides on the objectives of the national policy of attractiveness, competitiveness and cohesion of the territories:
- by anticipating economic changes;
- improving the accessibility of the territories and promoting balanced urban and rural areas;
- coordinating the definition and implementation of European procedures and contractual arrangements involving the State with territorial authorities in the field of land use planning.
The Interdepartmental Planning and Competitiveness Committee of the Territories, chaired by the Prime Minister, includes the Ministers responsible for the development of the territory, the interior, the territorial authorities, the budget, the economy, employment, agriculture, rural affairs, equipment, transport, industry, higher education, research, the city, the environment and the sustainable development of the departments and territories. Other ministers may be called upon to sit on the inter-ministerial committee for matters within their jurisdiction.
Depending on the agenda, the interdepartmental committee may be convened in a restricted training, under the chairmanship of the Prime Minister.
Ministers responsible for the economy and industry report, together with the Minister responsible for employment, and if necessary jointly with the Ministers also concerned, on the agenda items on the medium- and long-term sectoral forward-looking for economic change.
The Land Management and Regional Action Officer, the Secretary General of the Government and the Commissioner of the Plan participate in committee meetings. The delegate prepares the agenda, in conjunction with the relevant departments, and implements its decisions.
The Secretary-General of the Government shall serve as the secretariat of the committee.
The Interdepartmental Planning and Competitiveness Committee of the Territories defines the general guidelines for the allocation of the National Land Management and Development Fund.
For the programming of new operations under the general section of this fund, the committee may meet in specialized training under the chairmanship of a representative of the Prime Minister and in the presence of representatives of the law ministers of the inter-ministerial committee and representatives of the other ministers concerned on the basis of the decisions envisaged.
For operations financed from the National Land Management and Development Fund and related to the restructuring of mining areas, the amount of the State subsidy may increase the amount of direct public aid to more than 80% of the forecast amount of the subsidy incurred by the applicant.
The operations under this depletion are as follows:
- refurbishment of the various roads and networks of mining cities, sanitation;
- demolition of the houses of the abandoned cities.
The term "interdepartmental planning and competitiveness committee of the territories" is substituted for that of "interdepartmental planning and development committee of the territory" in the existing regulations.
Decree No. 95-414 of 19 April 1995 on the Inter-Ministerial Planning and Development Committee of the Territory is repealed.
