By way of derogation from the provisions of the preceding articles: 1 ° the business status of officials and agents of the State as well as workers of the State are reviewed by the finance section. Affairs of status concerning the territorial public service are reviewed by the section of the Interior, those concerning the public hospital service are reviewed by the social section. The business of pensions are reviewed by the finance section. When a public service or pension case specially officials placed State under the authority of one of the Ministers referred to in articles 1, 3 and 4 above, the president of the section of finance may, in agreement with the president of the competent section for matters dependent on this Minister, call one of the members of this section to take part , in accordance with the provisions of the second subparagraph of article R. 123 - 6 of the code of administrative justice, the deliberations of the finance section.
2 ° are considered by the social section cases concerning social security schemes and matters concerning labour and employment, including labour relations between employees and employers, even if they are not directly to the Minister of Social Affairs, labour and solidarity and the Minister of health, of the family and the disabled.
In the cases mentioned above, a member of the section competent to hear cases dependent on the Minister responsible for the issues involved can be called in the same conditions as the 1 ° above as regards the finance section, to take part in the deliberations of the social section.

The order of 22 July 1997 on the allocation of cases between the administrative sections of the Council of State is repealed.
