Notice of contest reserved for access to non-registrant agents owned or owned by the Ministry of Economy, Finance and Industry in the body of central administrative officers

A contest reserved for the access of non-responsive agents in the body of central administrative officers is organized by the Ministry of Economy, Finance and Industry.


1. Conditions of admission to compete


This reserved contest is open to candidates who meet the following conditions:
1° Justify that, for at least two months in the twelve-month period preceding 10 July 2000, the quality of non-public law officer of the State or local public educational institutions, temporarily recruited and engaged in missions to the incumbents;
2° Have been, during the period of two months defined at the 1st, in office or having been granted leave under the decree taken on the basis of Article 7 of Law No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
3° Justify, no later than the date of appointment in the body, the required titles or diplomas of the candidates for the external access examination to the body of the central administrative officers. Candidates can obtain recognition of their professional experience in equivalence of the qualifications or diplomas required to compete in the competition.
The minimum duration of the professional experience likely to be recognized in equivalence of the conditions of titles or diplomas required to compete in the competition for the access of non-registrant agents in the body of the central administrative officers is fixed to five years when the required degree or title is a second or third cycle diploma of general or technological higher education or equivalent level.
However, where the candidate already justifies a degree or a title of a level immediately below that of the degree or title required, the minimum duration of the professional experience likely to be recognized is two years.
Under this experience, it may be taken into account any professional activity that requires a qualification level equivalent to the qualification level that is sanctioned by the title or diploma required to compete.
The candidate who wishes to obtain recognition of his or her professional experience for access to the contests must send the competent authority to stop the list of candidates admitted to participate in an application accompanied by a file containing any elements of a nature to enable him or her to verify the nature and duration of the activity or professional activities to which the candidate requests recognition;
4° Justify, no later than the closing date of the registrations to the contest, a period of actual public services at least three years of full-time equivalent over the last eight years;
5° Candidates may only compete under the administration they report to or from which they were on the expiry date of their last contract.


2. Number of positions offered


The number of posts will be set at a later stage.


3. Test dates


The written test will take place on 13 January 2004.
The oral event will take place from 8 March 2004.


4. Nominations


The deadline for the withdrawal of registration files is November 3, 2003, before 6 p.m., for files removed from the competition office or the stamp of the position being authenticated for the files requested by mail, time limit.
The deadline for the filing of the registration files, accompanied by a maximum of two pages, is November 7, 2003, by 6 p.m., for the records filed at the competition office or the stamp of the position for the files sent by mail, the deadline for the completion of the registration. Any file filed or posted out of time will not be considered.


5. Nature, testing program
and organizational arrangements


A decree of 14 March 2002 (Official Gazette of 21 March 2002) sets out the nature and programme of the competition.
This competition includes a written eligibility test and an oral admission test.
The written proof of eligibility consists of a writing, from an administrative record, of a note to verify the candidate's analytical and synthesis qualities and his ability to identify appropriate solutions (duration: 4 hours); coefficient 2).
The oral test begins with a presentation by the candidate on his professional experience and the functions he has performed; This presentation is followed by an interview with the jury whose objective is to appreciate the personality, abilities, professional motivations of the candidate, the ability to fit into a professional environment and to adapt to the functions that can be entrusted to the body officials. During this interview, the questions asked by the jury relate to the candidate's general administrative knowledge and professional experience (due of the trial: 30 minutes; duration of the presentation: 10 minutes maximum; maintenance time: 20 minutes minimum; coefficient 4).
