In view of the amended Decree No. 47-233 of 23 January 1947 authorizing Ministers to delegate, by order, their signature;
In view of Decree No. 63-112 of 14 February 1963 creating a delegation for the development of the territory and regional action and setting out the powers of the delegate;
In view of Decree No. 63-393 of 28 August 1963 concerning the staff of the delegation for the development of the territory and for regional action, as amended by Decree No. 72-356 of 3 May 1972;
Having regard to the decree of 21 September 2000 appointing a Director, Deputy to the Delegate for Land Management and Regional Action;
Having regard to the decree of 25 July 2002 appointing the Delegate for Land Management and Regional Action;
Having regard to the decree of 30 March 2004 appointing the Prime Minister;
Having regard to the amended Decree of 31 March 2004 on the composition of the Government;
Having regard to Decree No. 2004-320 of 8 April 2004 on the powers of the Minister of Equipment, Transport, Land Management, Tourism and the Sea;
Having regard to the decree of 26 July 2004 appointing a director to the delegation for land development and regional action;
Having regard to the decree of 30 September 2004 on the termination of the functions of the delegate for land use and regional action;
In view of the decision of 22 July 2004 on the management of a Deputy Director of the Delegation for Land Management and Regional Action,
Decrete:
Permanent Delegation is given to Mr. François Philizot, Director, Assistant to the Land Management and Regional Action Delegate, to sign, on behalf of the Minister of Equipment, Transport, Land Management, Tourism and the Sea:
(a) All orders and decisions, excluding decrees;
(b) All contracts, contracts, amendments and conventions;
(c) Any payment, transfer and delegation orders, orders of payment, cheques, vouchers, orders of receipts and other accounting documents, orders of debentures and enforceable statements, and, in general, all orders and decisions relating to the execution or administrative management of the land use budget.
In the event of the absence or incapacity of Mr François Philizot, Director, Deputy to the Land Use Planning and Regional Action Delegate, delegation is given to Ms. Sylvie Esparre, Director of the Delegation for Land Use Planning and Regional Action, to sign, on behalf of the Minister of Equipment, Transport, Land Use Planning, Tourism and the Sea, all documents to be addressed.
In the event of the absence or incapacity of Mr.François Philizot, Director, Deputy to the Land Management and Regional Action Delegate, and Ms. Sylvie Esparre, Director of the Delegation for Land Use Planning and Regional Action, delegation is given to Mr. Hervé Jonathan, Deputy Director, to sign all documents referred to in Article 1, within the limits of his powers.
In the event of the absence or incapacity of Mr. François Philizot, Director, Deputy to the Delegate for Land Use and Regional Action, of Ms. Sylvie Esparre, Director of the Delegation for Land Use and Regional Action, of Mr. Hervé Jonathan, Deputy Director, Delegation is given to Ms.Emmanuèle Nedey, Contract Officer, and to Ms. Marie-José Cigan, Director of
The Decree of August 27, 2004 on delegation of signature (delegation to land use and regional action) is repealed.
The Minister of Equipment, Transport, Land Management, Tourism and the Sea is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
