The Prime Minister,
On the report of the Minister of Interior, Homeland Security and Local Freedoms,
Considering the education code, including articles L. 6222-1 and L. 6222-2;
Considering the Labour Code, including Article L. 611-4;
Having regard to Act No. 72-69 of 5 July 1972, as amended, establishing and organizing the regions, including Article 21-1;
Having regard to Act No. 92-125 of 6 February 1992 concerning the territorial administration of the Republic;
In view of Decree No. 46-1432 of 14 June 1946 on the Regulation of Public Administration for the Application of Articles 32 and 33 of the Financial Law of 27 April 1946 relating to the National Institute of Statistics and Economic Studies for the Metropolitan and Overseas France;
Considering Decree No. 48-162 of 28 January 1948 on the organization of the external services of the Ministry of Veterans and War Victims;
Having regard to the amended Decree No. 54-122 of 1 February 1954, which regulates public administration for the setting up of the particular status of the General Treasures Corps;
In view of the amended Decree No. 60-652 of 28 June 1960 on the organization of the metropolitan external services of civil aviation;
In view of Decree No. 60-1161 of 2 November 1960 on regional delegates to tourism;
Having regard to Decree No. 67-278 of 30 March 1967 concerning the organization and powers of the regional and departmental services of the Ministry of Equipment;
Having regard to Decree No. 67-279 of 30 March 1967 concerning the organization and powers of the regional equipment service of the Paris region;
Having regard to Decree No. 82-627 of 21 July 1982, pursuant to Article 3 of Decree No. 82-389 of 10 May 1982 and Article 3 of Decree No. 82-390 of 10 May 1982, concerning the powers of the commissioners of the Republic on the services of navigation;
Having regard to Decree No. 82-642 of 24 July 1982 adopted pursuant to Article 3 of Decree No. 82-389 of 10 May 1982 and Article 3 of Decree No. 82-390 of 10 May 1982 relating to the powers of the commissioners of the Republic on the technical study centres of equipment and interregional vocational training centres;
In view of Decree No. 82-762 of 6 September 1982 establishing regional directorates for foreign trade;
Having regard to amended Decree No. 83-568 of 27 June 1983 on the organization of the regional branches of industry, research and the environment, including Article 6;
Having regard to amended Decree No. 84-1192 of 28 December 1984 on the organization and powers of the regional branches of agriculture and forest;
Having regard to Decree No. 86-538 of 14 March 1986 on the powers and organization of the regional branches of cultural affairs;
Considering Decree No. 91-1139 of 4 November 1991 on the organization and missions of the regional environmental directorates;
Having regard to Decree No. 94-1003 of 21 November 1994 on regional delegates to trade and crafts;
In view of Decree No. 94-1046 of 6 December 1994 on the responsibilities of the regional and departmental branches of health and social affairs;
In view of Decree No. 94-1166 of 28 December 1994 on the organization of the decentralized services of the Ministry of Labour, Employment and Vocational Training;
In view of the amended Decree No. 97-156 of 19 February 1997 on the organization of the decentralized services of ocean affairs;
In view of Decree No. 2000-738 of 1 August 2000 on the organization of the deconcentrated services of the General Directorate of Taxation;
Considering Decree No. 2001-38 of 12 January 2001 on the employment of Secretary-General for Regional Affairs;
In view of Decree No. 2001-1179 of 12 December 2001 on the decentralized services of the General Directorate of Competition, Consumption and Suppression of Frauds;
In view of Decree No. 2004-374 of 29 April 2004 on the powers of prefects of the region and department and the action of public services and bodies of the State in the regions and departments, in particular Article 34 thereof;
Considering the advice of the technical committee of the Ministry of Interior, Internal Security and Local Freedoms of 9 July 2004;
Considering the advice of the Joint Technical Committee of the Ministry of Economy, Finance and Industry of 8 July 2004;
Considering the advice of the technical committee of the Ministry of National Education, Higher Education and Research of 2 July 2004;
Having regard to the advice of the Joint Technical Committee of the Ministries of Employment, Labour and Social Cohesion, Health and Social Welfare, Family and Childhood and Parity and Professional Equality of 15 June 2004;
Considering the advice of the technical committee of the Ministry of Equipment, Transport, Land Management, Tourism and the Sea of 7 June 2004;
Considering the advice of the technical committee of the Ministry of Agriculture, Food, Fisheries and Rural Affairs of 17 June 2004;
Considering the advice of the Joint Technical Committee of the Ministry of Ecology and Sustainable Development of 12 July 2004;
In view of the opinion of the Joint Technical Committee of the Ministry of Culture and Communication of July 23, 2004,

The regional hubs of the state are eight:
- an education and training centre, the head of which is the academy rector. In regions with more than one academy, each rector is responsible for the pole for the academy that he directs;
- a "public management and economic development" pole, whose manager is the treasurer-payer general of the region;
- a "transport, accommodation, accommodation" or "transport, housing, accommodation and sea" pole for coastal areas, the head of which is the regional director of equipment;
- a “public health and social cohesion” pole, whose head is the Regional Director of Health and Social Affairs;
- a "agricultural economy and rural world" pole, the head of which is the Regional Director of Agriculture and Forestry;
- an "environment and sustainable development" pole, whose head, designated by order of the regional prefect, may be the regional director of the environment or the regional director of the industry, research and the environment;
- a "job development and occupational integration" pole, whose head is the Regional Director of Labour, Employment and Vocational Training;
- a cultural hub, the head of which is the Regional Director of Cultural Affairs.

The "education and training" cluster includes academic services.

The "public management and economic development" pole includes the services of the general treasury of the region, the regional management of the industry, research and the environment, including the regional delegation for research and technology, the regional management of customs and indirect rights, the regional management of competition, consumption and the suppression of fraud, the regional management of the National Institute for Statistics and Economic Studies and Management
The Tax Services Branch of the Chief-City Region Department is also involved in the work of the Trade Point.

The "transport, accommodation, development" or, for coastal regions, "transport, accommodation, accommodation and sea" includes the services of the regional management of equipment, the regional management of marine affairs, the civil aviation management, the navigation service, the regional management of work, transport, the regional delegation to tourism, special services of the air bases, the technical studies centre of equipment and the interregional training centre.
Interregional services are part of the focal point of each region concerned.

The Public Health and Social Cohesion Unit includes the services of the Regional Directorate for Health and Social Affairs and those of the Interdepartmental Management of Veterans with its headquarters in the region, for the functions of the service centres.

The "agricultural economy and rural world" cluster includes the services of the regional agriculture and forest management, as well as, for the purposes of fisheries and marine aquaculture, those of the regional management of marine affairs.

The "Environment and Sustainable Development" cluster includes the services of the regional environmental management and regional management of industry, research and the environment.

The "job development and occupational integration" cluster includes the services of the Regional Directorate of Labour, Employment and Vocational Training.

The cultural hub includes the services of the Regional Directorate for Cultural Affairs.

In the regions on a list prepared by the Prime Minister ' s order, the Prefect of the Region may institute, on an experimental basis, poles whose composition and powers are derogatory to the provisions of Articles 1 to 9 of this Order.
Experimentation is proposed for a limited period of time by the regional prefect to the Minister for which the services or parts of the services concerned relate. It is the subject of an impact study and is evaluated at the end of its implementation.
