In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
Having regard to amended Decree No. 82-886 of 15 October 1982 implementing Article 18 bis of the Ordinance of 4 February 1959 relating to the general status of public servants;
In view of Decree No. 2004-1105 of 19 October 2004 on the opening of recruitment procedures in the public service of the State, in particular Articles 19 and 26 of the State;
In view of Decree No. 2006-441 of 14 April 2006 on the special status of the prison supervisory staff, including Articles 4 and 5;
In view of the September 26, 2006 decision on the conditions of physical fitness for admission to the corps of command and to the supervision and enforcement of the surveillance personnel of the prison administration;

The contest provided for by the decree of 14 April 2006 for the recruitment of prison officers is opened by order of the seal guard, Minister of Justice, in accordance with the provisions of the decree of 19 October 2004 referred to above. The number of positions offered to candidates and, where appropriate, the distribution of positions between the two sexes, the deadlines for withdrawal and nomination of candidates, the list of candidates authorized to attend the competition and the composition of the jury shall be determined by order of the seals officer, Minister of Justice.

The contest provided for in Article 5 of the above-mentioned Decree of 14 April 2006 includes an eligibility test and admission tests.


1. Eligibility test


It consists of a written test (duration: three hours, coefficient 3) which includes:
- a series of 20 maximum questions with multiple choices;
- a series of 10 questions maximum logical reasoning using the candidate's analytical, observation, deduction and common sense qualities;
- the drafting of a report based on one or more documents relating to an event or incident that may arise in the course of the performance of the duties of prison supervisor. Its purpose is to verify the candidate's ability to report to his or her hierarchy by writing a detailed report from the event or incident.
Multiple-choice questions concern one or more of the following areas:
- the historical evolution of France and Europe since the beginning of the 19th century;
- the institutions and principles of the Fifth Republic;
- the physical, human and economic geography of France and Europe;
- recent news (international relations, political life, cultural movements, sport, daily life...).


2. Intake test


Admission tests are preceded by a 30-minute collective presentation to eligible candidates from the prison administration's missions and the profession of prison supervisor. The presence of candidates for this presentation is mandatory.
The admission examinations shall consist of:
- an oral examination consisting of the choice of the candidate determined at the time of the examination:
- in a personality interview covering his ability to perform the supervisor's functions and his motivations (duration: 20 minutes maximum, coefficient 5);
- in recognition of the achievements of his professional experience as long as he has a minimum professional experience of three years (duration: 20 minutes maximum, coefficient 5).
The jobs in the security sector of the interdepartmental repertoire of the State or in relation to the professions of security or in relation to the prison administration are taken into account in the professional experience.
For the maintenance test based on the recognition of the achievements of the professional experience, the candidate produces at the time of registration a professional record that reveals in particular his/her professional curriculum, his/her personal and professional motivations for the exercise of the functions of prison supervisor. The interview must then focus exclusively on the applicant's file.
The organizing services of the contest provide candidates upon registration with a file and all the information useful for the constitution of the contest.
Candidates must also undergo psychological tests performed by the psychologist following a psychological interview performed exclusively by a psychologist or psychiatrist. Tests and maintenance are used during the oral test. They are an aid to the decision of groups of examiners;
- a series of mandatory physical tests recorded on 20 (coefficient 2), whose nature and terms are set out in the annex to this Order.
Candidates may only be subjected to physical admission tests on the day of the tests of a certificate issued by a certified doctor certifying that they are capable of taking these tests.
Pregnant candidates as well as those from birth - benefiting from the postnatal legal period - and nursing women beyond the postnatal legal period are exempted from physical trials. They must be in possession of a medical certificate from a registered physician establishing their condition. They are credited with a rating equal to the average of the scores obtained by all candidates in the contest in which they participate.
If a candidate, as a result of an injury that occurred during one of the physical tests, cannot complete the physical test, the candidate shall be assigned the lump sum rating set out in Appendix III to this Order.
Any absence of sporting events not justified by a medical certificate of temporary incapacity to the sport practice established by a registered doctor is eliminated.
A candidate who produces a certificate of temporary incapacity on the day of the tests to the sport practice established by a registered physician is credited with the non-eliminary zero mark.

It is assigned to each eligibility and admission test a rating from 0 to 20; this note is multiplied by the coefficient corresponding to each test. The sum of the points thus obtained forms the total points of the tests.
Are eliminated:
- any rating less than 5 out of 20, excluding coefficient, to the written eligibility test;
- any rating less than 10 out of 20, excluding the oral admission test;
- a score of 0 out of 20 to all physical tests.

The jury, whose members are appointed by Seal Guard Order, Minister of Justice, includes:
- the director of the prison administration or his representative, president;
- groups of examiners composed as follows:
- the interregional director of the penitentiary region, headquarters of an examination centre, or his representative;
- a member of the prison directors ' body;
- a member of the Correctional Service Supervisory Personnel Command Corps, with at least five years of public service in the body;
- a member of the body of supervision and enforcement of the prison administration with at least five years of public service in the body;
- a psychologist or a psychiatrist.
The jury's secretariat is provided by the recruitment department within the prison administration.

The jury shall determine, where appropriate, the alphabetical list of eligible candidates.

At the end of the admission examinations, the jury meets and operates, as appropriate, the equalization of the scores attributed and transmitted by each group of examiners. The jury then proceeded to final deliberation and established, in order of merit, the list of candidates admitted to the contest.
Only candidates who have obtained a number of points fixed by the jury for all the examinations of eligibility and admission may be included on this list, which may not, after applying the coefficients, be less than 100 points or include no elimatory notes.
The jury prepares a supplementary list of candidates that it considers fit to be admitted to the competition.
In case of equal sharing of votes, the President's voice is preponderant.
If several candidates total the same number of points, the priority is given to the one who obtained the best grade at the first admission test and then, in the event of a new equality, to the one who obtained the best grade at the eligibility test.

The Order of September 26, 2006 amended by the Order of December 21, 2006 on the terms and conditions of organization, the program and the nature of the examinations for the recruitment of prison officers is repealed.

The director of the prison administration is responsible for the execution of this order, which will be published in the Official Journal of the French Republic.

PHYSICAL REQUIREMENTS FOR EXTERNAL RECRETATION
DE SURVEILLANTS DE L'ADMINISTRATION PÉNITENTIAIRE


The physical tests of the external recruitment examination for prison officials include:
For men:
- a speed race of 80 meters;
- a half-ground race of 1,000 meters;
- a weight throw of 5 kilograms.
For women:
- a speed race of 60 meters;
- a half-ground race of 400 meters;
- a weight throw of 3 kilograms.

BARÈMES MODALITIES


Physical tests shall be carried out taking into account the following indications:
Weight launch (three tests):
- men: weight of 5 kilograms;
- women: weight of 3 kilograms.
Half ground:
- men: 1,000 meters;
- women: 400 meters.
Speed: individual race (one test):
- men: 80 meters;
- women: 60 meters.
The scales for the three tests are spread from 4 points to 4 points. Each of these points corresponds to 0.25 point for the calculation of the average over 20.
In case of force majeure caused by weather and jeopardizing the safety of candidates, the jury will have the opportunity to cancel one of the trials or all of them.
In the event that the jury should cancel one of the tests and in order to be able to always use the rating table, a lump-sum rating will be awarded to the candidates for the deleted test as follows:
Watching candidates:
- candidates under 30 years of age: 26 points;
- candidates over 30 years: 25 points.
Watching candidates:
- candidates under 30 years of age: 19 points;
- candidates over 30 years old: 18 points.
In the event that the jury should cancel all the trials, all candidates must be reconvened in the shortest time.
If a candidate, as a result of an injury in one of the physical tests, cannot complete the entire test, the candidate shall be assigned the following lump sum rating for the test:
Watching candidates:
- candidates under 30 years of age: 26 points;
- candidates over 30 years: 25 points.
Watching candidates:
- candidates under 30 years of age: 19 points;
- candidates over 30 years old: 18 points.
