In light of amended Act No. 83-631 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
In light of the amended Decree No. 90-437 of 28 May 1990, setting out the conditions and procedures for the payment of costs caused by the displacement of civilian personnel in the metropolitan territory of France when they are responsible for the budgets of the State, national administrative institutions and certain subsidized bodies,
Decrete:
The Director of Population and Migration in the Ministry of Social Affairs is responsible for ensuring the permanent secretariat for the development of the French contribution to the annual session of the United Nations Commission on Population and Development.
Within the limits of the appropriations for this purpose to the Ministry of Social Affairs, it may appeal, in order to prepare the articles and the summaries that make up the French contribution to the annual session of the commission, to experts belonging to or not to the administration, and that contribute to it continuously or permanently without giving up their main occupation.
Persons referred to in Article 1 of this Order may receive lump sum allowances under articles or summaries actually produced.
The amount of compensation awarded per year to the same expert shall not exceed an amount corresponding to the compensation of two articles and a summary.
The amounts of the allowances provided for in Article 2 of this Decree shall be determined by joint decree of the ministers responsible for social affairs, the public service and the budget.
The persons referred to in Article 1 of this Decree may apply to the reimbursement of the transportation and living expenses that they are liable to undertake on the occasion of the movements made in the context of their participation in the elaboration of the French contribution to the annual session of the Commission of Population and Development of the United Nations, under the conditions established by the decree of 28 May 1990 referred to above.
The Minister of Social Affairs, Labour and Solidarity, the Minister of Economy, Finance and Industry, the Minister of Public Service, State Reform and Land Management and the Minister Delegate for Budget and Budget Reform are responsible, each with respect to it, for the execution of this Order, which takes effect on January 1, 2002 and will be published in the Official Journal of the French Republic.
