The Director General of Personnel and Administration,
Considering Decree No. 2005-471 of 16 May 2005 on the organization of the central administration of the Ministry of Equipment, Transport, Land Use Planning, Tourism and the Sea;
Having regard to the decree of 19 May 2005 appointing the Director General of Personnel and Administration;
Having regard to Decree No. 2005-850 of 27 July 2005 on the delegations of signature of members of the Government, in particular its article 3;
Having regard to the decision of 17 May 2005 on the organization of the general direction of staff and administration,

Article 1


Hélène Jacquot-Guimbal, Director General of Personnel and Administration, gives delegation to the following officers of the General Directorate of Personnel and Administration, under the conditions of this Order, to sign, on behalf of the Minister for Transport, Equipment, Tourism and the Sea, all acts, orders and decisions, excluding decrees, relating to the affairs for which she herself has delegation.

Article 2


The delegation provided for in Article 1 shall, within the limits of their powers, be given to:
1° M. Vincent Motyka, Engineer en chef des ponts et chemins, Assistant to the Director General of Personnel and Administration, in charge of staffing and budget services;
2° Mr. Didier Colin, chief engineer of bridges and pavements, responsible for the sub-direction of information technology;
3° Mr. Denis Priou, chief engineer of bridges and pavements, responsible for the sub-direction of recruitment, competitions and training;
4° M. Laurent Tapadinhas, Engineer en chef des ponts et chemins, Chargé de la sous-direction de la gestion des compétences et des personnel, du budget du personnel et du fonctionnement des services ;
5° M. Eric Le Guern, engineer des ponts et chemins, chargé de la sous-direction du développement professionnel par intérim ;

6° M. Jean-Christophe Dayet, chief engineer of bridges and pavements, responsible for the sub-direction of the mastery of the information systems of personnel and administration;
7° Ms. Aude Debreil, Senior Civil Administrator, Assistant Delegate for Land Action.

Article 3


The delegation provided for in Article 1 is given within the sub-direction of ethics and private law, within the limits of their responsibilities, to:
1° Ms. Dominique Payan, Senior Officer of Deconcentrated Services, Head of the Ethics and Ethics Office, and, in the event of her absence or incapacity, Ms. Stéphanie Bailly, Senior Administrative Officer, her Deputy, to sign in particular the memoirs and documents to the courts;
2° M. Jean-François Landel, Senior Officer of Central Administration, Head of the Criminal Law and Legal Protection Office, to sign in particular the memoirs and documents to the courts;
3° Ms. Pascale Galindo, Civil Administrator, Head of the Office of Private Law and Information Technology Law, to sign, inter alia, submissions and documents to the courts;
4° M. Luc Villeneuve, Senior Executive Officer, Head of the Office of Economic Law and Transverse Rights.

Article 4


The delegation provided for in Article 1 shall be given within the sub-direction of assistance to services and public law, within the limits of their responsibilities, to:
1° Mrs. Nadine Veysseyre, Senior Central Administrative Officer, Head of the General Regulation and Personnel Office;
2° M. Pierre-Yves Biet, Senior Administrative Officer, Head of the Interim Public Order Law Office, to sign in particular the memoirs and documents to the courts;
3° Anne Soppelsa, Civil Administrator, Chief of the Office of Regulatory Quality, Public Law and Litigation, and, in the event of absence or incapacity of the Office, Ms. Vanessa Bonnet, Senior Administrative Officer, her Deputy, to sign, among other things, the memoirs and documents to the courts.

Article 5


The delegation under Article 1 shall be given within the sub-direction of information technology, within the limits of their responsibilities, to:
1° M. Régis Sarnel, engineer divisionnaire des travaux publics de l'État, chef du bureau de la politique et de la coherence des systèmes d'information, pour signer notamment toutes commandes publiques, contrats et conventions d'un valeur moins à 10 000 euros HT ;

2° M. Sylvain Pince, a divisional engineer of public works of the State, head of the office of quality and management of means and competence, to sign in particular all public orders, contracts and conventions of less than 10,000 euros HT;
3° M. Jean-Paul Rehber, agent contractuel, chef du bureau de la conception et de l'évolution des systèmes d'information, pour signer notamment toutescommand publics, contrats et conventions d'un valeur moins à 10 000 euros HT ;
4° Mr. Yves Darlot, a divisional engineer of the public works of the State, head of the office of the common infrastructure, to sign in particular all public orders, contracts and conventions of less than 10,000 euros HT.

Article 6


The delegation provided for in Article 1 shall be given within the sub-direction of logistics services and means, within the limits of their responsibilities, to:
1° M. Patrice Kohler, a divisional engineer of public works of the State, assistant to the Deputy Director of Logistics and Means Services;
2° M. Jean-Charles Poirel, Administrateur civil, chef du bureau des services d'utilité collective, pour signer notamment toutes commandes publics, contrats et conventions d'un valeur moins à 10 000 euros HT ;
3° M. Pierre Miet, engineer divisionnaire des travaux publics de l'État, chef du bureau de la gestion du patrimoine immobilier, to sign in particular all public orders, contracts and conventions of less than 10,000 euros HT;
4° M. Antoine de la Guéronnière, Administrateur civil, chef du bureau de l'allocation des moyens et des marchés, pour signer notamment toutes commandes publics, contrats et conventions d'un valeur moins à 10 000 euros HT ;
5° Mme Isabelle Bouton, Senior Administrative Officer, Assistant to the Chief of the Means and Market Allocation Office, to sign in particular all public orders, contracts and agreements of less than 10,000 euros HT and all supporting documents of expenses and revenues;
6° M. Thierry Civrais, Senior Administrative Officer, Assistant to the Chief of the Means and Market Allocation Office, to sign, among other things, all public orders, contracts and agreements of less than 10,000 euros HT, as well as all supporting documents of expenses and revenues;
7° M. Daniel Gibaud, a contracting agent, directly placed under the authority of the head of office of the allocation of means and markets, to sign in particular any transport vouchers related to the movement in Metropolitan France and in addition to the sea of less than 10,000 euros HT, as well as any supporting documents related to it.

Article 7


The delegation provided for in Article 1 shall be given within the sub-direction of the life framework of the officers of the central administration, within the limits of their powers, to:
1° M. Sylvain Leblanc, Senior Administrative Officer, Head of the Office of the Reception of Central Administrative Officers;

2° M. Hugues Cahen, Administrateur civil, chef du bureau des remunerations des agents d'administration centrale, et, en cas d'absence ou d' éviterment de celui-ci, M. Alexandre Guérini, agent contractuel SETRA, cadre D, son adjoint;
3° M. Frédéric Pique, attaché principal d'administration centrale, chef du bureau de l'environnement social des agents d'administration centrale, et, en cas d'absence ou d' éviterment de celui-ci, Mme Gaëlle Tamborini, attachée d'administration centrale, son adjointe ;
4° Mme Marie-José Roussel, agente Contractor RIN hors classe, chef du bureau des conditions de travail des agents d'administration centrale ;
5° M. Pierre Brodin, Senior Administrative Officer, Head of the Training Office of Central Administrative Officers.

Article 8


The delegation provided for in Article 1 shall, within the limits of its responsibilities, be given to Ms. Dominique Varagne, Senior Civil Administrator, in charge of the Department of Policy and Social Services.

Article 9


The delegation provided for in section 1 is given within the sub-direction of administrative, maritime and ground transportation personnel, within the limits of their responsibilities, to:
1° M. Dominique Mortelecq, Administrateur civil hors classe, adjoint à la sous-directrice des personnel administratif, maritimes et des transports terrestres ;
2° M. Pierre-Yves Eyraud, Senior Officer of the Deconcentrated Services, Head of the Office of Administrative Personnel, Management, and, in the event of absence or incapacitation of the Office, Mr. Alain Alibert, Senior Administrative Officer, his Deputy;
3° M. Jean-Claude Lanusse, Senior Administrative Officer, Chief Administrative Officer, and, in the event of his absence or incapacity, Mr.Georges Armenoult, Senior Administrative Officer, his Deputy;
4° M. Jean-Baptiste Dorival, Senior Administrative Officer, Head of the Marine Personnel Office;
5° Mrs. Geneviève Moritz, Senior Contract Officer, Chief of the Land Transport Staff Office.

Article 10


The delegation under section 1 shall be given within the sub-direction of technical, operational and contractual personnel, within the limits of their responsibilities, to:
1° Mme Marie-Madeleine Bourgine, Senior Officer of Deconcentrated Services, Assistant to the Assistant Director of Technical, Operational and Contractual Personnel;
2° M. Bruno Defrance, a divisional engineer of public works of the State, head of the office of technical staff of supervision, and, in the event of absence or incapacitation of the latter, Ms. Anne-Sophie Ecarnot, senior officer of the deconcentrated services, her deputy;

3° Mr. Yves Le Maréchal, a divisional engineer of the public works of the State, head of the office of technical staff and, in the event of absence or incapacity of the latter, Ms. Wanda Vedie, senior executive officer, her deputy;
4° Mrs. Simone Hayot, Central Administrative Officer, Assistant to the Chief Operating Officer;
5° Ms. Véronique Teboul, Senior Administrative Officer, Head of the Office of Contractual Personnel and, in the event of absence or incapacity of the Office, Mr. Alain Dalex, Senior Administrative Officer, her Deputy.

Article 11


The delegation provided for in Article 1 shall be given within the sub-direction of recruitment, examinations and training, within the limits of their responsibilities, to:
1° M. Philippe Bernard, engineer divisionnaire des travaux publics de l'Etat, adjoint au chargé de la sous-direction du recrutement, des concours et de la formation ;
2° Mme Valérie Baudère, Senior Officer of Central Administration, Head of the Office of Flight and Training Coordination;
3° M. Gaël Le Bourgeois, Administrateur civil, chef du bureau du recrutement et des concours, et, en cas d'absence ou d' éviterment de celui-ci, Mme Pascale Viard, attachée principal d'administration centrale, son adjointe ;
4° M. Alain Driout, Senior Administrative Officer, Head of the Training Actions Office, and, in the event of absence or incapacitation of the latter, Mr.Jean-Paul Chabard, Contractual Agent RIN out of class, his deputy.

Article 12


The delegation provided for in Article 1 shall be given within the Department of Policy and Social Services, within the limits of their powers, to:
1° Mrs. Magali Mundler, senior officer of central administration, head of the social policy office, and, in the event of absence or incapacitation of the latter, Mr. Romain Vachon, senior executive officer, his deputy;
2° Mrs. Claire Lafarge, Senior Administrative Officer, Head of the Social Action Benefits Office, and, in the event of her absence or incapacity, Ms. Sylvie Horovitz, Senior Administrative Officer, her Deputy;
3° Ms. Nicole Fievet, Senior Administrative Officer, Head of the Pension Office, and, in the event of her absence or incapacity, Ms. Marie-Dominique Darbon, Senior Administrative Officer, and Ms. Jany Mengual, Senior Service Officer, Deputy to sign, among other things, all administrative documents relating to the liquidation of pensions, the validation of services, the records related to those services.

Article 13


The delegation provided for in Article 1 shall, within the sub-direction of the staff and staff management, be provided with the staff budget and the operation of the services, to:

1° Mrs. Nelly Lucas, a divisional engineer in the public works of the State, assistant to the sub-director of the management of skills and staffing, the staff budget and the operation of services;
2° M. Yannick Mathieu, engineer des ponts et chemins, chef du bureau des personnel et des moyens des services et, en cas d'absence ou d' éviterment de celui-ci, M. Patrick Terrier, engineer divisionnaire des travaux publics de l'État, son adjoint ;
3° M. Bruno Codarini, a divisional engineer of the public works of the State, head of the office of the staff budget and, in the event of absence or incapacity of the latter, Marie-Pierre Gouby-Vivier, principal officer of the central administration, her deputy;
4° Brigitte Thorin, a divisional engineer of public works of the State, head of the office of the organisation of work and prevention and, in the event of absence or incapacitation of the latter, Ms. Sylviane Couinet, an engineer of public works of the State, her deputy.

Article 14


The delegation provided for in Article 1 shall be given within the sub-direction of financial affairs, within the limits of their responsibilities, to:
1° Mrs. Anne Guillou, Civil Administrator, directly under the authority of Ms. Marie-Thérèse Hansmannel, Deputy Director of Financial Affairs;
2° M. Gérard Chataigner, Administrateur civil, chef du bureau de la prospective financière et du budget et, en cas d'absence ou d' éviterment de celui-ci, M. Gilles Courtemanche, inspector principal des affaires maritimes, son adjoint ;
3° M. Michel Tamain, treasury principal of the public treasury, head of the departmental accounting office and, in the event of absence or incapacity of the latter, Marie-Thérèse Delrieu, engineer of public works of the state, her deputy;
4° M. Philippe Boilot, a divisional engineer of public works of the State, head of the office of financial regulation and controls and, in the event of absence or incapacitation of the latter, Anne-Marie Defrance, a divisional engineer of public works of the State, her deputy.

Article 15


The delegation provided for in Article 1 is given, within the limits of its powers, to Mr.Jean-François Bouttes, a divisional engineer of public works of the State, head of the office of notation and evaluation within the sub-direction of professional development.

Article 16


The delegation provided for in Article 1 is given, within the limits of its responsibilities, to Ms.Nicole Darras, a divisional engineer of the public works of the State, head of the project office within the sub-direction of the mastery of the information systems of personnel and administration.

Article 17


The delegation provided for in Article 1 shall, within the limits of their powers, be given to:
1° Mme Anne-Marie Le Guern, Senior Administrative Officer, in charge of the Department of Social Relations and, in the event of absence or incapacitation of the Department, Ms. Claire Leplat, Senior Administrative Officer, her Deputy;
2° Mme Florence Classen, Senior Executive Officer, Head of the General Affairs Department;
3° Mme Chantal Clerc, senior manager and management adviser.

Article 18


The present order will be issued in the Official Journal of the French Republic.
