By an order of the prefect of the Department of Guyana dated 29 June 2007, the constitutive agreement of the public interest group called "GIP formation continue et insertion professionnelle de la Guyane (GIP FCIP GUYANE)" is approved.
The constitutive agreement of the group may be consulted by any interested person at the headquarters of the group and with the Minister for National Education.
Extracts from the constitutive convention are published in the Official Journal of the French Republic in accordance with Article 3 of Decree No. 2001-757 of 28 August 2001 on public interest groups constituted under Article L. 423-1 of the Code of Education.

D'UN GROUPEMENT D'INTÉRÊT PUBLIC
Name
The name of the group is: "GIP training and professional integration of Guyana (GIP FCIP GUYANE)".
Subject
The purpose of the group is to:
- the implementation and development of cooperation between different socio-economic partners in the Guyanese area, in the areas of continuous adult training, training and vocational integration, according to the general programme of activities that is planned for the duration of this Convention:
- implementation, in training adults, of research and development and engineering activities;
- development of training actions of trainers and services services to EPLE, GRETA, other national education structures, companies and other third parties (training advice, expertise, studies...);
- in the area of graduate validation of professional achievements, organization of information, guidance and accompaniment activities of candidates and organization of validation sessions in areas related to national education diplomas;
- participation in the implementation and management of validation and examination sessions (for diplomas and audiences under the competence of the validation group), in the continuation of the mission of the examination division and examinations;
- implementation of regulatory positions;
- academic actions to promote the integration and animation of personnel involved in these devices;
- implementation of the electoral policy on professionalization and integration of contracts assisted by national education, and liaison with national schemes (e.g., social cohesion plan);
- development and implementation of educational activities related to the vocational training of young people under contract of work, in particular with regard to young people employed by the academy;
- implementation of training of trainers in the areas of occupational risk prevention;
- actions related to the promotion of international exchanges, both at the level of initial and continuing training, applied both to students and trainees of initial or continuing education and to teachers and trainers;
- any other action relevant to the academic policy of continuing vocational training, and contributing to the improvement of the latter in Guyana;
- the implementation, within the framework of educational and investment actions, of the measures envisaged in the European Employment Strategy (National Employment Action Plan) and in the programming documents of the structural funds; management of related funding;
- the management of equipment and services of common interest, necessary for such activities.
Members
The grouping consists of:
- the State, represented by the rector of the Guyana Academy;
- Paul-Jean Louis College in Saint-Laurent-du-Maroni;
- the General Social Security Fund of Guyana;
- the National Centre for Space Studies.
Headquarters of the group
The headquarters of the group is located at the rectorate of Guyana, site of Cepérou, BP 6011, 97306 Cayenne Cedex.
Duration of the convention
The group is established for a period of six years.
Management mode
The accounting of the group is maintained and managed according to the rules of public law, in accordance with the provisions of Decree No. 62-1587 of 29 December 1962 relating to industrial and commercial public institutions, by a public accountant appointed by joint decree of the Minister for National Education and the Minister for Budget.
Liability of members
In their relations with each other, members are held to the obligations of the group in the same proportions as their statutory rights. In respect of third parties, they are responsible for the debts of the group in proportion to their statutory rights. They're not in solidarity.
