Minister of Economy, Finance and Industry, Minister of Public Service, State Reform and Land Management and Minister Delegate for Budget and Budget Reform,
In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the State Civil Service;
Considering Act No. 2001-2 of 3 January 2001 on the resorption of precarious employment and the modernization of recruitment in the public service as well as the working time in the territorial public service;
In view of the amended Decree No. 79-88 of 25 January 1979 establishing the special status of the body of Customs observation officers;
Having regard to amended Decree No. 95-380 of 10 April 1995, setting out the special status of the body of customs and indirect duties;
In view of the amended Decree No. 95-871 of 2 August 1995 establishing the status of category agents A deconcentrated services of the General Directorate of Customs and Indirect Rights;
In view of Decree No. 2002-137 of 30 January 2002 on the organization of competitive examinations for officials of the State of categories A, B and C reserved for certain non-registrant agents under the Ministry of Economy, Finance and Industry pursuant to Article 1 of Law No. 2001-2 of 3 January 2001 referred to above,
Stop:


I. - Access to the body of Category A personnel of the deccented services of the General Customs and Indirect Rights Directorate

Article 1


Recruitment competition for access to the body of category staff A deconcentrated services of the General Directorate of Customs and Indirect Rights referred to in the appendix to the above-mentioned Decree of 30 January 2002 includes a written proof of eligibility and an oral examination of admission.

Article 2


The written proof of eligibility consists in the drafting of a note from a file on the missions, organization and activity of the customs administration to verify the candidate's analytical and summary qualities and his ability to locate the subject under consideration in his general context (duration: 4 hours; coefficient 2).

Article 3


The oral admission test begins with a presentation by the candidate on his/her professional experience and the functions he/she has performed as a non-permanent agent. This presentation is followed by an interview with the jury, whose objective is to appreciate the professional knowledge of the interested party, its ability to fit in its professional environment and its ability to adapt to the functions that can be entrusted to it within the framework of the host body (due of the test: 30 minutes; presentation: 10 minutes maximum; maintenance: 20 minutes minimum; coefficient 2).

Article 4


At the end of the written proof of eligibility, the jury lists the candidates authorized to take part in the oral test.

Article 5


No person may be declared eligible or admitted if he or she has not participated in all the tests or if he or she has obtained a rating of less than 5 out of 20 before applying the coefficient.

Article 6


At the end of the oral test, the jury established, in order of merit, the list of definitively admitted candidates and a supplementary list. If several candidates have obtained the same number of points at the end of the tests, ex aequo candidates are classified according to the grade obtained at the oral test.


II. - Access to the body of customs controllers
and indirect rights

Article 7


The competitive examination for access to the body of the customs and indirect duties controllers referred to in the appendix to the above-mentioned Decree of 30 January 2002 includes a written proof of eligibility and an oral examination of admission.

Article 8


The written proof of eligibility consists of a composition on a subject based on a record relating to the missions, organization and activity of the customs administration to verify the candidate's analytical and synthesis qualities (duration: 3 hours; coefficient 1).

Article 9


The oral admission test includes a presentation by the candidate on his or her professional experience and the functions he or she has performed as a non-permanent agent. This presentation is followed by an interview with the jury, whose objective is to appreciate the professional knowledge of the interested party, its ability to fit into a professional environment and its ability to adapt to the functions that can be entrusted to it within the framework of the host body (due of the test: 30 minutes; duration of the presentation: 10 minutes maximum; maintenance: 20 minutes minimum; coefficient 3).

III. - Access to the body of customs observation agents

Article 13


The Recruitment Competition for Access to the Body of Customs Recognition Officers referred to in the Schedule to the above-mentioned Decree of 30 January 2002 contains a written admission test.

Article 14


The written admission test consists of a composition from a text, including the answer to questions to judge the ability to understand, grammar analysis and logic of the candidate (duration: 2 hours).

Article 15


No one may be declared admitted if he obtained a rating less than 5 out of 20.

Article 16


At the end of the admission test, the jury established, in order of merit, the list of candidates and a supplementary list.

Article 17


The Director General of Customs and Indirect Rights sets the dates, conditions for organizing the trials and the composition of the jury.

Article 18


The Director General of Customs and Indirect Rights and the Director of Personnel, Modernization and Administration are responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
