Judgment of 26 August 2002 setting the rules of organization, nature and program of the internal contests reserved as secretary of information and communication systems

The Minister of Foreign Affairs and the Minister of Public Service, State Reform and Land Management,
Having regard to Act No. 83-634 of 13 July 1983, amended on the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
Considering Act No. 2001-2 of 3 January 2001 on the resorption of precarious employment and the modernization of recruitment in the public service as well as the working time in the local public service, in particular its article 1st;
Having regard to Decree No. 69-222 of 6 March 1969 concerning the special status of diplomatic and consular agents, as amended by Decree No. 2002-19 of 4 January 2002 establishing the statutory provisions applicable to the body of the secretaries of information and communication systems, including articles 43, 44, 45, 46 and 47;
In light of the amended Decree No. 71-342 of 29 April 1971 on the situation of officials assigned to the processing of information;
Having regard to Decree No. 94-741 of 30 August 1994 on the assimilation of diplomas issued in other Member States of the European Community for access to the competitions of the public service of the State;
Having regard to amended Decree No. 94-1016 of 18 November 1994, setting out the common statutory provisions applicable to various bodies of category B officials;
In view of Decree No. 2000-447 of 24 May 2000 on the use of the additional admission lists for recruitment through examinations of officials of the Ministry of Foreign Affairs;
In view of Decree No. 2001-834 of 12 September 2001 on the recognition of the professional experience in equivalence of the conditions of titles or diplomas required to present themselves to the competitions and professional examinations organized under Article 1 of Law No. 2001-2 of 3 January 2001 on the resorption of precarious employment and the modernization of recruitment in the public service as well as the working time in the local public service;
In view of Decree No. 2002-20 of 4 January 2002 on the organization of competitive examinations for officials of the State of categories A and B reserved for certain non-registrants under the Ministry of Foreign Affairs pursuant to Article 1 of Law No. 2001-2 of 3 January 2001 on the resorption of precarious employment and the modernization of recruitment in the public service as well as on working time in the territorial public service, and in particular Article 4
Having regard to the amended decision of 10 June 1982 setting out the program and the nature of the examinations and examinations for the processing of information, including its article 7;
Considering the decision of 13 April 2000 setting out the list of advanced operating systems and languages provided for in the competitions and examinations for the processing of information,

Article 1


The internal contests reserved under Article 1 of the decree of January 4, 2002 referred to above for access to the body of the secretaries of information and communication systems have written proofs of eligibility and admission tests. These tests are as follows:


A. - Written proof of eligibility
Test number 1


Drafting of a summary note from a technical record that can include quantified elements (statistical, accounting, financial, commercial and administrative data) and allowing to verify the candidate's analytical and synthesis qualities (duration: three hours, coefficient 3; any rating less than 6 of 20 is eliminated;


Test 2


Proof of option, the candidate's choice to be formulated at the time of registration, covering the following disciplines:
- either mathematical;
- physical;
- or electricity;
- electronic;
- either computer
(duration: three hours, coefficient 5; any rating less than 6 of 20 is eliminated.
Applicants who have chosen the "computer" option may request, at the time of registration, that this test be considered for recognition of the programmer qualification. The duration of the test is, in this case, five hours and covers the same subject as that of the normal "computer" option but includes specific developments to carry the test at five hours.


Test number 3


Language test consisting of a version of a general text, the language being chosen by the candidate in the following list: German, English, Arabic literal, Chinese, Spanish, Italian, Japanese, Portuguese, Russian or Turkish (duration: two hours, coefficient 2; any rating less than 5 out of 20 is eliminated.
The use of the dictionary is permitted only for the following languages: literal Arabic, Chinese, Japanese or Turkish. For the languages listed above, all types of dictionaries - excluding electronic dictionaries - from the language of the test to French, to English or to a third language and vice versa are allowed. Candidates using a dictionary of the test language to a language other than English and French may use a third-language dictionary to French or English. In addition, dictionaries written exclusively in the language of the test are allowed, i.e., according to the option, in literal, Chinese, Japanese or Turkish Arabic.
The dictionaries can be checked during the tests; they cannot be lent or exchanged.


B. - Oral admission tests
Test number 1


Oral test, of a total duration of thirty minutes, which includes a presentation by the candidate, of a duration of ten minutes, covering his or her professional experience and the duties he or she has performed as a non-permanent agent.
This presentation is followed by an interview with the jury whose purpose is to assess the capacity of the interested party to be in a professional environment and its ability to adapt to the functions that can be entrusted to the secretaries of information and communication systems.


This interview includes questions relating to the professional knowledge of the candidate or candidate as well as to the rules applicable to the public service of the State abroad and, where applicable, to the national jurisdiction and public institutions under the Ministry of Foreign Affairs (coefficient 7; any rating less than 6 of 20 is eliminated. Test 2
Proof of practical work to ensure the candidate's ability to manual works of installation, maintenance or repair of electrical, electronic, computer or communication equipment (duration: three hours, coefficient 4); any rating less than 6 of 20 is eliminated. Test No. 3 (programmer qualification)


Candidates who have undergone the written test 2 reserved for the recognition of the programmer qualification and who have obtained at least 10 of 20 at this test must be asked to undergo an oral computer test. They can only obtain the programmer qualification if they obtain the two written and oral computer tests a number of points above 70 after applying the coefficients. The points obtained in the oral test only come into account for the recognition of the programmer qualification, they are not recorded under the reserved internal competition.

Article 2


A rating of 0 to 20 is assigned to each test. It is multiplied by the coefficient fixed for each test. Only candidates who have obtained a total of points, fixed by the jury, for all the written examinations, which may not be lower after applying the coefficients, may be admitted to the examinations.
At the end of the written examinations, the jury determines, in alphabetical order, the list of qualified candidates.

Article 3


The list of candidates authorized to participate in the competition is decided by the Minister for Foreign Affairs.

Article 4


No one can be definitively admitted if he obtains, after the admission tests, a total of points, fixed by the jury, which cannot be lower, after applying the coefficients, at 124 points.

Article 5


At the end of the admission examinations, the jury determines, in order of merit, the list of candidates definitively admitted and, if applicable, a supplementary list of admissions.
If several candidates have the same number of points, the priority is given to the one who has obtained the best rating in the No.2 Eligibility Test and, in case of equality, to the No.1 Eligibility Test and then, in case of new equality, to the candidate who has obtained the highest rating in the No.2 Admission Test.

Article 6


The jury of the internal contests reserved includes:
- the Director General of the Administration of the Ministry of Foreign Affairs or its representative, President, with a predominant voice;
- the head of the information and communication systems department of the Ministry of Foreign Affairs or its representative;
- a member of the interdepartmental commission for the security of information systems, on the proposal of its president;
- officials of the Ministry of Foreign Affairs;
- persons designated because of their knowledge or skills.
Members of the jury are appointed by order of the Minister of Foreign Affairs.

Article 7


The Director General of the Administration of the Ministry of Foreign Affairs is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
