Judgment of 26 August 2002 setting the conditions of organization, nature and program of the external and internal competitions for access to the body of the secretaries of information and communication systems

The Minister of Foreign Affairs and the Minister of Public Service, State Reform and State Planning,
Having regard to Act No. 83-634 of 13 July 1983, amended on the rights and obligations of civil servants, together with Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
In view of Decree No. 69-222 of 6 March 1969 concerning the special status of diplomatic and consular agents as amended by Decree No. 2002-19 of 4 January 2002 establishing the statutory provisions applicable to the body of the secretaries of information and communication systems, including Articles 43, 44, 45, 46 and 47;
In light of the amended Decree No. 71-342 of 29 April 1971 on the situation of officials assigned to the processing of information;
Having regard to Decree No. 94-741 of 30 August 1994 on the assimilation of diplomas issued in other Member States of the European Community for access to the competitions of the public service of the State;
Having regard to amended Decree No. 94-1016 of 18 November 1994, setting out the common statutory provisions applicable to various bodies of category B officials;
In view of Decree No. 2000-447 of 24 May 2000 on the use of the additional admission lists for recruitment through examinations of officials of the Ministry of Foreign Affairs;
Having regard to the amended decision of 10 June 1982 setting out the program and the nature of the examinations and examinations for the processing of information;
In view of the decision of 13 April 2000 setting out the list of advanced operating systems and languages provided for in the competitions and examinations on the processing of information to the Ministry of Foreign Affairs;
In view of the opinion of the interdepartmental security commissioner,

Article 1


The external and internal competitions provided for in Article 43 of the above-mentioned Decree of 6 March 1969 include written proof of eligibility, admission tests and optional oral examinations. These tests are as follows:


A. - Written proof of eligibility
Test number 1


External competition:
Dissertation on a general topic relating to the economic, social and cultural problems of the contemporary world (duration: three hours, coefficient 3; any rating less than 6 of 20 is eliminated.
Internal competition:
Drafting of a summary note from a technical record that can include quantified elements (statistical, accounting, financial, commercial and administrative data) and allowing to verify the candidate's analytical and synthesis qualities (duration: three hours, coefficient 3; any rating less than 6 of 20 is eliminated.


Test 2


External competition:
Composition of mathematics that can include several exercises or problems to solve.
Internal competition:
Upon the choice of the candidate, his option to be formulated at the time of registration:
Either composition of mathematics that may include several exercises or problems to be solved;
Physics composition that may include exercises, program issues and problems to be addressed (duration: three hours, coefficient 4); any rating less than 6 of 20 is eliminated.
Mathematics and physics programs are annexed.


Test number 3


Proof of option - the choice of candidate to be formulated at the time of registration - covering the following disciplines:
External competition:
- physical;
- electronic;
- either computer,
(duration: three hours, coefficient 4; any rating less than 6 of 20 is eliminated.
Internal competition:
- or electricity;
- electronic;
- either computer,
(duration: three hours, coefficient 5; any rating less than 6 of 20 is eliminated.
External and internal candidates who have chosen the "computer" option may request, at the time of registration, that this test be taken into consideration for the recognition of the programmer qualification. The duration of the test is, in this case, five hours and covers the same subject as that of the normal "computer" option but includes specific developments to carry the test at five hours.
The programmes are annexed.


Test number 4


Language test consisting of a version of a general text, the language being chosen by the candidate in the following list: German, English, Arabic literal, Chinese, Spanish, Italian, Japanese, Portuguese, Russian or Turkish (duration: two hours, coefficient 2; any rating less than 5 out of 20 is eliminated.
The use of the dictionary is permitted only for the following languages: literal Arabic, Chinese, Japanese or Turkish. For the languages listed above, all types of dictionaries - excluding electronic dictionaries - from the language of the test to French, to English or to a third language and vice versa are allowed. Candidates using a dictionary of the test language to a language other than English and French may use a third-language dictionary to French or English. In addition, dictionaries written exclusively in the language of the test are allowed, i.e., according to the option, in literal, Chinese, Japanese or Turkish Arabic.
The dictionaries can be checked during the tests; they cannot be lent or exchanged.


B. - Oral admission tests
Test number 1


External competition:
Conversation with the jury based on a text or a general quote to assess the qualities of reflection and the knowledge of the candidate (duration: 30 minutes, after twenty minutes of preparation, coefficient 4; any rating less than 6 of 20 is eliminated.
Internal competition:
Conversation with the jury from a general text or citation, followed by questions to verify the candidate's professional environment (duration: 30 minutes after twenty minutes of preparation, coefficient 4, any rating less than 6 out of 20 is eliminated).


Test 2
external and internal competitions


Proof of practical work to ensure the candidate's ability to manual work for the installation, maintenance or repair of electrical, electronic, computer or communication equipment (duration: three hours, coefficient 3 for external competition and coefficient 4 for internal competition; any rating less than 6 of 20 is eliminated.


C. - Optional tests


External and internal candidates may choose, up to two or more, the following oral examinations:
- legal issues related to information and communication systems;
- foreign language other than that chosen in compulsory testing;
- technical questions on computer science,
(duration of each of these tests: 30 minutes after twenty minutes of preparation, coefficient 2).
External and internal candidates who have undergone the written test No. 3 reserved for the recognition of the programmer qualification and who have obtained at least 10 out of 20 at this test must be asked to undergo the computer test. They can only obtain the programmer qualification if they obtain the two written and oral computer tests a number of points above 70 after applying the coefficients. In the event that they would not get this number of points - and subject to having not obtained an elimatory note - they remain candidates for the external or internal competition to which they have made an application.

Article 2


A rating of 0 to 20 is assigned to each test. It is multiplied by the coefficient fixed for each test. Only candidates who have obtained a total of points, set by the jury, for all the written examinations, that cannot be lower, after applying the coefficients, for the external competition and 82 for the internal competition.
At the end of the written examinations, the jury determines, in alphabetical order, the list of qualified candidates.

Article 3


The list of candidates authorized to participate in the competition is decided by the Minister for Foreign Affairs.

Article 4


No one can be definitively admitted if he does not obtain a total of points, fixed by the jury, which cannot be lower, after applying the coefficients, at 118 points for the external competition and 130 points for the internal competition, at the end of the examination.

Article 5


At the end of the admission examinations, the jury determines, in order of merit, the list of candidates definitively admitted and, if applicable, a supplementary list of admissions.
If several candidates have the same number of points, the priority is given to the one who has obtained the best rating in the No.2 Eligibility Test and, in case of equality, to the No.3 Eligibility Test and then, in case of new equality, to the candidate who has obtained the highest rating in the No.1 Eligibility Test.

Article 6


The external and internal competition jury includes:
- the Director General of the Administration of the Ministry of Foreign Affairs or its representative, President, with a preponderant path;
- the head of the information and communication systems department of the Ministry of Foreign Affairs or its representative;
- a member of the interdepartmental commission for the security of information systems, on the proposal of its president;
- officials of the Ministry of Foreign Affairs;
- persons designated because of their knowledge or skills.
Members of the jury are appointed by order of the Minister of Foreign Affairs.

Article 7


The Order of August 14, 1996 establishing the organization, nature and program of the external and internal competitions for access to the body of the encryptors is repealed.

Article 8


The Director General of the Administration of the Ministry of Foreign Affairs is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
