In view of the rural code, including chapter I of Book VI title II;
Having regard to the minutes of the 1 July 2004 session of the Joint Inter-institutional Committee of Intervention Boards in the Agricultural Sector;
The State Council (section of public works) heard,
Decrete:
I. - Article R.* 621-3 of the Rural Code is amended to read:
The 2° is replaced by the following:
« 2° Three representatives of ministers responsible for the economy and budget:
- the director of the budget or his representative;
- the Director General of Public Accounts or his representative;
- the Director General of Customs and Indirect Rights or his representative; "
The third is repealed.
II. - The 10th of section R.* 621-122 of the rural code is replaced by the following:
« 10° Four state representatives:
- the Director of Economic and International Policy and the Director of Financial Affairs at the Ministry of Agriculture or their representatives;
- the Director General of Competition, Consumption and Suppression of Frauds or his representative;
- the budget manager or his representative. »
III. - The 7th of each item R.* 621-129, R.* 621-135, R.* 621-136 and R.* 621-155 of the rural code is replaced by the following:
« 7° Four state representatives:
- the Director of Economic and International Policy and the Director of Financial Affairs at the Ministry of Agriculture or their representatives;
- the Director General of Competition, Consumption and Suppression of Frauds or his representative;
- the budget manager or his representative. »
IV. - The 8th of section R.* 621-142 of the rural code is replaced by the following:
« 8° Four state representatives:
- the Director of Economic and International Policy and the Director of Financial Affairs for the Ministry of Agriculture or their representatives;
- the Director General of Competition, Consumption and Suppression of Frauds or his representative;
- the budget manager or his representative. »
V. - The 6th of Article R.* 621-149 of the Rural Code is replaced by the following:
« 6° Four state representatives:
- the Director of Economic and International Policy and the Director of Financial Affairs for the Ministry of Agriculture or their representatives;
- the Director General of Competition, Consumption and Suppression of Frauds or his representative;
- the budget manager or his representative. »
VI. - Article R.* 621-177 of the rural code is replaced by the following provisions:
"1° Four representatives of the State:
- the Director of Maritime Fisheries and Aquaculture and the Director of Financial Affairs at the Department for Maritime Fisheries and Aquaculture or their representatives;
- the Director General of Competition, Consumption and Suppression of Frauds or his representative;
- the budget manager or his representative. »
After the article R.* 621-168 of the rural code, an article R.* 621-168-1 is inserted as follows:
"Art. R.* 621-168-1. - The Director General of the National Interprofessional Cereal Office (ONIC) is responsible for the management of the National Interprofessional Office for Oilseeds, Plants and Textile Crops (ONIOL).
The management of the National Interprofessional Office for Fruit, Vegetables and Horticulture (ONIFLHOR) and the National Interprofessional Office for Wines (ONIVINS) is entrusted to a single director.
The management of the National Interprofessional Office for Milk and Dairy Products (ONILAIT) and the National Interprofessional Office for Meat, Livestock and Farming (OFIVAL) is entrusted to a single director. »
The Minister of State, Minister of Economy, Finance and Industry, the Minister of Public Service and State Reform, the Minister of Agriculture, Food, Fisheries and Rural Affairs, and the Secretary of State for Budget and Budget Reform are responsible, each with respect to it, for the execution of this decree, which will be published in the Official Journal of the French Republic.
