Having regard to Act No. 2005-1720 of 30 December 2005, in particular its article 22;
In light of Decree No. 2006-663 of 6 June 2006 establishing the amount of the increase in the civil aviation tax,
Decrete:
The revenues of the increase in the civil aviation tax established by the decree of June 6, 2006 referred to and allocated to the solidarity fund for development are used at least 90% for the financing of the international drug-purchasing facility (UnitAid) and, within 10%, for the reimbursement of the first loan issue of the international immunization facility (IFFim).
A convention between the State and the French Development Agency specifies the modalities for the management and monitoring of the solidarity fund for development. This agreement is signed on behalf of the State by a representative of the Minister of Economy, Finance and Industry and a representative of the Minister of Foreign Affairs.
A steering committee ensures the proper management of the fund and notifies the allocation orders of its resources to the French Development Agency. This committee meets as necessary and at least once a year on the convocation of its chairs.
This steering committee is co-chaired by a representative of the Minister of Economy and Finance and a representative of the Minister for Cooperation and Development. It is also composed of three members, respectively designated by:
- Minister of Foreign Affairs;
- Minister of Health;
- Minister of Budget.
The Director General of the French Development Agency or one of his representatives participates in this committee, without a deliberate vote.
The Minister of Foreign Affairs, the Minister of Economy, Finance and Industry, the Minister of Health and Solidarity, the Minister Delegate for Budget and State Reform, spokesperson for the Government, and the Minister Delegate for Cooperation, Development and the Francophonie are responsible, each with respect to it, for the execution of this decree, which will be published in the Official Journal of the French Republic.
