President of the Republic,
On the report of the Prime Minister and the Minister for Foreign Affairs,
Considering articles 52 to 55 of the Constitution;
Having regard to the amended Decree No. 53-192 of 14 March 1953 concerning the ratification and publication of the international commitments undertaken by France;
In view of Decree No. 97-798 of 22 August 1997 on the publication of the agreement between the Government of the French Republic, the Government of the Federal Republic of Germany, the Government of the Grand Duchy of Luxembourg and the Swiss Federal Council, acting on behalf of the cantons of Soleure, Basel City, Basel-Campagne, Argovie and Jura, on the cross-border cooperation between the local authorities and local public bodies made a statement (
Decrete:

Article 1


The agreement in the form of an exchange of notes between the Government of the French Republic, the Government of the Federal Republic of Germany, the Government of the Grand Duchy of Luxembourg and the Swiss Federal Council on the extension of the scope of application of the Karlsruhe agreement of 23 January 1996 on cross-border cooperation between local authorities and local public bodies in the regions Franche-Comté and Rhône-Alpes, will be issued on 24 November 2003, 30 January 2004,

Article 2


The Prime Minister and the Minister for Foreign Affairs are responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

The Ministry of Foreign Affairs presents its compliments to the Embassy of the Federal Republic of Germany and has the honour to inform it that the Government of the French Republic proposes to extend to the regions Franche-Comté and Rhône-Alpes the scope of the Agreement between the Government of the French Republic, the Government of the Federal Republic of Germany, the Government of the Grand Duchy of Luxembourg and the Federal Council of Switzerland, acting on behalf of the cantons.
This extension, which is requested in accordance with the provisions of Article 2 (4) of the Agreement, is made necessary because of the development of decentralized cross-border Franco-Swiss cooperation, in particular in the Franco-Gender space.
Pursuant to the provisions of Article 2 (1) 2 of the Agreement, the extension concerns the Franche-Comté region and the Rhône-Alpes region, the municipalities, the departments and their groupings included in the territory of the said regions, as well as their public institutions, as territorial authorities participate in this cross-border cooperation.
The Ministry of Foreign Affairs requests the Government of the Federal Republic of Germany to let it know if this proposal has its consent. Since the Luxembourg and Swiss authorities have entered the same application, the extension of the application field will take effect on the date of receipt by this ministry of the last notification of the consent of the parties to the Karlsruhe Agreement of 23 January 1996.
The Ministry of Foreign Affairs takes this opportunity to renew to the Embassy of the Federal Republic of Germany the assurances of its high consideration.

The Ministry of Foreign Affairs presents its compliments to the Swiss Embassy and has the honour to inform it that the Government of the French Republic proposes to extend to the regions Franche-Comté and Rhône-Alpes the geographic scope of the Agreement between the Government of the French Republic, the Government of the Federal Republic of Germany, the Government of the Grandrgo-Duchy of Luxembourg and the Swiss Federal Council, acting on behalf of the cantons of Soleure, 1996.
This extension, which is requested in accordance with the provisions of Article 2 (4) of the Agreement, is made necessary because of the development of decentralized cross-border Franco-Swiss cooperation, in particular in the Franco-Gender space.
