Judgment of 31 August 2004 setting the rules of general organization of the competitions for the recruitment of officials of the State of categories A, B and C reserved for certain non-custodial youth protection officers

In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;
In view of Decree No. 2003-664 of 16 July 2003 on the organization of competitive examinations for officials of the State of categories A, B and C and professional examinations for recruitment of officials of the State of category C reserved for certain non-public servants under the Ministry of Justice, pursuant to section 1 of Act No. 2001-2 of 3 January 2001 on the resorption of precarious employment and the modernization of recruitment in the public service as well as working time in the local public service,

Article 1


Recruitment competitions for access to the bodies of psychologists, technical professors, educators and technical agents for the education of the judicial protection of the youth mentioned in the appendix to the above-mentioned decree of 16 July 2003 each have a written proof of eligibility and an oral examination of admission.


A. - Contest reserved for access to the body of psychologists

Article 2


The written proof of eligibility consists of a clinical psychology test involving the study of the case of a minor (six hours of the test); coefficient 2).

Article 3


The oral admission test consists of an interview with the jury on the function of psychologist having as a starting point the presentation by the candidate of a personal theoretical or practical work as well as on the motivations of the candidate to integrate the body of psychologists of the judicial protection of the youth (duration of the test: 30 minutes; coefficient 3).


B. - Contest reserved for body access

Article 4


The written proof of eligibility consists in the study of a practical case concerning the educational field and the social and professional insertion to the judicial protection of youth, giving rise to proposals for action (the duration of the test: four hours; coefficient 2).

Article 5


The oral admission test begins with a presentation by the candidate on his professional experience. This presentation is followed by a discussion with the jury on his technical knowledge of his specialty, his pedagogical skills, and his motivations to perform the functions of technical professor of the judicial protection of youth (duration of the test: ten minutes for the presentation, followed by twenty minutes for the interview; coefficient 3).


C. - Contest reserved for access to the body of educators

Article 6


The written proof of eligibility consists of a situation study based on documents relating to an educational or family situation and allowing the candidate to use his or her professional experience (duration: four hours); coefficient 2).

Article 7


The oral admission test begins with a presentation by the candidate on his professional experience. This presentation is followed by a discussion with the jury on his knowledge of the policies of the treatment of juvenile delinquency and to verify the candidate's ability and motivation to perform the functions of a youth judicial protection educator (due of the trial: ten minutes for the presentation, followed by twenty minutes for the interview; coefficient 3).


D. - Registered Access to the Body Competition

Article 8


The written proof of eligibility consists of a series of exercises intended, on the one hand, to evaluate the candidate's written expression and, on the other, to verify his basic knowledge of vocabulary, spelling and calculation (duration: two hours; coefficient 2).

Article 9


The oral admission test begins with a presentation by the candidate on his professional experience. This presentation is followed by a discussion with the jury to determine the candidate's ability to perform the functions of a technical officer for the education of the judicial protection of youth (due of the trial: ten minutes for the presentation, followed by twenty minutes for the interview; coefficient 3).


E. - Provisions common to each competition

Article 10


Any rating equal to or less than 5 out of 20 at any of the eligibility or admission examinations is eliminated.

Article 11


For each competition, the jury lists eligible candidates in alphabetical order and the list of candidates admitted in order of merit and the list of candidates on the supplementary list.

Article 12


For each contest, the jury is composed of at least three members appointed by the seal guard, Minister of Justice. It is chaired by the Director of Judicial Protection of Justice or his representative.
Other members are selected, according to the contest, from:
- the magistrates and category A officials according to the central administration of the Ministry of Justice;
- the directors of the judicial protection of youth;
- psychologists of the judicial protection of youth;
- technical teachers of the judicial protection of youth;
- leaders of educational service and educators of the judicial protection of youth;
- technical agents for the education of the judicial protection of youth;
- qualified external personalities chosen because of their competence.

Article 13


The Director of Judicial Protection of Youth is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
