In light of Decree No. 2003-799 of 25 August 2003 on the specific service allowance for bridge and pavement engineers and technical personnel of equipment,

The basic rate set out in Article 2 of the above-mentioned Decree of 25 August 2003 is EUR 343.32.
The value of the specific base amount provided for in Article 3 of the above-mentioned Decree of 25 August 2003 is EUR 338.89.
The coefficient of modulation by service of the basic rate provided for in Article 2 of the above-mentioned Decree of 25 August 2003 is specified in the annex attached to this Order.
However, as a transitional measure, deck and pavement engineers from the civil aviation engineers' body can benefit in their personal capacity from a coefficient greater than that of their reception service within the limit of coefficient 1.2.
The individual modulation coefficients provided for in Article 7 of the above-mentioned Decree of 25 August 2003 are set within the following limits:

However, on an exceptional basis and by derogation from the above provisions, to take into account how to serve, the individual modulation coefficients may be less than the intended minima. They may be higher than the maximums provided for officers who are required to perform specific missions that do not normally fall within their functions, without exceeding 15% for 5% of the staff of the bodies involved in the assignment service.
The multiplier coefficients provided for in Article 4 of the above-mentioned Decree of 25 August 2003 are set as follows:

The heads of the central administration services provided for in the third paragraph of section 6 of the above-mentioned Decree of 25 August 2003 are the Chief of Human Resources, Financial Affairs, Air Bases, Aeronautical Training and Technical Control of the General Civil Aviation Directorate and the Information and Communications Service of the Minister of Equipment, Transport, Housing, Tourism and the Sea.
The Order of 18 February 2000 setting out the terms and conditions for the application of Decree No. 2000-136 of 18 February 2000 on the specific service allowance for officials of the technical units of the equipment is repealed.
The Minister of Equipment, Transport, Housing, Tourism and the Sea is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.

The regional directorates of the environment (DIREN), the interregional and regional branches of the Public Institution Weather France, the regional directorates of marine affairs, the interregional and regional units of the Public Institution National Geographical Institute and the departmental departments of architecture benefit from the coefficient attributed to the departmental branches of equipment of the headquarters of their residence. The Meteorological-France territorial branches in the Overseas Territories benefit from the coefficient 0.85. The interregional management of Ile-de-France de l'Etablissement public Météo-France benefits from the coefficient of 1.05 attributed to the general management and central branches of the same establishment.

Ex-STU and ex-CETUR staff, on assignment to CERTU, maintains the coefficient of 1.05 as a personal measure.
For branches, central administration services, schools and interregional vocational training centres:
The Directorates General, Directorates and Central Administration Services of the Ministry of Equipment, Transport and Housing and the Ministry of the Environment and other Ministries for the officers made available, the services of the branches and the central branches of the public institutions Weather-France and IGN, the schools and interregional vocational training centres benefit from the coefficient 1.05 with the exception of the staff assigned to the National School of Technicians The other services benefit from the coefficient assigned to the departmental management of the equipment of the headquarters of their residence.
The engineers of the decks and pavements who are in initial training at the National School of Bridges and Roads benefit from the 0.8 coefficient. As a transitional measure and by derogation, the engineers-students of civil aviation, Meteorological France and IGN, in formation on the date of the issuance of Decree No. 2000-523 of 16 April 2002 on the special status of the corps of the engineers of the bridges and pavements, receive the same amount of compensation until the end of their schooling.
Internship employees benefit from the 0.8 coefficient, with the exception of those assigned to the deconcentrated services that benefit from the coefficient of their service.
