In view of the amended Decree No. 70-606 of 2 July 1970 concerning the special status of the body of the drawers (equipment service);
In view of the amended Decree No. 70-903 of 2 October 1970 concerning the special status of the corps of the superior technicians of the equipment;
In view of the amended Decree No. 71-345 of 5 May 1971 concerning the special status of the body of the engineers of the public works of the State (service of the equipment);
In view of the amended Decree No. 85-986 of 16 September 1985 on the particular regime of certain positions of State officials and certain modalities for the final termination of functions;
Having regard to the amended Decree No. 86-1046 of 15 September 1986 concerning the special status of the body of technical experts of the technical services of the Ministry of Equipment, Housing, Land Management and Transport;
In view of the amended Decree No. 88-399 of 21 April 1988 concerning the special status of the body of the controllers of public works of the State;
In light of Decree No. 98-325 of 30 April 1998 on the attribution of occupational hazard compensation to certain categories of technical staff of the Ministry of Equipment, Transport and Housing;
In view of Decree No. 99-103 of 17 February 1999 on lump-sum compensation for officials of the technical units of equipment according to the Central Laboratory of Bridges and Roadways;
In view of Decree No. 2002-523 of 16 April 2002 on the special status of the corps of the deck and pavement engineers,
Decrete:
The engineers of the bridges and pavements and the officials of the technical bodies of the equipment, engineers of the public works of the State, superior technicians of the equipment, controllers of the public works of the State, conductors of the public works of the State, drawers, technical experts of the technical services, benefit, within the limits of the appropriations granted to this effect, a specific service allowance.
This allowance shall be paid to them in the calendar year following the service rendered by the officers concerned. However, agents who do not receive compensation in a given year may, from that year, claim advance payments within the limits of available credits. Advance payments for a given year may not exceed 50% of what they may claim for the rights acquired this same year.
By derogation from the provisions of the previous paragraph, the engineers of bridges and pavements from the civil aviation and meteorological engineers, as well as the engineers from the engineering corps of studies and the operation of civil aviation and meteorology engineer promoted in the corps of the deck and pavement engineers, receive this compensation in the calendar year corresponding to the rendered service.
In the event of an officer's death, this allowance is, by exception, the principle set out in the second paragraph of this section, paid within six months.
Subject to the provisions of Article 3, the annual average rates of this allowance shall be determined, for employees of the equipment bodies referred to in Article 1 of this Decree, by a base rate assigned to a coefficient corresponding to their grades and jobs and a coefficient specific to each service. The basic rate and the modulation coefficient per service assigned to it shall be determined by joint order of the Minister for Equipment, the Minister for Budget and the Minister for Public Service.
For public servants holding the rank of general engineer of bridges and pavements or chief engineer of bridges and pavements and for public servants benefiting from the coefficient defined in Article 6 of this decree, the annual average rates of this allowance shall be defined by a specific base amount assigned to the coefficient specific to their grade or employment. This specific base amount is determined by joint order of the Minister for Equipment, the Minister for Budget and the Minister for Public Service.
The coefficients provided for in articles 2 and 3 of this decree, specific to the bodies and grades of officials of the technical bodies of the equipment specified in article 1 of this decree, are as follows:

By derogation from the provisions of the paragraphs of this article and for the transitional period until 31 December 2004, the coefficients specific to the grades of the engineers of the bridges and pavements from the body of the engineers of the meteorology or detached in this body before the date of publication of the decree of 16 April 2002 referred to above or that are derived by promotion of the body of the engineers of the work of the meteorology and paid by the Public Institution
The coefficients provided for in Article 4 above may be accompanied by a bonus for:
- the engineers of the bridges and pavements of the first grade, the divisional engineers of the public works of the state detached on the functional employment of borough chief, deputy to the director or the chief of service deconcentrated

- the engineers of the public works of the State, the senior technicians or the senior technicians in chief, placed at the head of a subdivision with territorial jurisdiction, whether or not they are detached on a job of subdivision chief, or park chief

- the engineers of the public works of the State receiving the qualification of senior who is assigned to them, because of their competence, by decision of the minister responsible for the equipment after notice of a specialized industry commission

The coefficients provided for in Article 3 of this Decree, specific to the employment of officials of the technical bodies of the equipment specified in Article 1 of this Decree, are as follows:
- engineers appointed directors of central administration, detached in the corresponding job, or engineer seconded in the employment of regional service chief of equipment of Ile-de-France

- engineers responsible for a management, a deconcentrated service, a national service, or seconded in the corresponding employment, heads of central administration services set by joint order of the Minister of Equipment, the Minister of Budget and the Minister of Public Service, Deputy Director General of Public Institutions Weather France and IGN

The amounts of the specific service allowance that may be served may be subject to modulation to take into account the duties performed and the quality of the services rendered under conditions set by joint order of the Minister of Equipment, the Minister of Budget and the Minister of Public Service.
For bridge and pavement engineers who receive professional risk allowances under the above-mentioned decree of 30 April 1998, the amount of the specific service allowance is reduced by the amount of these allowances.
Decree No. 2000-136 of 18 February 2000 on the specific service allowance for officials of the technical units of the equipment is repealed.
The Minister of Economy, Finance and Industry, the Minister of Equipment, Transport, Housing, Tourism and the Sea, the Minister of Public Service, State Reform and Land Management, and the Minister Delegate for Budget and Budget Reform are responsible, each with respect to the execution of this Order, which will be published in the Official Gazette of the French Republic and enters into force on April 19, 2002.
