Summary

The purpose of this decree is to replace the specific service allowance, established by the decree of February 18, 2000, with a system that takes into account the new body of the bridge and road engineers. The creation of a corps of engineers from the Ponts and Chaussées from the fusion of the superior technical bodies of the Ministry of Equipment, recruited at the exit of the polytechnical school (deck and pavement engineers, geographers, meteorology engineers and civil aviation engineers) was implemented by decree 2002-523 of 16 April 2002 bearing the specific status of the corps of the engineers of the bridges. The objective of this merger of the bodies is to strengthen the effectiveness of the Ministry by in-house the higher technical posts and by developing new synergies, as part of the project of the modernization of the state and its superior supervision. This Order respecting the specific service allowance is intended to open the benefit of the specific service allowance to the members of the new body. In particular, it introduces an exemption from the principle of payment of this allowance the year following the service rendered to take into account the respective situations of two of the former bodies. It provides that deck and pavement engineers from the civil aviation and meteorology bodies receive the specific service allowance during the year corresponding to the service rendered, including when assigned to the units of the department responsible for the Equipment or the IGN.Two other derogations have been introduced on a transitional basis. They concern engineers from the bodies of the meteorology and civil aviation engineers and provide specific transitional factors to ensure progressively the convergence of the compensation regime of these agents with the regime of the new body. An amendment is also provided for in Article 1 of the Decree. It modifies the margins of the advance system initially intended to compensate as much as possible for the mobility that constitutes the payment of the specific service allowance the year following the service rendered.Repeal of Order 2000-136 of 18-02-2000.
