An implementing Decree of 25 August 2003 setting the terms of application of the Decree No. 2003-799 of August 25, 2003 on the specific service compensation awarded to engineers of bridges and roadways and officials of the technical bodies of the equipment order of 20 September 2005 amending the Decree of 25 August 2003 modified setting the terms of application of the Decree No. 2003-799 of August 25, 2003 relating to the specific service compensation awarded to engineers of bridges and roadways and officials technical bodies of equipment summary this Decree is intended to substitute for specific duty allowance, established by the Decree of February 18, 2000, a holding device account of the new corps of engineers of bridges and causeways. The creation of a corps of engineers of bridges and causeways from the merging of the technical body superior of the Ministry of equipment, recruited at the exit of the École polytechnique (engineers of bridges and roadways, engineers, geographers, engineers of meteorology and civil aviation engineers) has been implemented by the Decree of April 16, 2002 2002-523 with special status of the body of engineers of bridges and causeways. This fusion of the body aims to enhance the effectiveness of the Department in desegregating in-house senior technical positions and developing new synergies, within the project of modernization of the State and its senior management. The present Decree on specific duty allowance aims to open the benefit of specific duty allowance to the members of the new body. It introduced such a derogation from the principle of the payment of this allowance the year following service to account for the respective situations of two of the former body. It provides from the body of the civil aviation and meteorology engineers of bridges and roadways to receive specific duty allowance in the year corresponding to the service rendered, including when they are posted in the services of the Ministry in charge of the equipment or the IGN. Two other exemptions have introduced as a temporary measure. Engineers of bridges and roadways and officials of the technical bodies of the equipment, engineers of public works of the State, senior technicians of equipment, controllers of the public works of the State, drivers of public works to the State, designers, expert technical services technical benefit, within the limits of the appropriations for this purpose, a specific service allowance.
This allowance is paid the calendar year following the corresponding to the service rendered by the officers concerned. However, agents who do not benefit from compensation a year given can expect, beginning this year, advance payments within the limit of the appropriations available. Advance payments in respect of a given year may not exceed 50% of what they could claim the title of the acquired rights that same year.
By derogation from the provisions of the preceding paragraph, the engineers of bridges and causeways from the corps of engineers of civil aviation and meteorology, as well as from officials of the body of an engineer of studies and exploitation of civil aviation and engineering of meteorology promoted in the corps of engineers of bridges and pavement receive this allowance calendar year corresponding to the service rendered.
In the event of death of an officer, this compensation is, as an exception to the principle stated in the second paragraph of this article, paid within a period of six months.

Subject to the provisions of article 3, the annual average rates of this allowance are defined, for officials of the body of the equipment referred to in article 1 of this Decree, by a basic rate assigned a coefficient corresponding to their grades and jobs and a service-specific coefficient. The base rate and the modulation by service factor assigned are fixed by joint order of the Minister in charge of the equipment, the Minister of the budget and the Minister responsible for the public service.

Officials holding the rank of general of the bridges and roadways or Chief Engineer Engineer of bridges and roadways and for officials with the coefficient defined in article 6 of this Decree annual average rates of this allowance are defined by a specific base amount affected their rank or job-specific coefficient.
