Order of 23 August 2004 amending the Decision of 10 December 1998 on the organization of the central administration of the Ministry of Foreign Affairs

The Prime Minister, the Minister for Foreign Affairs, the Minister for European Affairs and the Minister for Cooperation, Development and La Francophonie,
In view of Decree No. 87-389 of 15 June 1987 on the organization of central administration services;
Having regard to Decree No. 98-1124 of 10 December 1998 on the organization of the central administration of the Ministry of Foreign Affairs, as amended by Decree No. 2001-673 of 25 July 2001 and No. 2002-35 of 7 January 2002;
Considering the amended decision of 10 December 1998 on the organization of the central administration of the Ministry of Foreign Affairs;
Having regard to the Prime Minister's Circular Letter No. 1789/SG dated 26 May 1983 on the external action of local authorities;
In view of the advice of the first departmental technical committee of the Ministry of Foreign Affairs dated 7 May 2004,

Article 1


Article 3 of the above-mentioned decision of 10 December 1998 is as follows:
“Art. 3. - The General Directorate of International Cooperation and Development is composed of:
1° From the strategy, means and evaluation service, which includes:
- the sub-direction of programming, financial affairs and coordination;
- the sub-direction of strategy and multilateral issues.
2° From the direction of the external audiovisual, which includes:
- the sub-direction of radio, television and journalism;
- the sub-direction of cinema and information and communication technologies.
3° From the direction of cultural cooperation and French, which includes:
- the sub-direction of cultural and artistic cooperation;
- the French sub-direction.
4° From the direction of development and technical cooperation, which includes:
- the sub-direction of governance;
- the sub-direction of economic development and the environment;
- the sub-direction of human development.
5° From the direction of scientific and academic cooperation, which includes:
- the sub-direction of academic cooperation and vocational training;
- the sub-direction of scientific cooperation and research;
- the sub-direction of archaeology and social sciences.
6° Non-governmental cooperation mission. »

Article 2


Article 18 of the above-mentioned decision of 10 December 1998 is as follows:
“Art. 18. - To the general direction of international cooperation and development:
1° The Strategy, Means and Evaluation Branch develops the policy of international cooperation and development by ensuring that its guidance, programmes and projects are in conformity with government directives, including the Interdepartmental Committee on International Cooperation and Development, which it serves as the secretariat, in conjunction with the Ministry of Economy and Finance. It ensures the coherence and management of all means assigned to the general management. In conjunction with the relevant branches of the general management, he promoted the participation of French operators in the implementation of the programmes developed by European and international organizations or by the foreign partners of France.
The sub-direction of programming, financial affairs and coordination shall develop the annual programming instructions in accordance with the general guidelines on cooperation and development. It ensures that, in conjunction with the other branches of the Ministry of Foreign Affairs, the coherence of the actions carried out by the posts and the management follow-up. It prepares and monitors joint commissions. It provides the secretariat of the priority solidarity fund. It manages operating and intervention credits, investment grants and financial competitions for international cooperation and development. It passes orders and markets and teaches subsidies related to these markets. It ensures, with other branches of the general management, the exercise of the supervision and management control of organizations of all kinds receiving credits from that general management. At the request of the Director General, she conducts audits of these organizations. It prepares the monitoring board tables for the various instruments of cooperation. It assists the Directorate of Budgetary and Financial Affairs in the section of the budget devoted to general management.
The sub-direction of the strategy and multilateral issues animates and coordinates reflection within the general management on the definition of general guidelines for international cooperation and official development assistance. It ensures their articulation and coherence with those of European and international organizations. It coordinates the preparation and drafting of strategic documents by country and monitors their implementation. It supports other structures of the Ministry of Foreign Affairs in charge of European and international negotiations and provides bilateral consultations with other donors of international cooperation and development. She is responsible for accounting for official development assistance. It defines the program of studies of the general management and assumes its implementation in conjunction with other directions. It ensures the preparation and monitoring of the work of the interdepartmental committee on international cooperation and development and assists the Director General in the exercise of the guardianship of the French Development Agency. It is responsible for communication related to international cooperation and development within the framework established by the Communications and Information Directorate and by the Human Resources Directorate. It coordinates the development of the necessary steering instruments for the general management. It defines and ensures the implementation of the Policy for the Evaluation of General Management.
2° External audiovisual management develops and implements programmes and projects in the field of external audiovisual action. It brings its expertise to international negotiations on the content and evolution of audiovisual and communication networks. It contributes to the promotion of cultural diversity and provides its support for creation in developing countries.
The sub-direction of radio, television and journalism provides support to the operators concerned, directs and coordinates their broadcasting strategy. It contributes to the promotion of audiovisual works of French expression and to the professionalization of the operators of developing countries.
The sub-direction of cinema and information and communication technologies supports the creation, diffusion and promotion of French cinema in the world. It also cooperates with developing countries in the production and distribution of national programmes. Finally, it contributes to providing these countries with wider access to information society.
3° The direction of cultural cooperation and French develops and implements projects for cooperation in the fields of culture, art, teaching and dissemination of the French language. It directs the strategy, monitors and controls the activities of French operators in these areas, including the Agence pour l'enseignement français à l' étrangers and the Association française d'action artistique.
The sub-director of cultural and artistic cooperation develops and implements programmes and projects for cultural and artistic cooperation and supports the dissemination of the French book and French-language written materials. It ensures the animation of the network of state cultural institutions abroad, of which it provides management control.
The French sub-director develops and implements the programmes and projects devoted to the teaching and use of the French language, in coordination with the network of cultural institutions, alliances and French institutions abroad and in cooperation with foreign education systems.
4° The Directorate for Development and Technical Cooperation leads sectoral policies, programmes and projects integrated into poverty reduction strategies for sustainable development. It develops and implements technical cooperation programmes and projects. It participates in the direction of the strategy of the French development aid organizations it supports. It participates in the promotion of French approaches on the subjects of its competence in international debates and the action of international development agencies.
The sub-direction of governance develops and implements policies, programmes and projects dedicated to strengthening the state of law and public freedoms, decentralization, support for financial governance and administrative cooperation.
The sub-direction of economic development and the environment develops and implements policies, programs and projects related to economic development and the promotion of the enterprise, agricultural policies and food security, the protection and management of natural resources and the environment.
The sub-direction of human development develops and implements health, education and vocational training policies, programs and projects, supporting poverty alleviation policies and inequalities and access to basic social services.
5° The Directorate of Scientific and Academic Cooperation develops and implements programmes and projects for the development of international cooperation in the field of higher education, vocational training leading to a degree and research. It supports international cooperation in archaeology and social sciences.
The sub-direction of academic cooperation and vocational training develops and implements programmes and projects aimed at developing partnerships in higher education and vocational training and promoting exchanges with foreign countries. It supports the development of academic training abroad and promotes training in France of foreign students in support of the internationalization of higher education institutions. It supports operators in this sector.
The sub-direction of scientific cooperation and research develops and implements scientific cooperation programmes and projects by developing partnerships and the construction of research networks, in support of the international activities of French research organizations. It also participates in the development and monitoring of European and international research programmes and the integration of researchers from developing countries into international networks.
The sub-direction of archaeology and social sciences coordinates the activity of the research centres in archaeology and social sciences under guardianship of the Ministry of Foreign Affairs, supports archaeological missions abroad and contributes to the construction of social sciences networks.
6° The mission for non-governmental cooperation provides a link between general management and territorial authorities, international solidarity organizations, institutions and enterprises of all kinds interested in international cooperation and development assistance. She is responsible for the follow-up to the voluntary association. Together with these various partners and other relevant departments of the Ministry of Foreign Affairs, the Directorate-General ' s guidance on supporting non-governmental organizations, including through contributions and grants. With regard to support for the external action of local authorities, she coordinates with the delegate for the external action of local authorities. »
