Having regard to Council Regulation (EC) No. 1493/1999 of 17 May 1999 concerning the joint organization of the wine market and the regulations made for its application;
Considering the general tax code;
Considering the Customs Code;
Considering the rural code;
Considering the code of consumption;
Having regard to the decree of 13 April 1981 amended relating to the definition of the appellation contrôlée “Blanquette method ancestrale”;
Considering Decree No. 2001-510 of 12 June 2001 implementing the code of consumption with regard to wines, sparkling wines, sparkling wines and liqueurs wines;
Considering the proposal of the national committee of wines and brandies of the National Institute of the labels of origin of 6 and 7 November 2003,
Decrete:
The above-mentioned decree of 13 April 1981 is supplemented by an article 2 bis as follows:
"Art. 2 bis. - The basic wines are derived from grapes harvested on plots having been the subject of a declaration of assignment with the services of the National Institute of the labels of origin no later than 31 May preceding the harvest. This assignment declaration is attached to the harvest declaration. »
Article 5 of the aforementioned Decree of 13 April 1981 is replaced by the following provisions:
“Art. 5. - The basic output of the basic wines referred to in article R. 641-73 of the rural code is set at 7,500 kilograms of vintage per hectare.
The spoil output provided for in section R. 641-76 of the rural code is set at 9,000 kilograms of harvest per hectare.
The benefit of this denomination can only be granted to wines from young vines from the third year following that during which the plantation was carried out in place before July 31. »
Article 7 of the aforementioned Decree of 13 April 1981 is replaced by the following provisions:
“Art. 7. - The controlled label of origin "Blanquette method ancestrale can also be applied only to wines having undergone a second spontaneous fermentation in bottles made inside the production area defined in article 2 above and obtained in the conditions below specified.
The grapes must be put whole in the press. They must not be crushed or egregated.
Beginning in the 2007-2008 campaign, pressing facilities must be approved by the national committee of wines and brandies of the National Institute of labels of origin.
This approval, which is given after notice of a commission of experts appointed by the said national committee, attests to the conformity of the pressing facility with the qualitative standards set out in the specifications approved by the national committee of wines and brandies.
The opening, extension or modification of a pressurization facility shall result in the approval prior to the installation's entry into operation.
The wines intended for the elaboration of the "Blanquette method ancestrales can only be obtained within the maximum limit of 100 litres of must for 150 kilograms of vintage implemented.
The weighing of the grapes is mandatory at the place of receipt of the grapes as well as the holding of a press book. This book specifies, for each marc, the date and time of the beginning of each operation, the weight of the grapes carried out by grapes, their volumic alcoometric title in power, their origin and the volumes of the musts obtained. It must be held on site at the disposal of officers of the General Directorate of Competition, Consumption and Suppression of Frauds and the General Directorate of Customs and Indirect Rights.
The use of any draining, squeezing or pressing system of the harvest by helicoidal screws or by presse containing chains is prohibited for the development of these wines.
Concentration is prohibited. »
The Minister of State, Minister of Economy, Finance and Industry, the Minister of Agriculture, Food, Fisheries and Rural Affairs, the Minister Delegate for Small and Medium Enterprises, Trade, Crafts, Professionals and Consumer Affairs, and the Secretary of State for Budget and Budget Reform are responsible, each with respect to it, for the execution of this Decree, which will be published in the French Republic.
