In light of amended Act No. 83-634 of 13 July 1983 on the rights and obligations of civil servants, together with amended Act No. 84-16 of 11 January 1984 on statutory provisions relating to the public service of the State;

Considering the advice of the Central Joint Technical Committee on Prefectures dated 4 July 2003;

The professional competition provided for in Article 22 of the decree of 30 May 1997 referred to above for the advancement of the rank of the 2nd class of prefecture includes the tests defined below:
I. - An eligibility test
Drafting, from a public policy, a note or a report, with questions, to verify:
(a) The ability to understand the subject by the candidate;
(b) Its analytical and synthesis qualities, as well as its ability to highlight key context elements, objectives and issues of public action (duration: four hours); coefficient 1).
II. - Oral admission test
Conversation with the jury to assess the professional knowledge acquired in the functions performed by the candidate, his personality, abilities and ability to lead and mentor a team. The starting point of the conversation is a discussion on the curriculum vitae transmitted by the candidate. It includes questions relating to specific professional situations in relation to the candidate's professional experience (duration: 30 minutes, of which 10 minutes at most discussion; coefficient 1).
The curriculum vitae, with no more than two pages without photo, will specify, in addition to the name, first name, date of birth, titles and diplomas, the initial training and the main stages of the career. The candidates will complete the description of their professional curriculum of the main missions and responsibilities entrusted to them and the results they consider should bring to the attention of the jury.
Each of the tests is assigned a rating ranging from 0 to 20.
At the end of the written test, the jury alphabetically establishes the list of candidates authorized to take part in the oral test. No person may be declared eligible or admitted if he has not participated in all the tests.
At the end of the oral test, the jury determines in order the list of candidates definitively admitted.
If several candidates obtained the same number of points, priority is given to the one who obtained the highest rating in the written eligibility test.
The jury, appointed by order of the Minister of the Interior, Internal Security and Local Freedoms, includes six members:
- a prefect, president;
- a civil administrator;
- a member of the general inspection of the administration;
- a magistrate of the administrative tribunals and administrative courts of appeal;
- a member of the prefectural body;
- an officer of the National Prefecture Framework with the rank of Director.
The jury may be supplemented by one or more correctors selected from category A officials of the national prefecture framework.
The list of examination centres, the deadlines for the withdrawal and filing of applications and the date of the examinations are set by order of the Minister of Interior, Internal Security and Local Freedoms.
The list of candidates authorized to participate in the trials is decided by the Minister of Interior, Homeland Security and Local Freedoms.
The provisions of this Order shall enter into force for professional competitions held from the 2004 session.
The order of August 18, 1993 on the terms and conditions for the organization of the competition on professional trials for access to the rank of main prefecture stunt is repealed.
The Director General of Administration at the Ministry of Interior, Internal Security and Local Freedoms is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
