Decree of 7 August 2002 on delegation of signature

The Prime Minister,
On the report of the Minister of Ecology and Sustainable Development,
In view of the amended Decree No. 47-233 of 23 January 1947 authorizing Ministers to delegate, by order, their signature;
In view of the amended Decree No. 85-659 of 2 July 1985 establishing the organization of the central administration of the Ministry of Planning, Housing and Transport;
In view of the amended Decree No. 2000-426 of 19 May 2000 on the organization of the central administration of the Ministry of the Environment;
Having regard to the decree of 21 December 2001 appointing a director to the central administration of the Ministry of Equipment, Transport and Housing;
Considering Decree No. 2002-895 of 15 May 2002 on the powers of the Minister of Ecology and Sustainable Development;
Having regard to the decree of 17 June 2002 appointing the Prime Minister;
Having regard to the decree of 17 June 2002 on the composition of the Government;
Having regard to Decree No. 2002-983 of 12 July 2002 on the powers of the Minister of Equipment, Transport, Housing, Tourism and the Sea;
In view of the decision of 18 December 2001 on the organization of staff, services and modernization management;
In view of the decision of 18 December 2001 on the organization of sub-directions of staff, services and office modernization,
Decrete:

Article 1


Permanent Delegation is given to Mr Jean-Pierre Weiss, Director of Personnel, Services and Modernization at the Ministry of Equipment, Transport, Housing, Tourism and the Sea, to the effect of signing, on behalf of the Minister of Ecology and Sustainable Development and within the limits of his powers, all acts, orders, decisions and contracts relating to personnel management, excluding decrees.

Article 2


In the event of the absence or incapacity of Mr.Jean-Pierre Weiss, Director of Personnel, Services and Modernization, the delegation referred to in Article 1 is devolved, under the same conditions, to Mr. Patrick Berg, Chief of Service, and to Mr. Guy Janin, chief engineer of bridges and pavements, deputy to the Director of Personnel, Services and Modernization, directly placed under Mr.

Article 3


In the event of the absence or incapacity of Mr.Jean-Pierre Weiss, Director of Personnel, Services and Modernization, Mr. Luc Bégassat, Deputy Director, Mr. Jean-Claude Ruysschaert, Chief Engineer of Bridges and Roads, Mr. Olivier Meslin, Deputy Director, Ms. Marie-Luce Bousseton, Chief Engineer of Bridges and Roads

Article 4


In the event of the absence or incapacity of Mr. Luc Bégassat, Deputy Director of Administrative and Contractual Personnel:
1° M. Gérard Ferrer, a divisional engineer of public works of the State, directly under the authority of Mr. Luc Bégassat, a delegation to sign all acts, decrees and decisions within the limits of the powers entrusted to him;
2° M. Sylvain Leblanc, Mme Catherine Marcq, Mme Françoise Giboteau, M. Serge Billiottet et M. Gilles Perrin, attachés principales d'administration centrale, directly under the authority of M. Luc Bégassat, ont délégation pour signer tous actes, arrêtés et décisions dans la limite des attributions qui leur sont confies ;
3° M. Francis Michon, Civil Administrator, directly placed under the authority of Mr. Luc Bégassat, a delegation to sign all acts, decrees and decisions within the limits of the powers entrusted to him;
4° Mme Marie-Paule Bourreau-Charlet, Senior Administrative Officer, directly under the authority of Mr. Luc Bégassat, a delegation to sign supporting documents, administrative certificates and direct ordering slips concerning the liquidation of salaries, accounting documents and other documents relating to the liquidation of premiums and allowances within the limits of the powers entrusted to her.

Article 5


In the event of the absence or incapacitation of Jean-Claude Ruysschaert, chief engineer of bridges and pavements:
1° Mme Marie-Madeleine Bourgine, adviser of the administration of equipment, directly under the authority of Mr Jean-Claude Ruysschaert, a delegation to sign all acts, decrees and decisions within the limits of the powers entrusted to her;
2° M. Jérôme Roques, attaché d'administration centrale, a delegation to sign all acts, decrees and decisions within the limits of the powers entrusted to him and all acts, decrees and decisions relating to the application of Act No. 82-1021 of 3 December 1982 relating to the settlement of certain situations arising from the events of North Africa, the Indochina War or the Second World War and the management of certain personnel;
3° Mrs Geneviève Guinard, a non-registrant, directly under the authority of Mr. Jean-Claude Ruysschaert, has delegation to sign any acts, orders and decisions relating to recruitment and training;
4° Mrs. Odile Ganne, Senior Manager of Central Administration, Mr. Laurent Bouvier, Senior Officer of Deconcentrated Services, and Mr. Dominique Schuffenecker, Senior Officer of Deconcentrated Services, directly under the authority of Mr.Jean-Claude Ruysschaert, have delegation to sign all actions, orders and decisions within the limits of the powers entrusted to them.

Article 6


In the event of the absence or incapacity of Mr. Olivier Meslin, Deputy Director of Maritime Control and Security Personnel, Mr.Jean-Baptiste Dorival, Principal Officer of Central Administration, and Ms. Geneviève Moritz, Contract Officer, directly under the authority of Mr. Olivier Meslin, have delegation to sign all acts, orders and decisions, within the limits of the powers entrusted to them.

Article 7


In the event of the absence or incapacity of Ms Marie-Luce Bousseton, chief engineer of the bridges and pavements, Ms. Béatrice Lecomte, senior civil administrator, Ms. Nelly Lucas, divisional engineer of the public works of the State, Mr. François Landais, divisional engineer of the public works of the State, Ms. Marie-Pierre Gouby, senior officer of the services decated

Article 8


In the event of absence or incapacitation of Mrs. Catherine Aubey-Berthelot, Civil Administrator:
1° M. Stéphane Schtahaups et M. Yvan Laurent, attachés principales d'administration centrale, directly placed under the authority of Ms.Catherine Aubey-Berthelot, have delegation to sign all acts, decrees and decisions within the limits of the powers entrusted to them;
2° M. Michel Aymard, senior officer of central administration, directly placed under the authority of Ms.Catherine Aubey-Berthelot, a delegation to sign all acts, decrees and decisions within the limits of the powers entrusted to him, as well as the memoirs, documents to the administrative jurisdiction and decisions taken in execution of a judgment.

Article 9


In the event of absence or incapacity of Ms. Agnès Desmarest-Parreil, Senior Civil Administrator:
1° Mme Magalie Mundler, attachée d'administration centrale, M. Alain Monteil, engineer divisionnaire des travaux publics de l'État, and M. Frédéric Pique, senior executive officer of central administration, directly placed under the authority of Ms. Agnès Desmarest-Parreil, have delegation to sign delegation orders and accounting documents relating to the regulations of the various benefits of social action within the limits of their powers;
2° Mr.Georges Terris, senior officer of the disbursed services, directly placed under the authority of Ms. Agnès Desmarest-Parreil, has delegation to sign all administrative documents relating to the liquidation of pensions, the validation of services, the accounting documents relating to them and the securities of advances, as well as the submissions, documents to the administrative jurisdiction, within the limits of the powers entrusted to him.

Article 10


The Minister of Equipment, Transport, Housing, Tourism and the Sea and the Minister of Ecology and Sustainable Development are responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
