Judgment of July 26, 2005 amending the amended decision of April 30, 1991 setting out the sections and modalities for organizing the examinations of the Certificate of Fitness for the Faculty of Technical Education

The Minister of National Education, Higher Education and Research and the Minister of Public Service,
In view of the amended Decree No. 72-581 of 4 July 1972 concerning the special status of certified teachers;
In view of the amended decision of 30 April 1991 setting out the organizational sections and modalities for the technical education faculty certificate competitions,

Article 1


In Appendix I to the above-mentioned decision of April 30, 1991, the provisions relating to the Graphic Industries section are replaced by the following provisions:


“Section Graphic Industries
A. - Eligibility tests


1° Test of industrial science and technology:
The objective of the test is to verify the candidate's scientific, technological, economic, legal and graphic expression knowledge. It allows to assess its ability to mobilize them in order to develop a project and to establish, using several techniques, a manufacturing range that allows the production of printed products under rational conditions of production and cost.
The candidate composes on a subject that may include all or part of the following data: a preliminary summary project, a product definition, the technical and economic structure of a company and its subcontractors, the basic elements (primary and consumables) and the cost and time constraints.
From these data, the candidate must be able to:
- define the relationship of the product with its environment;
- establish all or part of a functional specifications notebook;
- complete the draft in the field of graphic expression and editorial;
- define the process;
- propose a global organization of realization.
The test allows the candidate to develop his/her ability to mobilize conceptual tools, his/her rigour in the approaches used and the relevance of advanced solutions. It also assesses the accuracy of the results provided and their alignment with the proposed problem. The quality of written communication is also taken into account.
Duration: six hours; coefficient
2° Test on the study of a system and/or a technical process:
The test is based on a technical system and/or a technical process.
Its purpose is to verify that the candidate can conduct the analysis of a system or production process by taking into account the technical-economic and human aspects, justifying technical choices as well as proposing technical solutions using all his knowledge in the fields of prepress and printing-finition.
The candidate composes on a subject that may include all or part of the following data:
- a record of description and specification of all or part of a technical system;
- various diagrams, graphs and representations specifying the structural and/or functional and/or temporal organization of the technical system studied;
- information on the process and associated means;
- technical characteristics and digital data resulting from computer processing and simulations;
- proposals to modify elements of the specifications.
From these data, the candidate must be able to:
- conduct the analysis of all or part of the system studied and model it completely or partially;
- to propose and design the layout of a system and/or a technical process for the realization of a printed or multimedia product;
- exploit results of tests, simulations or computer processing;
- to propose, in response to a modification of the specifications, architectural developments of the system;
- analyze a production process to optimize it.
The test allows the candidate to appreciate, on the one hand, the quality of the overall analysis of the process, the rigour of the steps used and their presentation, on the other hand, the accuracy of the results provided and their adequacy to the proposed problem, the relevance of the advanced solutions, as well as the quality of the documents, the rigour of the technical vocabulary and the respect of standards and conventions.
Duration of the test: eight hours; coefficient


B. Admission test


1° Proof of practical work:
The trial focuses on the two dominant discipline: prepress and impression-finition. The seven hours of practical activities concern these two dominant ones.
The candidate makes the choice, formulated at the time of registration, between:
- five hours of prepress and two hours of impression-finition;
- five hours of printing-finition and two hours of prepress.
The purpose of the test is to verify that the candidate, on the one hand, is capable of:
- to properly conduct an experiment, manufacture or realization on equipment or machinery of a graphic or printed production unit;
- to expose the methods implemented;
- to exploit the results obtained;
- to make conclusions,
on the other hand, that he can mobilize his basic knowledge of:
- raw materials and consumables;
- respect for the "environment and safety" rules concerning the use of these raw and consumable materials;
- materials used in the field of graphic industries;
- implementation and control processes.
Equipment implemented during the practical work test can be:
- equipment or machines of graphic or printed production;
- near finishing systems;
- simulation equipment and graphic stations;
- systems for quality control.

The candidate receives a manufacturing file with the elements and indications required for this achievement. He must choose the materials and possibly the workstations he considers appropriate to the problem.
From these data, the candidate must be able to:
- take the necessary initiatives to organize the site of experimentation and/or production and to manage its activities over time;
- implement the equipment, perform the requested operations, use the means of measurement and control;
- prepare an account of his work recalling the approach taken, the knowledge mobilized, the results obtained, the conclusions.
The test allows the candidate to appreciate, on the one hand, the compliance with the contract and the justification of methods ensuring the quality of the product, the safety of persons and goods, and his ability to justify his choices and the results obtained, on the other hand, his technical and scientific knowledge, the organization of the work station and his autonomy in the face of the problems posed. It is also taken into account the quality of the report of practical work (capacity to identify the essentials and to produce proposals), as well as the rigour of the argumentation and the precision of the technical vocabulary.
Duration of the test: eight hours (practice activities: seven hours; presentation and maintenance: one hour); coefficient 2.
2° Test on file:
The trial consists of the defence before the jury of a technical and scientific record of the field of communication and graphic industries followed by an interview. The file submitted was selected and prepared by the candidate.
The candidate's file is related to graphic and printed production, whose authenticity and currentity are decisive elements. This production must present a level of technicality and complexity corresponding to recent products, systems or equipment. All technical data and characteristics must correspond to clearly identified existing models and products.
This file cannot be reduced to a simple compilation of industrial documents or manufacturer documents. It must be organized and shaped by the candidate who retains only the elements necessary to the understanding and studies he has chosen to develop, not to mention that this dossier is likely to be used for the construction of a pedagogical application.
Using the modern means of presentation (projector and associated computers available at the venue of the competition), the candidate presents to the jury the support and technical means of production that he has chosen for the trial, the investigations and developments that he has led to fully capture the structure, operation and potential developments.
During the interview, the jury conducts investigations designed to comfort itself in the idea that the file presented results well from a personal work of the candidate. These may lead to the exploration of trails presented in the file but have not been the subject of a sufficiently detailed oral presentation and to ask the candidate for explanations regarding the steps used in the various phases of technical and scientific studies, or even demonstrations related to the mobilization of computer tools used in the studies proposed in the file.
The test allows the candidate to appreciate the authenticity and the actuality of the chosen problem, his ability to make it a constructed, clear and objective presentation, to highlight the problems and to clear from the subject treated the remarkable points and characteristics of the discipline. It also allows the candidate to highlight the quality of his or her file and the educational exploitation that he or she does in the course of his or her teaching.
The test also allows the candidate to demonstrate:
- that he knows the teaching content and the programs of discipline;
- that he has reflected on the purposes and evolution of discipline as well as on the relations of discipline to other disciplines;
- that he has considered the civic dimension of any teaching, and, in particular, that of the discipline in which he wishes to practise;
- that he has skills in oral expression, analysis, synthesis and communication;
- that it can state elementary knowledge of the organization of a secondary school, including a technical or vocational high school.

The contest program specifies the constituent elements of the file, the type of computer environment available to the applicant and its terms and conditions of use.
Records must be filed with the jury's secretariat for at least five frank days prior to the commencement of the examinations.
Preparation time: one hour.
Duration of the test: 45-five minutes maximum (exposed: 30 minutes maximum); maintenance: 15 minutes maximum); coefficient 1. »

Article 2


In Appendix II of the above-mentioned decision of April 30, 1991, the provisions relating to the Graphic Industries section are replaced by the following provisions:


“Section Graphic Industries
A. - Written proof of eligibility


Study of a technical system and/or technical process:
This technical test is based on a technical system and/or a technical process.
The technical documentation provided to the candidate may include:
- a record of description and specification of all or part of a system and/or technical process;
- various diagrams, graphs and representations specifying the structural and/or functional and/or temporal organization of the system and/or the technical process studied;
- information on the process and associated means;
- technical characteristics and digital data resulting from computer processing and simulations;
- proposals to modify elements of the specifications.
From these data, the candidate must be able to:
- conduct the analysis of all or part of the system studied and model it completely or partially;
- to propose and design the layout of a system and/or a technical process for the realization of a printed or multimedia product;
- exploit results of tests, simulations or computer processing;
- to propose, in response to a modification of the specifications, architectural developments of the system;
- analyze a production process to optimize it.
The objective of the test is to assess the candidate's technical, scientific and legal knowledge and ability to mobilize them to solve a technical or manufacturing problem. It also allows the candidate to highlight the relevance and consistency of advanced solutions, the accuracy of the results provided and their adequacy to the proposed problem. In addition, the rigour of vocabulary, respect for standards and conventions of representation, and clarity and rigour of written expression and composition are taken into account.
Duration of the test: six hours; coefficient


B. - Practical and oral proof of admission


Educational exploitation of practical work:
The trial focuses on the two dominant discipline: prepress and impression-finition. The seven hours of practical activities concern these two dominant ones.
The candidate makes the choice, formulated at the time of registration, between:
- five hours of prepress and two hours of impression-finition;
- five hours of printing-finition and two hours of prepress.
The proposed subject requires the implementation of all or part of a system of production of the graphic chain through a practical work activity.
The candidate is led to:
- to analyse and implement the requested practical work;
- assess the quality of the results achieved;
- from the practical work done, propose a pedagogical exploitation referring to the program of industrial sciences and techniques of the patent of higher communication technician and graphic industries.
This educational exploitation may include one or more teaching sequences; the applicant must:
- define the objectives of the educational exploitation that it proposes;
- locate his or her teaching sequences in the progression of the year;
- justify the selected educational choices (courses, practical work, directed work, organizational modes and strategy) to achieve the objectives set;
- specify the documents used by the teacher, the materials and equipment used;
- indicate the terms and conditions for the evaluation.
The objective of the event is to assess, among the candidate, his mastery of the knowledge and know-how characteristic of the professional field and the related professions and his ability to exploit them for teaching purposes, the level of his educational reflection and the relevance of the proposed organization. It also allows the candidate to highlight his or her knowledge of the teaching content and the purposes of discipline and specialty, the quality of the technical documents produced, and his or her qualities of expression and communication.
Duration of the test: eight hours (common activities: seven hours; exposure and maintenance: one hour); coefficient 2. »

Article 3


The present decision shall take effect from the 2006 session of the competitions.

Article 4


The Director of Teachers' Personnel is responsible for the execution of this Order, which will be published in the Official Journal of the French Republic.
