The officers named in the body of agents heads are classified in this body in accordance with the provisions of the Decree No. 2007-837 of 11 May 2007 fixing the common statutory provisions applicable to the body of category B of the public service hospital.
'Art. 4 - heads of category 2 officers are recruited: "(1) (a) on behalf of several institutions of the Department, by external competition on title open and organized by the appointing authority of the power of appointment of the establishment of the Department with the largest number of beds;
"(b) for the account of a facility of the Department, by external competition on title opened and held, after agreement of the prefect, by the authority vested with the power of appointment of this property.
"May be candidates:"-a professional Bachelor's degree holders corresponding to the areas listed in article 2 or an equivalent recognised qualification;
"- the holders of a qualification listed in the national directory of professional certifications issued in one or more of the above areas;
"- holders an equivalent issued by the commission established by Decree No. 2007-196 of February 13, 2007 on equivalency of graduates required to to attend the competition, bodies and executives of public service jobs to attend this competition;
' (2) (a) on behalf of several institutions of the Department by internal competitive examination open and organized by the appointing authority of the power of appointment of the establishment of the Department with the largest number of beds;
(b) on behalf of an institution of the Department by internal competitive examination open and organized, after agreement of the prefect, by the authority vested with the power of appointment of this property.
May be admitted to compete:-permanent officials body of officers control, the body of ambulance drivers and the body of cartoonists governed by Decree No. 91-868 5 September 1991 modified with special status of technical personnel of the public hospital service and the officers holding the ranks of master workman and master main worker;
-control officers leading the masters key workers. Drivers ambulance out of category and the main designers must have one year of seniority at least in their grade. Control officers, master workmen, category 1 ambulance drivers and designers group leader must justify three years seniority at least in their respective grade.
The competitions under the 1 ° and 2 ° above are open in one or more of the areas listed in article 2.
An order of the Minister of health determines the composition of the jury, the program, the nature of the tests and the modalities of these competitions.
(3) in accordance with the 2 ° of article 35 of law No. 86-33 of January 9, 1986 with statutory provisions for the hospital public service, within the limits of one third of the number of starts in the title of this article and detachments in the conditions laid down in article 30 of this Decree, by book entry in a list of suitable candidates established in each institution , after opinion of the competent joint administrative Committee.

The provisions of section 3 of title I of the order are replaced by the following: "Section 3" the body of workers workers «Art»»» 12. - i. - the body of workers staff includes qualified maintenance officer degrees, professional journeyman, master workman and master main worker under the scales, respectively 3, 4, 5 and 6 provided for in Decree No. 2006-227 of February 24, 2006, amended by Decree No. 2007-836 of 11 May 2007 on the Organization of the careers of hospital of category C officials.

"(2) skilled professional workers perform technical tasks requiring professional experience corresponding to a level of training at least equivalent to a certificate of professional competence.
"(3) the master workmen and masters main workers perform technical functions requiring a professional qualification corresponding to two different specializations contributing to the exercise of a same professional sector." They participate in the execution of the work and may, as appropriate, coordinate the activity of the workers of the same qualification or different qualifications.
"II. - members of this body can also ensure the conduct of motorcycles, of passenger vehicles or light trucks, heavy trucks and transit vehicles, if they hold, the needs of institutions, driving licences in categories A, B, C and D valid and subject to passing an aptitude test before one of the bodies authorized for this purpose by order of the Minister in charge of the. health. Car drivers must undergo periodic medical examinations that determine the validity of the required license.
"They can also participate in the security and fire system, ensure the driving of mechanical traction and be responsible for any mission within the scope of competences of logistics services.
'Art. 13. - i. - skilled maintenance workers are recruited to fill the vacancies in the title of a year after registration on a list of suitable candidates in each institution by the appointing authority. No condition of title or degree is required.
"Recruitment are subject to a prior in the following advertising:"-the recruitment notice specify the number of job vacancies as well as the deadline for applications and are displayed, fifteen days at least before that date, in the premises of the institution making the recruitment. "The record of the candidate contains a letter of application and a detailed curriculum vitae including academic, training and jobs held and specifying the duration.
«Candidates for employment in the specialty "driving of vehicles" must justify the detention of driving licences in categories A and B valid.»

"At the end of the examination of the record of each candidate, the commission auditioning those which it has received the application. This hearing is public.
'The commission shall decide, taking into account the professional criteria determined beforehand. At the end of the hearings, the commission shall adopt, in order of ability, the list of candidates declared fit. This list may have a number of candidates than positions available. Candidates are nominated in the order of the list. In the event of cessation of a candidate, he is called on the first candidate on the list. If one or more is not initially in the number of jobs open to recruitment vacancies, the appointing authority may appeal to the candidates on the list in the order of the. The declared candidates list remains valid until the opening of the next recruitment date.
"II. - skilled professional workers are recruited by a competition on title open to candidates is:"-a degree of level V or a recognised equivalent qualification;
"- of a qualification listed in the national directory of professional certifications issued in one or more specialties;

III. - The masters workers are recruited: 1 ° by an external competition on securities open to candidates, either:-two graduates of level V or two equivalent recognized qualifications.
-of two certifications listed in the national directory of professional certifications issued in one or more specialties.
-of two equivalent issued by the commission established by the Decree of 13 February 2007 relating to equivalency of graduates required to to attend the competition, bodies and executives of the public service employment to attend this competition.
-of two degrees at least equivalent on a list established by the Minister of health.
(2) by a competition internal securities open to professional skilled workers as well as drivers ambulance licensed category 2 with a degree of level V or a diploma at least equivalent and with at least two years of actual service in their respective grade.
'Art. 14 - recruitment referred to in II and III above are open in one or more specialties. The list of specialties open at each level of recruitment is set by the appointing authority.
The terms of organization of the competition, the nature and the program of events for access to the ranks of category C of this Decree and the composition of the jury or the Committee set up under article 13 above are fixed by decision of the appointing authority of the power of appointment, which organizes the recruitment.
'Art. 15 - i. - advancement to the rank of journeyman Professional is done according to one of the following: 1 ° either by way of registration at an annual table of progress established after opinion of the competent joint administrative Committee, after a selection through a professional examination open to maintenance workers qualified having reached the 4th level and with at least three years of service effective in their grade;
(2) either by way of registration at an annual array of established promotion, the choice, after opinion of the competent joint administrative Committee among maintenance workers qualified having reached the 5th level and with at least five years of actual service in their grade.
The advancement of rank is done in each of the two tracks listed above in a proportion varying from one-third to two-thirds.
When the number of candidates admitted to the professional examination is less number of promotions to a decision by one of the routes, the number of promotions to pronounce the title of 2 ° is increased in proportion.

"- the number of promotions in the rank of master workman is calculated each year, in each institution, under conditions established by Decree No. 2007 - 1191 of August 3, 2007 relating to the advancement of rank in some body of the public hospital service.
III. Advancement to the rank master main worker is carried out as follows: "-may be promoted to the rank of master main worker, by way of an entry in a table of annual to established status, in accordance with the (1) of article 69 of law No. 86-33 of January 9, 1986 statutory provisions on the hospital public service, teachers who have reached at least one year of seniority in the 5th step of their grade and workers with at least five» years of actual service in rank;
"- the number of promotions in the rank of master main worker is calculated each year, in each institution, under conditions established by Decree No. 2007 - 1191 of August 3, 2007 relating to the advancement of rank in some body of the hospital public service."

'Art. 19 - i. - may be promoted to the rank of category 1 ambulance driver, after registration at the table of progress in accordance with the (1) of article 69 of law No. 86-33 of January 9, 1986 statutory provisions on the hospital public service, drivers ambulance category 2 having reached at least the 5th step of their grade and with at least six years of service effective in their grade.
"The number of promotions in the category 1 ambulance driver rank is calculated each year, in each institution, under conditions established by Decree No. 2007 - 1191 of August 3, 2007 relating to the advancement of rank in some body of the public hospital service.

"II.-can be promoted to the rank of driver paramedic hors category, after entry in the table of progress in accordance with the (1) of article 69 of law No. 86-33 of January 9, 1986 with statutory provisions on the hospital public service, drivers ambulance category 1 who have reached at least two years of seniority in the 6th step of their grade and with at least five years of service effective in their rank."
"The number of promotions in the rank of driver paramedic hors category is calculated each year, in each institution, under conditions established by Decree No. 2007 - 1191 of August 3, 2007 relating to the advancement of rank in some body of the public hospital service.

I. - Title IV of the order called 'The personal safety and maintenance' is replaced by a new title IV, entitled 'common provisions '. It includes: (1) article 48, which becomes article 24.

'Art. 44 - specialized professional workers and officers in this rank of 3 pay scale are reclassified in the rank of professional worker skilled scale 4-level identity and identity of seniority. The first tranche will take place from June 25, 2007, the second tranche will take place as of January 1, 2008.

"(2) by way of an entry in a table of annual established promotion, the choice, after notice of the joint administrative Committee, maintenance workers qualified having reached at least the 4th level and with at least three years of actual service in that rank;
"The advancement of rank is done in each of the two tracks listed above in a proportion varying from one-third to two-thirds.

Specialized professional workers and car drivers will be integrated in the rank of professional worker qualified in accordance with articles 41 and 42.
'Art. 54 - candidates registered on the main lists and lists additional admission to open competition in the bodies referred to in articles 37 to 43 can be named in one of the bodies governed by this Decree, in the rank corresponding to that for which the competition was opened, this until the start date of the trials of the first competition for this body and no later than two years after the date of these additional lists.
'Art. 55 - officials seconded in the former bodies referred to in articles 21 and 37 to 43 above are maintained in the position of detachment in the new body or grades and classified in accordance with the provisions of articles 37 to 43 and articles 30 and 31 of the order for the other officials. Service in a position of detachment in the old body includes services performed in position of detachment in the new body or grades.

'Art. 57 - tables of progress set out in the title of 2007 for access to degrees of advancement in the former body of officials referred to articles 37 to 43 above are still valid for the promotion in the corresponding grades in the body in which they are integrated.
'Art. 58 - lists ability mentioned in the 1 ° and 2 ° of article 35 of the Act of 9 January 1986 referred to above, established for the year 2007, for access to the body of foremen, master workmen, of professional workers, technical staff of maintenance referred to in articles 37 to 43 above, remain valid for the promotion in the new grades corresponding to the body of integration.
'Art. 59 - services made in the body and in the ranks of origin are considered services made in the body and in the ranks of integration.
"Officials who have achieved reductions of seniority level in their body before be integrated into the new body governed by this Decree retain the benefit of these reductions of seniority after their integration.
'Art. 60 - up to the installation of the competent joint administrative boards for bodies governed by this Decree, remain competent commission administrative joint no. 4 for the body of agents heads and the commission administrative competent No. 7 for the other bodies in the composition defined by the Decree of July 18, 2003 referred to above. "III. - articles 61 to 64 of Chapter 6 entitled"Other transitional provisions"and section 65 unchanged.


Article 12 the set of agents heads provisions of this Decree take effect as of June 25, 2007.


Article 13 the Minister of health, youth and sports, the Minister of budget, public accounts and public service and the Secretary of State for public service are responsible, each which is concerned, of the execution of this Decree, which will be published in the Official Journal of the French Republic.
