Decree of 2 August 2002 on delegation of signature

The Prime Minister,
On the report of the Minister of Equipment, Transport, Housing, Tourism and the Sea,
Considering the public procurement code;
In view of the decree of 1 October 1926 on administrative simplification measures concerning marine ports and inland waterways;
In view of the amended Decree No. 47-233 of 23 January 1947 authorizing Ministers to delegate, by order, their signature;
Having regard to Decree No. 53-1169 of 28 November 1953 on the regulation of public administration for the application of the decree of 30 September 1953 on the reform of administrative litigation, as amended by the decree of 29 January 1957;
In view of the amended Decree No. 85-659 of 2 July 1985 establishing the organization of the central administration of the Ministry of Planning, Housing and Transport;
Having regard to the decree of 17 June 2002 appointing the Prime Minister;
Having regard to the decree of 17 June 2002 on the composition of the Government;
Having regard to Decree No. 2002-983 of 12 July 2002 on the powers of the Minister of Equipment, Transport, Housing, Tourism and the Sea;
Having regard to Decree No. 2002-984 of 12 July 2002 on the powers delegated to the Secretary of State for Transport and the Sea;
Having regard to the amended decision of 2 May 1997 on the organization of the direction of land transport;
Having regard to the amended decision of 29 May 1997 on the organization of sub-directions of the ground transportation management in offices,
Decrete:

Article 1


Within the limits of his powers, permanent delegation is given to Mr. Patrice Raulin, Director of Land Transport, to the effect of signing, on behalf of the Secretary of State for Transport and the Sea, all acts, decrees and decisions as well as all contracts and amendments, excluding decrees.

Article 2


In the event of the absence or incapacity of Mr. Patrice Raulin, Director of Land Transport, the delegation provided for in Article 1 above shall, within the limits of their powers, be vested in Ms. Mireille Oustlant, Deputy Director, MM. Michel Aymeric, Philippe Bry, Patrick Labia and Jacques Perret, Deputy Director, and MM. Bernard Fournier, inspector general of equipment, Jacques Vernier, general engineer of mines, Jean-François Janin, chief engineer of bridges and pavements, Pascal Mignerey, engineer of bridges and pavements, and Claude Vannier, divisional engineer of public works of the state.

Article 3


In the event of the absence or incapacity of Ms. Mireille Oustlant, Deputy Director, Ms.Arlette Barrault, Senior Administrative Officer, and Mr. Bertrand James, Divisional Engineer of Public Works of the State, have delegation to sign any acts, orders, decisions and administrative documents, and Mr. Gilbert Hiegel, Senior Administrative Officer, has delegation to sign any acts, orders, decisions, delegations and

Article 4


In the event of the absence or incapacitation of Mr Michel Aymeric, Deputy Director:
1° M. Marc Papinutti, engineer des ponts et chemins, directly placed under the authority of M. Michel Aymeric, a delegation to sign all acts, decrees, decisions and administrative documents, within the limits of the powers entrusted to him;
2° Mrs. Catherine Bardy, Civil Administrator, and MM. Thomas Vieillescazes, engineer of bridges and pavements, Thierry Carriol, senior manager of central administration, and Pierre Desfray, divisional engineer of public works of the State, head of district, have delegation to sign all acts, decrees, decisions and administrative documents, within the limits of the powers entrusted to them.

Article 5


In the event of the absence or incapacity of Mr. Philippe Bry, Deputy Director, Ms. Magali Aufan and Aline Cherton, Senior Administrative Officers, have delegation to sign all acts, orders, decisions and administrative documents, within the limits of their powers.

Article 6


In the event of Mr. Patrick Labia's absence or incapacity, Deputy Director:
1° M. Christophe Rabault, chief engineer of the bridges and pavements, directly placed under the authority of Mr. Patrick Labia, has delegation to sign all acts, decrees, decisions and administrative documents, within the limits of the powers entrusted to him;
2° M. François Dubois, a divisional engineer of the public works of the State, and Mr. Benoît Dingremont, senior executive officer of the central administration, have delegation to sign all acts, decrees, decisions and administrative documents, within the limits of their powers.

Article 7


In the event of the absence or incapacity of Mr Jacques Perret, Deputy Director, Ms. Françoise Quéré and Liliane Giraud, Principal Officers of Central Administration, and Mr. Hubert Perrin, Director of Labour, have delegation to sign all acts, orders, decisions and administrative documents, within the limits of their powers.

Article 8


In the event of absence or incapacity of Mr. Bernard Fournier, General Equipment Inspector, Ms. Nicole Lhomme, Contract Officer, and MM. Alain Priol, civil administrator, and Yves Marchadour, divisional engineer of the public works of the State, head of the district, have delegation to sign all acts, decrees, decisions and administrative documents, within the limits of the powers entrusted to them.

Article 9


In the event of the absence or incapacity of Mr Jacques Vernier, general engineer of mines, Mr. Romain Cailleton, chief engineer of mines, has delegation to sign all acts, decrees, decisions and administrative documents, within the limits of his powers.

Article 10


In the event of absence or incapacitation of Mr. Pascal Mignerey, bridge engineer and pavements:
1° Mme Pascale Buch, Senior Civil Administrator, directly under the authority of Mignerey, a delegation to sign all acts, decrees, decisions and administrative documents, within the limits of his powers;
2° Mrs. Caroline Bigot, a bridge and pavement engineer, and Mr. Henri Peyrafitte, a divisional engineer of public works of the State, have delegation to sign all acts, decrees, decisions and administrative documents, within the limits of the powers entrusted to them.

Article 11


The Minister of Equipment, Transport, Housing, Tourism and the Sea and the Secretary of State for Transport and the Sea are responsible, each with regard to it, for the execution of this decree, which will be published in the Official Journal of the French Republic.
