Seen the Decree of 1 October 1926 relative to measures of administrative simplification concerning seaports and waterways;
Considering Decree No. 47-233 23 January 1947 changed allowing Ministers to delegate, by order, their signature;
Considering Decree No. 53-1169 of November 28, 1953, regulation of public administration for the purposes of the Decree of September 30, 1953, on the reform of administrative litigation, modified by the Decree of 29 January 1957;
Considering Decree No. 85-659 of July 2, 1985 amended fixing the Organization of the central administration of the Ministry of urban development, housing and transport;
Seen the Decree of 17 June 2002 appointing the Prime Minister;
Seen the Decree of 17 June 2002 relating to the composition of the Government;
See Decree No. 2002 - 983 of July 12, 2002 related to the powers of the Minister of equipment, transport, housing, tourism and the sea;
See Decree No. 2002 - 984 of July 12, 2002 related to the powers delegated to the Secretary of State for transport and the sea;
Given the Decree of 2 May 1997 amended organizing land transport management;
Given the Decree of 29 May 1997 amended organizing branches of management of transport in offices, decrees: Article 1 within the limits of its powers, permanent delegation is given to Mr. Patrice Raulin, Director of land transport, in order to sign, on behalf of the Secretary of State for transport and the sea, all acts, orders and decisions as well as all markets contracts and endorsements, excluding the decrees.


Article 2 in case of absence or impediment of Mr. Patrice Raulin, Director of land transport, the planned delegation to article 1 above is devolved, within the limits of their powers, Ms. Mireille Oustlant, Deputy Director, Mr. Michel Aymeric, Philippe Bry, Patrick Labia and Jacques Perret, Assistant Directors, and Mr. Bernard Fournier, inspector general of the equipment, Jacques Vernier, general engineer of mines Jean-François Janin, by Chief Engineer of bridges and causeways, Pascal Mignerey, engineer of bridges and roadways, and Claude Vannier, divisional engineer of public works of the State.


Article 3 in case of absence or impediment of Ms. Mireille Oustlant, Deputy Director, Ms. Arlette Barrault, attached main headquarters, and Mr. Bertrand James, divisional engineer works of the State, have main Central Administration delegation to sign all acts, arrested, decisions and administrative documents, and Mr. Gilbert Hiegel, attached, a delegation to sign all acts, arrested, decisions, delegations and notifications of program authorities , as well as all supporting expenses, within the limits of the powers assigned to them.


Article 4 in case of absence or impediment of M. Michel Aymeric, Assistant Director: (1) Mr. Marc Papinutti, engineer of bridges and causeways, directly under the authority of M. Michel Aymeric, a delegation to sign all acts, arrested, decisions and administrative documents, within the limits of the powers entrusted to them;
(2) main headquarters, and Pierre Desfray, divisional engineer of public works of the State, head of the district, Mrs. Catherine Bardy, civil administrator, and Messrs. Thomas Vieillescazes, engineer of bridges and causeways, Thierry Carriol, attached have delegation to sign all acts, arrested, decisions and administrative documents, within the limits of the powers assigned to them.


Article 5 in the absence or inability of Mr. Philippe Bry, Deputy Director, Ms. Magali Aufan and Aline Cherton, main attached to Headquarters, have delegation to sign all acts, arrested, decisions and administrative documents, within the limits of the powers assigned to them.


Article 6 in the absence or inability of Mr. Patrick Labia, Assistant Director: (1) Mr. Christophe Rabault, Chief Engineer of bridges and pavement, directly under the authority of Mr. Patrick Labia, delegation to sign all acts, arrested, decisions and administrative documents, within the limits of the powers entrusted to them;
(2) Mr. Francis Dubois, divisional engineer of public works of the State, and M. Benedict Dingremont, attached main headquarters, have delegation to sign all acts, arrested, decisions and administrative documents, within the limits of the powers assigned to them.


Article 7 in the event of absence or inability of Mr. Jacques Perret, Assistant Director, Mmes Françoise Quere and Liliane Giraud, principal of central administration attached, and Mr. Hubert Perrin, Director of labour, have delegation to sign all acts, arrested, decisions and administrative documents, within the limits of the powers assigned to them.


Article 8 in the absence or inability of Mr. Bernard Fournier, inspector general of the equipment, Ms. Nicole Lhomme, officer contract, and Messrs. Alain Priol, civil administrator, and Yves Marchadour, divisional engineer of public works of the State, head of the district, have delegation to sign all acts, arrested, decisions and administrative documents, within the limits of the powers assigned to them.


Article 9 in the absence or inability of Mr. Jacques Vernier, general engineer of mines, Mr. Romain Cailleton, Chief Engineer of mines, has delegation to sign all acts, arrested, decisions and administrative documents, within the limits of the powers entrusted to him.


Article 10 in case of absence or impediment of Mr. Pascal Mignerey, engineer of bridges and roadways: (1) Mrs. Pascale Buch, Director civilian outside of class, directly under the authority of Mr. Mignerey, delegation to sign all acts, arrested, decisions and administrative documents, within the limits of the powers entrusted to them;
(2) Mrs. Caroline Bigot, an engineer of bridges and pavement, and Mr. Henri Peyrafitte, divisional engineer of public works of the State, have delegation to sign all acts, arrested, decisions and administrative documents, within the limits of the powers assigned to them.


Article 11 the Minister of equipment, transport, housing, tourism and the sea, and the Secretary of State for transport and the sea are responsible, each which is concerned, of the execution of this Decree, which will be published in the Official Journal of the French Republic.
