Decree of 31 July 2003 amending the decree of 21 May 2003 with delegation of signature

The Prime Minister,
On the report of the Minister of Social Affairs, Labour and Solidarity,
In light of Decree No. 47-233 of 23 January 1947, as amended authorizing the ministers to delegate, by Their signature;
Having regard to Decree No. 90-665 of 30 July 1990 on the organisation of the central administration of the Ministry of Labour, Employment and Vocational Training and the Ministry of Solidarity, Health and Social protection;
In light of the February 8, 2001 Order in Council appointing the Director of General Administration and Service Modernization;
In light of the June 17, 2002 Order in Council appointing the Prime Minister;
Given the Order in Council Of 17 June 2002 on the composition of the Government;
Given Decree No. 2002-976 On 12 July 2002 on the duties of the Minister for Social Affairs, Labour and Solidarity;
In view of the decree of 21 May 2003 on the delegation of signature;
In view of the orders of 25 April 2003 relating to the organisation of the Directorate of General Administration and Modernization of Services in Sub-Directorates and Offices,
Describes:

Article 1


Article 8 of the decree of 21 May 2003 is replaced by the following:
" Article 8. -In the event of absence or incapacity by Mr Dominique Lacambre, Mr Michel Gilles, Mrs Danielle Bugeaud, Mr Vincent Grenouilleau and Mr Christophe Reilhac, delegation is given to Ms Sarah François, Head of Administration, Alexa Guena, a central administrative officer, Béatrice Cherblanc, a central administrative officer, and Alain Gilquin, contract agent, to sign, on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts relating to The duties of the accounting and public control office, and Expenditure commitments, payment orders, transfer and delegation orders, expenditure vouchers and revenue orders from the budget of the Ministry of Social Affairs, Labour and Solidarity (employment section). "

Sections 16 to 25 of the Order are replaced by the following:

Dominique Lacambre, Michel Gilles and Philippe Sanson and Ms. Martine Noulin, delegation is given to Mr. Pierre Le Floch, a central administrative assistant, to sign, within the limits of the remit of the mission of social relations and Statutes and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding Orders in
. Art. 18. -In the event of absence or incapacity of MM. Dominique Lacambre, Michel Gilles and Philippe Sanson and Ms. Martine Noulin, delegation is given to Mr. Jean-Luc Lebeuf, civil administrator, to sign, within the limits of the duties of the Office of Personnel Management And on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding Orders in
. Art. 19. -In the event of absence or incapacity of MM. Dominique Lacambre, Michel Gilles and Philippe Sanson and Martine Noulin and Jean-Luc Lebeuf, delegation is given to Mr Hervé Magueur, principal central administrative officer, to the effect of signing, within the limits of the duties of the office The management of the staff of the decentralised services and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, other than
. Article 20. -In the event of absence or incapacity of MM. Dominique Lacambre, Michel Gilles and Philippe Sanson and Mrs Martine Noulin, delegation is given to Mr Michel Sosnovsky, Director of Labour, to sign, on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts Relating to the functions of the Office of the General Litigation, and in particular the commitments for expenditure and accounting documents and all acts, orders or decisions, excluding orders-in-council, in the field of general litigation, of costs of justice And civil repairs.
" Article 21. -In the event of absence or incapacity of MM. . Article 23. -In the event of absence or incapacity of MM. Dominique Lacambre, Michel Gilles and Philippe Sanson and Ms. Martine Noulin and Béatrice Steffan, delegation is given to Mr. Georges Bayard, contract agent, to sign, within the limits of the duties of the Office of Forecasting Management, The assessment and training and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding Orders in
. Article 24. -In the event of absence or incapacity of MM. Dominique Lacambre, Michel Gilles and Philippe Sanson and Ms. Martine Noulin, delegation is given to Mr. Yves Meunier, principal central administrative officer, to the effect of signing, within the limits of the duties of the policy office of the action And on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding Orders in Council.

Dominique Lacambre, Michel Gilles and Philippe Sanson, Martine Noulin and Yves Meunier, delegation is given to Ms. Anne-Marie Chevillot, a central administrative officer, to the effect of signing, within the limits of the duties of the office of Social action and working conditions and on behalf of the Minister for Social Affairs, Labour and Solidarity, all acts, orders, decisions or conventions, excluding orders-in-council. "

Article 3


The Minister for Social Affairs, Labour and Solidarity shall be responsible for the execution of this Decree, which shall be Published in the Official Journal of the French Republic.
