By decision of the Minister of Higher Education and Research dated June 15, 2007 and the Minister of Budget, of the Public Accounts and the Public Service dated June 19, 2007, the Agreement Constituent of the public interest group known as " Knowledge City-The Futuroscope Training Cluster " Is approved.
The convention can be accessed by anyone interested in the seat of the group and from the Minister responsible for higher education.

Object of the grouping


The purpose of the GIP is to develop, at national, European and international level, the knowledge-based economy of the Futuroscope A common vision and the creation of a reference pole on an offer of services in open and distance education (products/services/research/international linkages) to any structure (enterprises, establishments, etc.).
For GIP addresses three major areas of intervention:
-research and innovation. A research network is established between the founding members, coordinated by the university. The challenge is twofold: to enhance the know-how of the members and to find technological or custom differentiations which will give the group an advantage enabling it to be competitive in the marketing of training plans Businesses;
-ongoing business training. The content and interactive educational services controlled by each member-if organised and coordinated to meet the needs of the major accounts-are important assets in order to make the grouping credible on the Market for continuing education and possibly interested private providers looking for cooperation;
-the attractiveness of the education/training sector on the Futuroscope technopole. The expertise of the European and even global dimension of some of the members makes it possible to imagine the creation of a recurring event of type " Summer University " Which would intensify the relational network of members and make the Futuroscope technopole a high priority for the theme " Knowledge economy ".
In particular, cooperation projects can be implemented:
1. Mutualize and foster commercial cooperation in the direction of enterprises.
2. Equip themselves with the technical tools necessary for the realisation of the common vision (e-learning platform ...) in order to optimize the costs in the Mutualizing.
3. Valuing existing content in each member.
4. Build training courses at the request of companies.
5. Clarify areas of cooperation with research that will enable members to benefit from decisive progress and encourage transfer of innovations.
6. Respond collectively to invitations to tender and position themselves on key European programs.
7. Promote the group and its members, their skills and their specificity by all means (summer university, press, lounges, platelets, video clip ...).
8. Find outside partners, private or public, on planned projects.


Grouping Head Office


The clustering seat is fixed at the CEI, Enterprise Centre and Innovation, Teleport, 1, Avenue du Futuroscope, BP, 86961 Futuroscope Chasseneuil, on the Technopole du Futuroscope. It can be transferred to any other place by decision of the board of directors.


Duration


The grouping is for a duration of three years.
The duration of the grouping can be An application for an extension by the general meeting in accordance with the procedure laid down in the relevant regulations.
The public interest group shall take effect on the day of publication in the Official Journal, in the form of an opinion, of Joint approval of the agreement by the Ministers Interested. It has a legal personality as of that date.


Management Mode


ILM accounting is maintained and managed according to the rules of private law. The control of the accounts shall be carried out by an auditor, appointed for a period of three years by the general meeting and carrying out his duties in accordance with the law. The holding of the accounts shall be carried out by an accountant approved by the Management Board, on the proposal of the President.


Member's liability


A rules of procedure shall be established by the Council The administration of the GIP for the operation of the grouping. It rules the members' reports between them.
In their dealings with each other, the founding and active members have rights equal to the number of votes they hold. They contribute to the expense of the group by proportion.
In their dealings with third parties, the members of the group are not supportive. They are responsible for the debts of the group only as a proportion of their statutory rights as from the effective date of the IPTF.
