Signing delegation order of 15 July 2004 (Directorate-General for Public Accounts)

First Minister,
Sur le rapport du ministre d' Etat, Ministre de l' économie, des finances et de l' industrie,
Vu la loi n ° 77-1453 du 29 December 1977 granting guarantees de Procedures for taxpayers in tax and customs matters, in particular Article 1;
In light of Decree No. 47-233 of 23 January 1947, as amended authorizing the ministers to delegate, by order, their signature;
In light of the decree of 29 December 1962, as amended Laying down general rules on public accounts, in particular Articles 6 and 63;
Having regard to Decree No 78-636 of 12 June 1978 laying down the composition and operating conditions of the Committee on Fiscal Offences instituted by Article 1 of the Act of 29 December 1977 referred to above, in particular Article 5;
Decree No. 98-977 of 2 November 1998 concerning the Directorate-General for Public Accounts;
In the light of the decree of 5 November 1998 appointing directors at headquarters;
In view of Decree No. 2002-893 of 15 May 2002 concerning Responsibilities of the Minister of Economy, Finance and Industry;
In light of the decree of 30 March 2004 appointing the Prime Minister;
In light of the amended decree of 31 March 2004 on the composition of the Government;
Given the decree of 6 May 2004 signing delegation (Directorate-General for Accounting Public);
In view of the Order of 2 November 1998 on the organisation of the Directorate-General for Public Accounts, as amended by the Order of 12 November 2001;
In view of the Order of 2 November 1998 on the organisation of the sub-directorates of the Directorate-General for Public Accounts, as amended by the Order of 12 November 2001 and by the Order of 31 July 2002;
In view of the Order of 16 April 2004 with a delegation of signature,

Décrète:

Article 1


Articles 8 and 28 of the decree of 6 May 2004 read as follows:
" Article 8. -In the event of absence or incapacity of Mr Olivier Gloux and Renaud Houssaye, delegation is given to Mrs Nicole Gay and to Mr Valéry Andrieux, departmental directors of the public treasury, and to Mrs Magali Brabant, Senior Inspector of the Public Treasury, at Mrs Thérèse Dufour and Mrs Thi Hoa Nguyen, recipients of the Public Treasury, to sign, on behalf of the Minister of State, Minister for the Economy, Finance and Industry, and within the limits of their powers, all acts relating to The performance of revenue and expenditure operations under the services budget Deconcentrated of the Consolidated Revenue Fund and Special Account 902-15. "
" Art. 28. -In the event of absence or incapacity of Mr Bruno Soulié, Delegation shall be given to MM. François Tanguy, Lionel Siret, Hubert Blaison and Olivier Rouseau, to Huguette Allard and Adèle Lieber, civil administrators, to sign, on behalf of the Minister of State, Minister of Economy, Finance and Industry, and within the limit of Their powers, acts and decisions. "

Item 2


After section 28, section 28-1 is added as follows:
" Article 28-1. -In case of absence or incapacity of Mr Bruno Soulié, Hubert Blaison and Olivier Rouseau, delegation is given to Mr François Barras, Departmental Director of the Public Treasury, to Mr Philippe Poulain, Chief Inspector of the Treasury, and to Mr Alain Legrand, the chief treasurer of the State Treasury, has the effect of signing, on behalf of the Minister of State, Minister of Economy, Finance and Industry, and within the limits of their powers, acts and decisions. "

Article 3


The Minister of State, Minister of Economy, Finance and Industry, is responsible for the implementation of this Decree, Which will be published in the Official Journal of the French Republic.
