In view of Regulation (EC) No 999/2001 of Parliament and of the Council of 22 May 2001 laying down rules for the prevention, control and eradication of certain spongiform encephalopathies Communicable;
In view of Council Directive 90 /667/EEC of 27 November 1990 laying down the health rules on the disposal of animal waste and its placing on the market and the protection against foodborne pathogens for Animal or fish-based animals and amending Directive 90 /425/EEC;
In view of Council Decision 1999 /534/EC of 19 July 1999 on the measures applicable to the treatment of certain animal waste for the purposes of protection against transmissible spongiform encephalopathies and amending the decision 97 /735/EC of the Commission;
In view of Commission Decision 2001 /9/EC of 29 December 2000 on the control measures required for the implementation of Council Decision 2000 /766/EC on certain measures of protection against Transmissible spongiform encephalopathies and the use of certain Animal protein in feedingstuffs;
In view of the rural code, and in particular Articles L. 226-9, L. 236-1 to L. 236-9 and L. 255-1 to L. 255-11;
Given the code of consumption, in particular Article L. 221-5;
Given the code of Customs, and in particular Article 38;
In the light of the amended Order of 30 December 1991 on the processing of animal waste and governing the production of feed for animals of animal origin;
In the light of the amended Order of 17 March 1992 on Conditions to be met by slaughter animals for the purposes of Production and placing on the market of fresh meat and determining the conditions for the health inspection of these establishments;
In the light of the Decree of 23 August 2001 on sanitary conditions governing employment, marketing, Trade, imports and exports of certain products of animal origin intended for animal feed and the manufacture of animal feed;
In view of the opinion of the French Food Safety Agency of 25 April 2002;
In view of the opinion of the Committee on Fertilizers and Culture media as of March 7, 2002,

Manufacturing, importing from third countries or other Member States of the European Community, placing on the market free of charge or The following products shall be suspended for a period of one year from the date of publication of this Order:
1. Products containing or prepared from high risk materials referred to in the letters a, b, c, d, h, i and j of Article 3 of Directive 90 /667/EEC, including animals or parts of animals with bovine spongiform encephalopathy Subacute transmissible, and the specified risk material within the meaning of Article 31, point p, of the decree of 17 March 1992, irrespective of the nature of the treatment carried out or the mixture made;
2. Flats of meat, bone meal, meal Bone meat, dried cretons, derived from ruminants, used alone or in a mixture;
3. Animal animal waste, except those listed in Annex I to this Order in accordance with point 3 (3) of point 3 of Decision 99 /534/EC of 19 July 1999, when they are not processed in accordance with the requirements laid down in Annex I. Schedule II to this Order;
4. Hydrolyzed proteins derived from hides and skins not in accordance with the requirements set out in Annex III to this Order, or which are not accompanied by the health certificate provided for in Annex IV to this Order.

Only products made in whole or in part of by-products or waste of animal origin other than animal waste, intended to enter the market, can be placed on the market. Manufacture or composition of fertilizing materials or culture media, as well as fertilizing materials and culture media made from the same products, by-products or waste, including compliance with the provisions of the Is certified by a health or safety certificate or document Accompanying, as defined by Decree No. 80-478 of 16 June 1980, accompanied by:

AUTHORIZED MAMMALS ANIMAL WASTE
NO SPECIFIC THERMAL TREATMENT


a) Low risk materials within the meaning of Directive 90 /667/EEC, for the production of pet food.
b) Animal waste referred to in Article 7 (ii) of the Directive 90 /667/EEC used for feeding zoo animals, Circus animals or fur-bearing animals, pack dogs, recognized crews or vermines.
(c) Degreed bones for the production of gelatine.
(d) hides and skins for the production of gelatine, collagen and protein
e) The glands, tissues and organs for pharmaceutical use.
f) Blood and blood products.
g) Milk and milk products.
h) Non-ruminant waste for the production of Melted fat, excluding cretons derived from this production.
i) The Low-risk ruminant waste for the production of melted fats, excluding those derived from this production.
l) Human consumption-specific bones.

REQUIREMENTS TRANSFORMATION
FOR MAMMALS ANIMAL WASTE


Minimum requirements for the processing of mammalian animal waste:
a) Minimum particle size: 50 mm;
b) Temperature: > 133 ° C;
c) Time: 20 min without interruption.
Pressure (absolute) produced with saturated steam (1): 3 bars.
The transformation can be performed in a continuous or discontinuous system.

-spleen and bovine thymus, regardless of age;
-all or part of the head, including eyes and tonsils, excluding the brain, tongue and masseters of elderly sheep and goats Less than six months;
-from all or part of the head, including eyes and tonsils, to The exclusion of the brain, tongue, masseters and the spinal cord of ovine and caprine animals aged six months or more;
