Abstract


Order 97-440 above A commitment premium regime for non-commissioned members currently under contract allows for an initial commitment of up to 3 years for an initial commitment of up to 3 years Amount of EUR 1067.14 from the 13th month of service and additional premiums for subsequent commitments of at least 1 year after 4 years of service and covering the duration of military services to 8 years at most. Within the framework of the Military Programming Act 2003-2008, a professionalisation consolidation fund is foreseen, which includes measures related to the attractiveness of which the first annuality begins in 2003 with the adaptation of the Commitment bonuses. The armies and the directorates, because of the specificity of the military profession, encounter both quantitative and qualitative difficulties in recruiting candidates in certain specialties or jobs in direct competition with the sector Public or private. In order to give the armies and directorates more responsiveness to recruitment for these specialities or loss-making jobs, it is proposed a special device adapted to the needs, which is reversible and modulable. This Order proposes the creation of an attractive premium for the initial commitment for certain specialties or jobs. This is calculated by applying multiplier coefficients (from 1 to 5) to the amount of the initial commitment premium and is paid at the end of the probationary period (usually at the beginning of the 7th month of service). On the report of the Minister of Defence, Minister of Economy, Finance and Industry, Minister of Public Service, State Reform and Spatial Planning and Minister Delegate to Budget and Budget Reform,

In light of the amended Decree No. 73-1219 of 20 December 1973 on the military personnel involved;
In light of the amended Decree No. 97-440 of 24 April 1997 on the scheme of commitment bonuses Assigned to non-commissioned members serving under contract,
Describes:

Item 1
In Article 1 of the decree of 24 April 1997 mentioned above is added a 3 ° thus written:
" 3 ° As part of an initial commitment of more than three years, an attractive, flexible premium applicable to certain specialities or certain jobs may be allocated within the limit of the budgetary appropriations entered for that purpose. "

Article 2 of the aforementioned decree of 24 April 1997 reads as follows:
" Art. 2. -The amounts of the premiums shall be fixed by joint order of the Minister for Defence, the Minister for Economic Affairs and Finance and the Minister responsible for the Public
