Summary

Application of Sections 29 and 30 of Constitution.The Parliament is convened in extraordinary session as of Tuesday, 2 July 2002.The agenda of the special session will include: 1. Statement of Policy, pursuant to s. 49, para. 4, of the Constitution; 2. Consideration of the following bills: - draft amnesty law; - draft amending finance bill for 2002; - draft policy and programming legislation for internal security; - draft policy and programming legislation For justice; - a bill to establish a support mechanism for the employment of young people in business; 3. Examination of the following draft laws authorising the approval or ratification of international agreements: - draft law authorising the ratification of the agreement for the purposes of the application of the provisions of the United Nations Convention on the Law Of the sea of 10 December 1982 relating to the conservation and management of stocks of fish whose movements occur both within and beyond exclusive economic zones (straddling stocks) and large fish stocks Migratory (together two annexes), done in New York on December 4, 1995 and signed by France on 4 December 1996; - draft law authorising the approval of the establishment agreement between the Government of the French Republic and the Government of the Republic of Senegal, signed in Paris on 25 May 2000; - draft law Authorising the approval of the amendment to the agreement between the Government of the French Republic and the Agency for Cultural and Technical Cooperation concerning the headquarters of the Agency and its privileges and immunities on French territory (set 8 Annexes), signed in Paris on 11 April 2000; - draft law authorising the approval of the agreement Between the Government of the French Republic and the International Commission de l' état civil, made in Paris on 13 November 2000; - draft law authorising the approval of the agreement between the Government of the French Republic and the Government of Romania on cooperation in the field of defence, signed in Bucharest on 24 October 1998; - draft law authorising the ratification of an agreement between the Government of the French Republic and the United Kingdom Great Britain and Northern Ireland concerning the establishment of a delimitation line Between France and Jersey, signed at Saint-Hélier on 4 July 2000; - draft law authorising the ratification of the agreement on fishing in the Bay of Granville between the French Republic and the United Kingdom of Great Britain and Signed in Saint-Hélier on 4 July 2000; - draft law authorising the approval of the agreement between the Government of the French Republic and the Federal Government of Germany concerning the Cooperation in the exercise of navigation police missions on the Franco-German sector On the Rhine, made at Vittel on 10 November 2000; - draft law authorising the approval of Amendment No 1 to the Social Security Convention of 2 October 1980 between the Government of the French Republic and the Government of the Gabonese Republic, Signed in Libreville on 7 July 2000; - draft law authorising the approval of the Agreement of 20 August 1971 on the International Satellite Communications Organisation " INTELSAT " As a result of the amendments adopted in Washington on 17 November 2000 (set up an annex); - draft law authorising the ratification of the European Convention for the Protection of Pets, done in Strasbourg on 13 November 1987 and Signed by France on 18 December 1996; - draft law authorising the approval of the headquarters agreement between the Government of the French Republic and the European Telecommunications Organisation by satellite EUTELSAT, signed in Paris on 15 May 2001; - bill authorizing the ratification of the treaty between the Republic France and the Federal Republic of Germany delimiting the border in the managed areas of the Rhine; - draft law authorising the approval of the agreement between the Government of the French Republic and the Council of Europe To the social protection of the employees employed by the said organisation on French territory, signed in Strasbourg on 12 January 2000; - draft law authorising the ratification of the Convention on the accession of the Republic Of Austria, the Republic of Finland and the Kingdom of Sweden to the Convention The elimination of double taxation in the event of the correction of the profits of associated undertakings; - draft law authorising the approval of the amendment to the Convention of 19 December 1982 between the Government of the French Republic and the Government of the Kingdom of Norway with a view to the avoidance of double taxation, the prevention of fiscal evasion and the establishment of the rules for reciprocal administrative assistance in respect of taxes on income and on capital (together with a protocol and a Additional Protocol), as amended by the Amendments of November 14, 1984 and April 7, 1995; 4. Continuation of the review of the following bills authorizing the approval or ratification of international agreements: - draft law authorising the ratification of the London Convention on Food Aid; - draft law allowing Ratification of amendments to the agreement establishing the General Fisheries Commission for the Mediterranean; - draft law authorising the approval of the Convention for the Protection of the Rhine (together an annex and a signing protocol) ; - bill authorizing the approval of the transfer agreement Sentenced persons between the Government of the French Republic and the Government of the Republic of Paraguay; - draft law authorising the approval of the extradition agreement between the Government of the French Republic and the Government of the Republic of Paraguay Government of the Republic of Paraguay, signed at Assumption on 16 March 1997; - draft law authorising the approval of the Convention on Mutual Assistance in Criminal Matters between the Government of the French Republic and the Government of the Republic of Paraguay Paraguay; - draft law authorising the approval of the Convention between the Government of the French Republic and the Government of the People's Democratic Republic of Algeria for the avoidance of double taxation, the prevention of tax evasion and avoidance, and the establishment of rules of mutual assistance in Income tax, wealth and inheritance tax (together with a protocol), signed in Algiers on 17 October 1999; - draft law authorising the approval of the amendment to the tax convention of 21 October 1976 between the Government of the French Republic and the Government of the Republic of Cameroon, signed in Yaoundé On 28 October 1999; - draft law authorising the approval of the Convention between the Government of the French Republic and the Government of the Republic of Guinea for the avoidance of double taxation and the establishment of rules of assistance Reciprocal in the field of taxes on income, capital, successions and donations, signed in Conakry on 15 February 1999; - draft law authorising the approval of the Protocol amending the Convention of 23 July 1990 on the elimination of Double taxation in the event of the correction of the profits of associated undertakings, made In Brussels on 25 May 1999; - draft law authorising the ratification of the Protocol against the Smugage of Migrants by Land, Sea and Air, supplementing the United Nations Convention against Transnational Organised Crime, adopted in New York on 15 November 2000 and signed by France on 12 December 2000; - draft law authorising the ratification of the United Nations Convention against Transnational Organized Crime, adopted in New York on 15 November 2000 and signed by the France on 12 December 2000; - draft law authorising the ratification of the Additional Protocol to The United Nations Convention against Transnational Organized Crime to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, adopted in New York on 15 November 2000 and signed by France on 15 November 2000. Article 1


Parliament is convened in extraordinary session as of Tuesday, 2 July 2002.

Article 2


The agenda for the special session will include:
1. Declaration of general policy, pursuant to Article 49, paragraph 1, and Article 49, paragraph 4, of the Constitution;
2. The review of the following bills:
-an amnesty bill;
-draft amending finance bill for 2002;
-draft policy and programming legislation for internal security;
-bill Orientation and programming for justice;
-a bill to create a youth employment support system;
3. Review of the following bills authorizing the approval or ratification of international agreements:
-draft law authorising the ratification of the agreement for the purposes of applying the provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to the conservation and management of fish stocks Travel takes place both within and beyond exclusive economic zones (straddling stocks) and highly migratory fish stocks (two annexes), done in New York on 4 December 1995 and signed by France on 4 December 1996;

-draft law authorising the approval of the Convention on the transfer of persons Condemned between the Government of the French Republic and the Government of Republic of Paraguay;
-bill authorizing the approval of the extradition agreement between the Government of the Republic of Paraguay and the Government of the Republic of Paraguay, signed at Assumption on 16 March 1997;
Law authorising the approval of the Convention on Mutual Assistance in Criminal Matters between the Government of the French Republic and the Government of Paraguay;
-draft law authorising the approval of the Convention between the Government of The French Republic and the Government of the Republic of Algeria Democratic and popular in order to avoid double taxation, to prevent tax evasion and avoidance and to establish rules for mutual assistance in income taxes, on capital and on inheritance (together Protocol), signed in Algiers on 17 October 1999;
-draft law authorising the approval of the amendment to the Tax Convention of 21 October 1976 between the Government of the French Republic and the Government of the Republic of Cameroon, signed at Yaoundé, October 28, 1999;
-draft legislation authorizing the approval of the Convention Between the Government of the French Republic and the Government of the Republic of Guinea with a view to the avoidance of double taxation and the establishment of rules of mutual assistance in respect of taxes on income, property, succession and Donations, signed in Conakry on 15 February 1999;
-draft law authorising the approval of the Protocol amending the Convention of 23 July 1990 on the elimination of double taxation in the event of the correction of business profits Associated, done in Brussels on 25 May 1999;
