Mindful of Decree No. 47-974 May 31, 1947, on the publication of the Convention of international civil aviation, signed in Chicago on 7 December 1944;
Having regard to Decree No. 53-192, 14 March 1953 as amended relating to the ratification and publication of international commitments entered into by France, enacts as follows: Article 1 the Protocol amending article 56 of the Convention on international civil aviation, done at Montreal on 6 October 1989, will be published in the Official Journal of the French Republic.


Article 2 the Prime Minister and the Minister of foreign and European Affairs are responsible, each in relation to the implementation of this Decree, which shall be published in the Official Journal of the French Republic.


P R O T O C O L E on the amendment of the ARTICLE 56 of the CONVENTION RELATIVE to the AVIATION civil international the Assembly of the Organization of the AVIATION civil international if met in Montreal on October 6, 1989, at its twenty-seventh session, having taken note of the general desire of Contracting States to increase the number of members of the air navigation Commission HAVING found it appropriate to increase the members of this body from fifteen to nineteen, having found it necessary to amend the Convention on international civil aviation done at Chicago the seventh day of December 1944, 1 for this purpose. Approves, in accordance with the provisions of paragraph a) article 94(a) of the Convention aforesaid, the following amendment to the Convention project: "replace the phrase"fifteen members by "nineteen members in article 56 of the Convention."
2. one hundred and eight fixed the number of Contracting States whose ratification is necessary for the entry into force of that amendment, in accordance with the provisions of paragraph a) of article 94 of the said Convention;
3. Decides that the Secretary-General of the Organization of the civil aviation international will establish in the languages English, Spanish, French and Russian, each being equally authentic, a Protocol concerning the above amendment and the provisions below: a) the Protocol will be signed by the Chairman and by the Secretary general of the Assembly.
(b) it will be subject to the ratification of any Contracting State which has ratified the Convention of international civil aviation or acceded.
(c) the instruments of ratification shall be deposited with the international civil aviation organization.
d) the Protocol enters into force the day of the filing of the one hundred eighth instrument of ratification with respect to those States which have ratified it.
e) the Secretary general shall notify immediately all Contracting States the date of the deposit of each instrument of ratification of the Protocol.
(f) the Secretary general shall immediately notify all States parties to the Convention the date on which the said Protocol enters into force.
(g) the Protocol will enter into force, with respect to any contracting which has ratified it after the above date, as soon as that State has deposited its instrument of ratification with the Organization of civil aviation international.
Accordingly, pursuant to the decision above the Assembly, this Protocol established by the Secretary general of the organization.
IN witness whereof, the President and the Secretary-General of the twenty-seventh session of the Assembly of the international civil aviation organization, being authorized thereto by the Assembly, sign this Protocol.
DONE at Montreal on 6 October 1989, the year one thousand nine hundred eighty-nine, in a single document in the English, French, Russian and Spanish languages, each text being equally authentic. This Protocol shall be deposited in the archives of the international civil aviation organization, and certified copies shall be transmitted by the Secretary-General to all States parties to the Convention on international civil aviation done at Chicago on 7 December 1944.
