Décrète:
The Protocol amending Article 56 of the Convention on Civil Aviation International, done in Montreal on October 6, 1989, will be published in the Official Journal of the French Republic.
The First Minister and the Minister for Foreign and European Affairs are responsible for this For the purposes of this Decree, to be published in the Official Journal of the French Republic.

PORTANT AMENDMENT TO ARTICLE 56 OF THE CONVENTION
THE INTERNATIONAL CIVIL AVIATION CONVENTION
THE ASSEMBLY OF THE INTERNATIONAL CIVIL AVIATION OF THE INTERNATIONAL CIVIL AVIATION OF THE INTERNATIONAL CIVIL AVIATION ORGANIZATION
THE MATTER OF: Twenty-seventh session,
AYANT PRIS ACT of the general desire of the Contracting States to increase the number of members of the Air Navigation Commission,
AYANT JUGÉ that it was appropriate to increase the number of members of this body from fifteen to nineteen,
need to amend the Convention on International Civil Aviation in Chicago on the seventh day of December 1944,
1. APPROVED, in accordance with the provisions of Article 94 (a) of the Convention, the following amendment of the said Convention:
" Replace the expression "fifteen members with 19 members in article 56 of the Convention" ;
2. FIXED hundred and eight the number of Contracting States whose ratification is necessary for the entry into force of that amendment, in accordance with the provisions of Article 94 (a) of that Convention;
3. DECIDES that the Secretary-General of the International Civil Aviation Organization shall establish in the English, French, Spanish and Russian languages, each being equally authentic, a protocol concerning the above-mentioned amendment, including the Provisions below:
(a) The Protocol shall be signed by the President and the Secretary-General of the Assembly.
(b) It shall be subject to ratification by any Contracting State which has ratified or acceded to the Convention on International Civil
. The instruments of ratification shall be deposited with the International Civil Aviation Organization.
(d) The Protocol shall enter into force on the day of the deposit of the one hundred and eighth instrument of ratification in respect of the States which have it Ratified.
e) The Secretary-General shall notify all States immediately The date of the deposit of each instrument of ratification of the Protocol.
(f) The Secretary-General shall immediately notify all States party to the said Convention of the date on which the said Protocol enters into force
Protocol will enter into force, in respect of any Contracting State which has ratified it after the date mentioned above, as soon as that State has deposited its instrument of ratification with the International Civil Aviation

This Protocol has been Established by the Secretary-General of the Organization.
IN WITNESS WHEREOF, the President and the Secretary-General of the twenty-seventh session of the Assembly of the International Civil Aviation Organization, duly authorized to that effect by The Assembly, have signed this Protocol.
DONE at Montreal on October 6, 1989 of the year thousand nine hundred and ninety-nine, in a single document in the English, French, Spanish and Russian languages, each of the texts being equally Faith. This Protocol shall be deposited in the archives of the International Civil Aviation Organization and certified copies shall be transmitted by the Secretary-General of the Organization to all States party to the Convention relating to International Civil Aviation in Chicago December 7, 1944.
