Order of 10 June 2003 relating to the criteria for the allocation of planting, replanting and early replanting of vines For the production of wines with an appellation of origin and of the authorisations for over-grafting of vines in place by making them suitable for producing wine of origin designation for the 2003-2004 campaign

The Minister of Agriculture, Food, Fisheries and Rural Affairs and the Minister Delegate to the Budget and Budget Reform,
In view of the amended Regulation (EC) No 1493/1999 of 17 May 1999 on the common organisation of the market in wine;
In view of Regulation (EC) No 1227/2000 of 31 May 2000 amended Laying down detailed rules for the application of Regulation (EC) No 1493/1999 as regards production potential;
In view of Article L. 641-16 of the Rural Code;
In view of Decree No. 2002-1486 of 20 December 2002 on the management of wine potential;
In view of the proposal of the national committee " Wines and spirits " The National Institute of Appellations of Origin of 26 and 27 February 2003;
In view of the deliberation of the Standing Committee adopted by the Delegation of the National Committee " Wines and spirits " Of the National Institute of Appellations of Origin of 23 April 2003,

Item 1

For the 2003-2004 crop year, permits to replant and replant suitable vines To produce wine of the appellation of origin, the planting authorisations issued either as a new planting or as a transfer of right of replanting and the authorisations for the overgrafting of vines in place to enable them to Produce wine of appellation of origin according to the criteria approved by The National Wine and Life Committee of the National Institute of Appellations of Origin on 26 and 27 February 2003, amended by decision of its Standing Committee on 23 April 2003.
The list of national criteria and criteria May be consulted by the Ministry of Agriculture, Food, Fisheries and Rural Affairs (Directorate of Economic and International Policy, Office of Wine, Cider and spirits based on wine and apples), 3, rue Barbet-de-Jouy, 75007 Paris, or At the headquarters of the National Interprofessional Wine Office, 232, rue de Rivoli, 75001 Paris, or at the headquarters of the National Institute of Appellations of Origin, 138 Champs-Elysées, 75008 Paris, or with the local services of the National Institute of Appellations of Origin.
Applications for planting authorisations issued either as a new planting or as a transfer of right from Replanting must be filed before July 4, 2003, with the local services of The National Institute of Appellations of Origin.
Applications for the authorisation of replanting and early replanting, as well as applications for authorisation of overgrafting, must be filed before 4 July 2003 with the services of the Viticulture of the Directorate-General for Customs and Indirect Rights.

Article 2

The Director of Economic Policy and International and the Director General of Customs and Excise are Responsible for the execution of this Order, each of which will be published in the Official Journal of the French Republic.
