Order of June 10, 2005, Delegating Signing Delegation (Directorate of Civil Defense and Security)

First Minister,
On the report of the Minister of State, Minister of the Interior and Spatial Planning,
In view of the general code of the territorial authorities, in particular its Articles L. 1424-1 et seq. And R. 1414-1 and following relating to fire and rescue services;
In view of the code of defence;
Law No. 82-600 of 13 July 1982 on compensation for victims of disasters
the light of Law No. 96-370 of 3 May 1996 on the development of volunteering in the corps of firefighters;
In view of Law No. 2004-811 of 13 August 2004 on the modernisation of civil security;
In light of Decree No. 47-233 of the January 23, 1947 amended authorizing the ministers to delegate, by order, their signature;
Seen the Decree No. 65-28 of 13 January 1965 on the organisation of civil defence;
Given Decree No. 65-984 of 18 November 1965 establishing the Standing Committee on Civil Defence;
In view of Decree No. 80-243 of 3 April 1980, as amended Relating to the remit of the senior defence officials;
Given the amended Decree No. 85-1057 of 2 October 1985 on the organisation of the central administration of the Ministry of the Interior;
Given Decree No. 91-834 of 30 August 1991, as amended Relating to first aid training;
Given Decree No. 92-514 of 12 June 1992, as amended Relating to the training of first aid monitors;

In the light of Decree No. 92-1195 of 5 November 1992 concerning the training of first aid instructors;
In view of Decree No. 92-1379 of 30 December 1992 on information relating to Rescuer and master rescuer;
Given Order No. 97-48 dated January 20, 1997, with various measures relating to first aid;
In light of the Order in Council dated December 19, 2002, appointing a director to the headquarters of the Ministry of Interior, Internal Security and Local Freedoms;
Seen Decree of 31 May 2005 appointing the Prime Minister;
Having regard to the decree of 2 June 2005 on the composition of the Government;
In view of the decree of 22 April 2005 on the organisation and remit of the Directorate of Defence and of the Civil security;
In view of the decree of 22 April 2005 on the internal organisation of the Directorate of Civil Defence and Security;
In view of the Order of 8 June 2005 on the delegation of signature (Directorate of Defence and Security Civilians),
Describes:

Article 1


In case of absence or incapacity of Mr. Christian Galliard de Lavernée, Director of Defence and Civil security, senior defence official, MM. Yann Dyèvre, Bertrand Cadiot, Gilles Barsacq, Georges-François Leclerc, acting as Deputy Director, are empowered to sign all acts, orders, decisions and accounting documents within the limits of their duties.

Article 2


In case of absence or incapacity of Mr. Yann Dyèvre, Acting Deputy Director of Services Operational, Mr. Thierry Hegay, civil administrator, head of the Mr Jacques Garau, civil administrator, head of the demining department, directly under his authority, are empowered to sign all acts, orders, decisions and accounting documents within the limits of their duties
In the event of absence or incapacity of Messrs. Thierry Hegay and Jacques Garau, Mr Michel Bénard, contractual agent, Mrs Isabelle Friaa-Rousseau, head of the central administration, directly under the authority of Mr Thierry Hegay, and Mr Philippe Leclerc, Senior Administrative Attaché Central, directly under the authority of Mr Jacques Garau, are empowered to sign all acts, orders, decisions and accounting documents, within the limits of their respective powers.

In case of absence or incapacity of Mr Thierry Hegay, Mr Michel Razaire, contract agent, chief of the civil security aircraft base in Marignane, and Mr Bertrand Gausserès, contract agent, head of the security helicopter group Civil, directly under its authority, are empowered to sign all acts, orders and accounting documents, within their remit



In case of absence or incapacity of Mr. Michel Razaire, Mr. Roger Gennai, Attaché Central administration, directly under its authority, is Authorised to sign all acts, orders, decisions and accounting documents, within the limits of his powers.
In the event of the absence or incapacity of Mr Gausserès, Mr Daniel Sighi, prefecture director, directly under his authority, is Authorised to sign all acts, orders, decisions and accounting documents, within the limits of its powers.

Article 4


In case of absence Or the prevention of Mr. Bertrand Cadiot, who is in charge of the Duties of Deputy Warden of the Fire Department and Relief Actors, Mr. Philippe Deschamps, Civilian Administrator, Chief, Fire and Emergency Services Office, Ms. Sylvie Roques, Lieutenant-Colonel, Senior Fire Officer Mr Marc Porteous, Head of the Central Administration Office, Head of the Bureau of Statutes and Management, directly under his authority, are professionals, head of the Office of the Fire-Fire Department, Training and Equipment. Authorised to sign all acts, orders, decisions and accounting documents, in The limit of their respective powers.
In the event of the absence or incapacity of Mr Philippe Deschamps, Mrs Sylvie Roques and Mr Marc Porteous, Ms Denise Cohen, Mr José Bory, Ms Catherine Castelain, respectively under the authority of Mr Philippe Deschamps, Mrs Sylvie Roques and Mr Marc Porteous, are entitled to sign all acts, orders, decisions and accounting documents, within their remit.

Article 5


In case of absence Mr Gilles Barsacq, in charge of the acting of the duties of Deputy Director of Risk Management, Mr Patrice Lefebvre, a civil administrator, directly under his authority, has the authority to sign all acts, orders, decisions and Accounting documents, within the scope of the risk management sub-directorate.
In the event of the absence or incapacity of Mr. Gilles Barsacq and Mr. Patrice Lefebvre, Mr. Denis Gaudin, Civilian Administrator, Head of the Office of the Interdepartmental Coordination, Mr. Patrick Audebert, Civil Administrator, Chief of Major Hazards Office, Mr. Jean-Pierre Petiteau, Civilian Administrator, Chief, Fire and Life Risk Office, Mr. Hamel-Francis Mekachera, Civilian Administrator, Chief of the Office of Alert and Planning, Franck Daurenjou, civil administrator, head of the office of analysis and crisis preparedness, directly under their authority, are empowered to sign all acts, orders, decisions and accounting documents within the limits of Their respective roles.

Article 6


In case of absence or incapacity of MM. Denis Gaudin, Patrick Audebert, Jean-Pierre Petiteau, Hamel-Francis Mekachera and Franck Daurenjou, Mr. Thierry Johnson, Central Administrative Attaché, Ms. Catherine Guénon, Contract Agent, Mr. Bernard Nouvier, Senior Administrative Attaché Mr Guy Heumann, Senior Central Administrative Attaché, Ms Hélène Vareilles, Senior Head of Central Administration, respectively under the authority of MM. Denis Gaudin, Patrick Audebert, Jean-Pierre Petiteau, Hamel-Francis Mekachera and Franck Daurenjou are empowered to sign all acts, orders, decisions and accounting documents within the limits of their respective duties.

Article 7


In the event of the absence or incapacity of Mr. Georges-François Leclerc, acting as Deputy Director Administration and Logistics, Mr. Charles Giusti, Civilian Administrator, Chief of Office of Human Resources, Mr. Denis Jankowiak, Senior Central Administration Attaché, Head of the Office of Financial and Legal Affairs, and Mr. Hervé Louvin, Chief Engineer, Technical and Material Services, Head of Office of Operational and logistical support, directly under the authority of Mr Georges-François Leclerc, are authorised to sign all acts, orders, decisions and accounting documents within the limits of their respective powers.

Article 8


In case of absence or incapacity of MM. Charles Giusti, Denis Jankowiak and Hervé Louvin, Ms Anne Gauthier, Senior Central Administrative Officer, and Ms Anne-Sophie Sannier and Mr. Pierre Blas, Headquarters Attachments, respectively under the authority of MM. Charles Giusti, Denis Jankowiak and Hervé Louvin are empowered to sign all acts, orders, decisions and accounting documents, within the limits of their respective powers.
In the event of absence or incapacity of MM. Hervé Louvin and Pierre Blas, M. Barthélémy d' Ancona, Divisional Engineer, Director of the Operational and Logistics Support Establishment of La Valentine, Mr. Gérard Declunder, Divisional Engineer, Director of Mort-Mare Operational and Logistics Support Facility, Mr. Anthony Larose, Technical Services Engineer, Director of the Mery-sur-Oise Operational and Logistics Support Facility, and Mr. Philippe Muller, Engineer of the Divisional work, director of the support institution Operations and logistics of Jarnac, directly under their authority, are empowered to sign documents relating to the day-to-day management of their respective establishment.

Article 9


The Minister of State, Minister for the Interior and Spatial Planning, is responsible for the execution of this Decree, which will be published in the Official Gazette of the Republic French.
