The Prime Minister,
On the report of the Minister of Ecology and Sustainable Development,
In light of Decree No. 47-233 of 23 January 1947, as amended authorizing ministers to Delegate, by decree, their signature;
In light of Decree No. 85-659 of 2 July 1985 on the organisation of the central administration of the Ministry of Planning, Housing and Transport;
In view of Decree No. 2000-426 of 19 May 2000 Modified for the organization of the central administration of the Ministry responsible for the environment;
In light of Decree No. 2002-895 of 15 May 2002 on the powers of the Minister of Ecology and Sustainable Development;
Given the decree of 21 July 2003 appointing the Director of Personnel, Services and Modernization;
In light of the decree of 30 March 2004 appointing the Prime Minister;
In light of the decree of 31 March 2004 on the composition of the Government;
In light of Decree No. 2004-320 of 8 April 2004 on the powers of the Minister of Equipment, Transport, Land Use Planning, Tourism and the Sea;
Given the Order of 18 December 2001 on the organization of the Personnel, Services and Modernization Directorate;
In view of the Order of 18 December 2001 amended to include the organization of the Personnel Branch sub-directorates, Office Services and Modernization,
Describes:

Item 1


Permanent Delegation to Mr. Christian Parent, Director of Personnel, Services and Modernization of the Ministry of Equipment, Transportation, Land Use Planning, Tourism and the Sea to sign, on behalf of the Minister of Ecology and Sustainable Development and within the limits of its powers, all acts, Orders, decisions and contracts relating to personnel management, excluding orders-in-council.

Article 2


In the absence or incapacity of Mr. Christian Parent, Director of Personnel, Services and Modernization, the Delegation referred to in Article 1 shall, under the same conditions, be granted to Mr Patrick Berg, Head of Service, and to Mr Aldo Massa, chief engineer of bridges and roads, assistants to the Director of Personnel, Services and Modernisation, Directly under the authority of Mr. Chrstian Parent.

In the absence or prevention of Mr. Christian Parent, Director of Personnel, Services and Modernization, Ms. Aude Dufourmantelle, Deputy Director of Administrative and Contractual Personnel, Mr. Laurent Tapadinhas, Chief Engineer of Bridges and Footwear, Mr. Olivier Meslin, Deputy Director Maritime Personnel, Control and Security, Ms. Marie-Luce Bousseton, Chief of the Bridge and Footwear Engineer, Ms. Catherine Aubey-Berthelot, non-class civil administrator, and Agnès Desmarest-Parreil, Deputy Director of Labour and Social Affairs, have signed, on behalf of the Minister of Ecology and Sustainable Development, with the exception of the decrees, All acts, orders and decisions within the limits of the powers entrusted to them.
